There will be a meeting of Cleveland City Council on Wednesday, January 6, 2021, at 11:00 a.m. Official Notice of this meeting and the agenda will be posted at www.clevelandcitycouncil.org, and at https://cityofcleveland.legistar.com/Calendar.aspx. This meeting will be held during the COVID-19 emergency declaration, and will be conducted as a virtual meeting in accordance with Ohio's Open Meetings Laws as amended by Sub. H.B. 197. There being no further business, the meeting was adjourned at 10:44 a.m. Stephanie Melnyk Acting Secretary – Board of Control Board of Control From Wednesday, December 30, 2020 January 1, 2021 The City Record 5 Resolution No. 502-20 Adopted 12/30/20 By Director Howard WHEREAS, under the authority of Ordinance No. 152-16, passed by the Cleveland City Council on March 21, 2016, the Director of Public Safety ("Director") entered into City Contract No. CT 6001 PS 2016-165 with Intergraph Corporation dba Hexagon Safety & Infrastructure ("Contractor") for professional services necessary to acquire one or more software licenses for an upgrade to the Department of Public Safety Computer Aided Dispatch ("CAD") system to v9.3, and to provide implementation and project management services needed for the upgrade to v9.3, for the Division of Police, Department of Public Safety; and WHEREAS, under the authority of Ordinance No. 131-17, passed by the Cleveland City Council on March 6, 2017, the Director of Public Safety entered into an amendment to Contract No. CT 6001 PS 2016-165 to obtain additional services consisting of training needed to implement the CAD System Upgrade Project; and WHEREAS, under the authority of Ordinance No. 1434-17, passed by the Cleveland City Council on December 4, 2017, the Director of Public Safety entered into an amendment to Contract No. CT 6001 PS 2016-165 to obtain additional services including software maintenance, configuration, training and other services needed to implement the CAD System Upgrade Project, as required by the Department of Justice Consent Decree; and WHEREAS, when a director has been authorized by ordinance to acquire a software system, division (c) of Section 181.102, Codified Ordinances of Cleveland, Ohio, 1976, ("C.O.") authorizes the director to execute one or more license agreements directly with software licensing firm for software needed to implement and enhance a previously acquired software system; and WHEREAS, Contractor has proposed by its October 14, 2020, Quotation/Statement of Work to provide, and the City intends to enter into an agreement with Contractor to obtain: a software license for the CAD "Dispatcher" module for Cleveland Hopkins International Airport; a Fire Records Management System to CADLink Interface; and the software configuration services necessary to expand the CAD v9.3 to include the Division of Airports ARFF unit as dispatching agency for the Department of Port Control; now, therefore, BE IT RESOLVED that under the authority of division (e) of C.O. Section 181.102 the compensation to be paid Intergraph Corporation dba Hexagon Safety & Infrastructure under the above-mentioned prospective agreement for an additional license for the Computer Aided Dispatch "Dispatcher" module, the Fire Records Management System to CADLink Interface and software configuration services necessary to expand the CAD v9.3 to include the Division of Airports ARFF unit as a dispatching agency is fixed at $152,913.59. Board of Control From Wednesday, December 30, 2020 January 1, 2021 The City Record 6 Yeas: Directors Langhenry, Dumas, Acting Directors Keane, Bahhur, Director Howard, Directors West, Ebersole, McNamara, Donald Nays: None Absent: Mayor Jackson, Directors Cox, Kimball, Interim Director Wackers Board of Control From Wednesday, December 30, 2020 January 1, 2021 The City Record 7 Resolution No. 503-20 Adopted 12/30/20 By Director Howard WHEREAS, under the authority of Ordinance No. 478-16, passed by the Cleveland City Council on April 25, 2016, and Board of Control Resolution No. 181-17, adopted April 12, 2017, the Director of Finance ("Director") entered into City Contract No. PS 2017-145 with TargetSolutions Learning, LLC ("Consultant") to provide professional services and necessary training to implement a Learning Management System for the Department of Public Safety including but not limited to, Online Training Platform Licenses, Storage, Customized Website, Administration Tools, Software/Application upgrades and applications for Police, Fire, EMS, Animal Care and Control for a period of three years with three one-year options to renew, for an amount estimated to total approximately $94,400.00 for each term and optional renewal year; and WHEREAS, division (c) of Section 181.102 C.O. authorizes a director to execute one more license agreements for software needed to implement or maintain a previously acquired software system directly with software licensing firm; and WHEREAS, under the authority of division (c) of Section 181.102 C. 0. the City intends to enter into an agreement with TargetSolutions Learning, LLC for Online Training Platform licenses and associated services for the Fire Learning Management System module for the Division of Fire for a period of three years beginning December 27, 2020, with three one•year options to renew; now, therefore, BE IT RESOLVED by the Board of Control of the City of Cleveland that under division (e) of Section 181.102 of the Codified Ordinances of Cleveland, Ohio, 1976, the compensation to be paid under the prospective contract with TargetSolutions Learning, LLC, based on its renewal notice dated October 23, 2020, for the above-mentioned Online Training Platform licenses and associated services for the Fire Learning Management System module for the Division of Fire is fixed at $91.67 per firefighter per year, presently estimated to total approximately $71,044.25. Yeas: Directors Langhenry, Dumas, Acting Directors Keane, Bahhur, Director Howard, Directors West, Ebersole, McNamara, Donald Nays: None Absent: Mayor Jackson, Directors Cox, Kimball, Interim Director Wackers Board of Control From Wednesday, December 30, 2020 January 1, 2021 The City Record 8 Resolution No. 504-20 Adopted 12/30/20 By Director Kennedy WHEREAS, under the authority of Ordinance No. 267-15, passed by the Council of the City of Cleveland on April 13, 2015, and Board of Control Resolution No. 498-16, adopted December 14, 2016, the City through its Director of Port Control, entered into Contract No. PS2017*009 with Feasibility Research Group Ohio, LLC ("Consultant"), to provide professional services necessary to appraise real and/or personal property, rights of way and/or easements, for a period of one year, with three one-year options to renew, for the various divisions of the Department of Port Control; and WHEREAS, the City has determined the need for additional appraisal services for certain properties; and WHEREAS, the Consultant has proposed by its letter dated October 14, 2020, to perform the additional services necessary for an amount of $24,000.00; now, therefore, BE IT RESOLVED by the Board of Control of the City of Cleveland that the Director of Port Control is authorized to enter into a first modification to City Contract No. PS2017*009 between the City of Cleveland and Feasibility Research Group Ohio, LLC for additional appraisal services. The amount to be paid for all services under the contract shall be increased by $24,000.00 to a total contract amount not to exceed $49,000.00. BE IT FURTHER RESOLVED that the Director of Port Control is authorized to execute all documents and to do all things necessary to affect the above-authorized first modification.
