Sonoma is a historically significant city in Sonoma Valley, Sonoma County, California, USA, surrounding its historic town plaza, a remnant of the town’s Mexican colonial past. On June 14, 1846, Sonoma was declared the capital of the “Bear Flag Republic” in a revolt against Mexican control of California. The town’s status as the nominal capital of California lasted 25 days, ending with California’s annexation by the United States. Mariano Guadalupe Vallejo, a lieutenant later promoted to General, supported the Americans when Mexico ceded all of California and the rest of the Southwest to the United States in 1848. Today, Sonoma is a center of the state’s wine industry for the Sonoma Valley AVA Appellation, as well as the home of the nationally recognized Sonoma International Film Festival. El Pueblo de Sonoma was laid out in the standard form of a Mexican town, centered around the largest plaza in California, 8 acres (32,000 m2) in size. This plaza is surrounded by many historical buildings, including the Mission San Francisco Solano, Captain Salvador Vallejo’s Casa Grande, the Presidio of Sonoma, the Blue Wing Inn, the Sebastiani Theatre, and the Toscano Hotel. In the middle of the plaza, Sonoma’s early 20th-century city hall, at the plaza’s center and still in use, was designed and built with four identical sides in order not to offend the merchants on any one side of the plaza. The plaza is a National Historic Landmark and still serves as the town’s focal point, hosting many community festivals and drawing tourists all year round. There are approximately thirty restaurants in the plaza area, including Italian, Irish, Mexican, Portuguese, Mediterranean, Himalayan, and French. It provides a central tourist attraction. It is also the location of the Farmer’s Market, held every Tuesday evening from April to October. California State Route 12 is the main route in Sonoma, passing through the populated areas of the Sonoma Valley and connecting it to Santa Rosa to the north and Napa to the east. State routes 121 and 116 run to the south of town, passing through the unincorporated area of Schellville and connecting Sonoma Valley to Napa, Petaluma to the west, and Marin County to the south. Sonoma County Transit provides bus service from Sonoma to other points in the county.     San francisco de solano mission Continue The final California mission, and the only mission founded after Mexico's independence from Spain. The mission was the result of a political compromise between its ambitious founder, Father Jose Altimira, and the church authorities. Altimir founded the mission without the church's permission as a replacement for the Mission of San Francisco de Ase (in San Francisco). Altimir was allowed to begin construction of the mission, but the San Francisco de Aces Mission and the San Rafael Arcangel Mission also continued to operate. All three missions were to be an obstacle to Russian expansion in Alta California, and to that end, a Presidio, or military fort, was also built in Sonoma. (Since the barracks were built under Mexican rule and not as part of the Spanish military system, many people argue whether they can be properly called Presidio.) However, fearing a military conflict never happened. In fact, as the communities in Sonoma grew, the Padres and settlers regularly traded with the Russians in Fort Ross. In later years, Sonoma was the site of the Bear Flag Uprising, which declared Alta California independent from Mexico. 1823 - Mission was founded. 1834 - Mission is secularized. 1881 - Mission sold to a private party. 1911 - A copy of the original missionary church is built. Visiting the Sonoma Mission is adjacent to the Mexican city square, the largest in California, which is still the heart of downtown Sonoma. Visitors can see the reconstruction of the mission's adobe chapel of 1913, as well as the nearby Presidio. The original Padre is now home to a museum.

Affected Environment / Environmental Setting, Environmental Consequences / Impacts, and Mitigation Measures 3.12 Cultural Resources This section describes the existing cultural resources in the action area, the applicable regulations at the federal, state, and local levels, and the potential impacts to cultural resources from the North Bay Water Recycling Program (NBWRP). Information for the section was adapted from the Cultural Resources Survey Report completed for the NBWRA (ESA, 2008). The Impacts and Mitigation Measures section defines significance criteria used for the impact assessment and presents a discussion of potential project-related impacts. Determination of significance of impacts in this EIR/EIS apply only to CEQA, not to NEPA. 3.12.1 Affected Environment/Setting Area of Potential Effects The Area of Potential Effects (APE) for the NBWRP is defined as “the geographic area or areas within which an undertaking may directly or indirectly cause alterations in the character or use of historic properties, if any such properties exist” (36 CFR 800.16[b]). In consultation with the Bureau of Reclamation, an archaeological APE and an architectural/structural APE was determined for the NBWRP (Welch, 2008). Depending upon the project components, the archaeological APE has been determined as the area of direct impact for the NBWRP. For example, trenching for installing the recycled water pipelines would require a maximum width of three feet and a vertical depth of up to six feet; therefore the vertical APE would be six feet. For the NBWRP, an APE of 50-foot wide corridor (25-foot radius from centerline) would be assumed in undeveloped areas to accommodate for areas for staging and spoils.
