Lower Hunter Water Plan Foreword from the Minister The lower Hunter is the second largest urban centre in NSW behind Sydney. Its population has grown by 22,500 in the last fi ve years and this growth is underpinned by a strong and diverse economy, as well as the current resources boom. It is easy to see why over half a million people enjoy the lifestyle offered by the rich culture and natural beauty of the region, and why more people are choosing to make a life for themselves in the lower Hunter.
