Catalogue of Publications Copyright © UNICRI, 2008 Introduction UNICRI, the United Nations Interregional Crime and Justice Research Institute, was established in 1968 to assist the international community in the field of applied research on crime prevention and criminal justice. The Institute is located on the UN Campus in Turin and is one of the five Research and Training Institutes of the United Nations together with INSTRAW - the United Nations International Research and Training Institute for the Advancement of Women, UNITAR - the United Nations Institute for Training and Research, UNRISD - the United Nations Research Institute for Social Development, UNIDIR - the United Nations Institute for Disarmament Research, that in collaboration with the UNSSC - the United Nations System Staff College, also located on the Turin campus, and UNU - the United Nations University, promotes research, training, exchange and dissemination of information. UNICRI, through its Documentation Centre, produces and distributes its own publications. This catalogue aims to present brief notes on the latest publications issued during the last five years and the bibliographical references of the old publications which date back to 1969. Sandro Calvani Director Introduction With the publication ‘Report of Activities 2006-2007 Work Programme 2008-2009’ we offer an overall view of the Institute and its strategy for the next biennium. The Report includes a description of the projects carried out worldwide by the Units operating in the fields of Justice Reform, Security Governance / Counter-Terrorism, Emerging Crimes and Counter Human Trafficking. Specific paragraphs are also devoted to the activities carried out in the fields of Documentation and Library Services, External Relations and Public Information Services and Post-Graduate Training. The UNICRI Liaison Office, together with the Headquarters, acts as a liaison with local institutions and civil society, UN bodies and agencies. Part I of the publication focuses on the functions, the organizational structure, governance, direction and liaison office in Rome Part II deals with resources and partnership programme finance, administration, information technology, documentation and communication Part III highlights the applied research programme of the Institute Bibliography 2007 UNICRI, Turin, 2008 ‘Bibliography 2007’ includes a selection of publications that were acquired by the UNICRI Library in 2007. It is divided into three main categories: Crime and Crime Prevention and Criminal Justice – reflecting the two broad areas covered by the Institute – and Miscellaneous, which in turn are divided into subcategories. For each publication, bibliographical reference is given to title, author, publisher, place and year of publication, and library catalogue number. The bibliography is followed by two indexes, divided by author and title respectively. Department of Comparative and Criminal Law, Institute of Comparative Law of Belgrade The Fight Against Organised Crime in Serbia: From the Existing Legislation to a Comprehensive Reform Proposal Borba protiv organizovanog kriminala u srbiji: Od postojeceg zakonodavstva do sveobuhvatnog predloga reforme ‘ UNICRI, Turin, 2008 The monograph, also available in Serbian, is the first comprehensive study of this kind that analyses the legal aspects of combat against organized crime and corruption in Serbia. It offers the reader a comprehensive analysis of existing legislation and problems in it, and makes proposals for reform of legislation in this field. The monograph covers substantive, procedural, as well as organizational law. The authors of this publication are among the most renowned jurists in the field of criminal law, including both legal scholars and practitioners, such as judges. The monograph is a product of a collaboration between UNICRI, the Institute of Comparative Law in Belgrade and the Department of Comparative and Criminal Law of the University of Florence Law School. Catalogue of Publications 3 Counterfeiting: A Global Spread a Global Threat UNICRI, Turin, 2007 This is UNICRI’s first report on counterfeiting. It presents the causes, consequences and risks of counterfeiting, explains how the distribution chain is entered illegally, and places special focus on the links between counterfeiting and organized crime, and on products that can be harmful to consumers, such as medicines, food and beverages, toys and spare parts for cars and aircrafts. 4 Catalogue of Publications Counter-Terrorism Intelligence Cooperation in the European Union UNICRI, Turin, 2007 Better counter-terrorism intelligence sharing within the EU is needed in order for EU decision makers to be provided with better intelligence. This report presents existing problems - political, cultural, organizational, legal and technical- in intelligence sharing and offers answers to how these problems can be resolved. It stresses the importance of using personal contacts and informal arrangements to share intelligence. Catalogue of Publications 5 IPO Security Planning Model UNICRI, Turin, 2007 Restricted circulation The International Permanent Observatory (IPO) was created by UNICRI in 2003 to collect expert knowledge of security planning at past major events and use this knowledge to advise national authorities in the planning and implementation of such events. Here, the IPO presents a concise model for security planning, highlighting the main elements, strategies, linkages and challenges that need to be taken into consideration to maintain security during major events. 6 Catalogue of Publications La Cooperación Internacional en contra de la Corrupción y el Delito Organizado Transnacional: Balance y Perspectivas UNICRI, Turin, 2007 The publication includes both lectures presented and information exchanged during the training courses organized by UNICRI in November 2005 and February 2006 for judges and public prosecutors of Andean Countries on the international instruments against corruption and related serious crimes. The publication has been conceived as a training manual for the organization of future courses on this issue at international, regional and national level. Catalogue of Publications 7 8 Catalogue of Publications Trafficking in Human Beings and Peace-Support Operations: Pre-deployment/In-service Training Programme for International Law-enforcement Personnel: Trainers’ Guide UNICRI, Turin, 2006 Anti-Trafficking in Human Beings to and within Peace Support Operation Areas: Building up Knowledge and Strategies for Awareness and Training UNICRI, Turin, 2004 The manual is aimed at international police and justice administration personnel deployed - or to be deployed - in peace support operation (PSO) areas in order to ensure that they receive the knowledge and tools necessary to counter the development of organized crime and criminal networks involved in trafficking in human beings in these areas. This training programme also aims to increase the awareness of such personnel about how their presence can serve as a source of demand for victims of human trafficking. The first edition of this manual was published in 2004. In 2006, a second edition was issued with updated bibliographies and additional annexes including new information on country profiles, new readings and relevant legislation. Catalogue of Publications 9 International Terrorism and Governmental Structures UNICRI, Turin, 2005 This publication is the outcome of the symposium organized by UNICRI in Florence on 21 and 22 October 2005 entitled ‘International Terrorism and Governmental Structure’. It brought together international experts, practitioners and representatives of civil and political society to discuss international terrorism in the context of appropriate legal and governmental structural policies needed to effectively combat this international threat. 10 Catalogue of Publications Illicit Trafficking and Criminal Use of CBRN Materials and Weapons: an Analysis of the New Members of the European Union and their Neighbouring Countries UNICRI, Turin, 2005 Restricted circulation The report, mainly based on information that national experts of eleven countries have provided by completing a questionnaire and participating in a workshop (Turin, April 2005), analyses the level of risk and national responses related to illicit trafficking of chemical, biological, radiological and nuclear (CBRN) materials in the new member states of the European Union and their neighbouring countries. It aims to identify gaps, risk factors and promising countermeasures at national and regional level. Catalogue of Publications 11 Security during Major Events: Toolkit for Policymakers and Security Planners UNICRI, Turin, 2005 Restricted circulation The toolkit is intended to provide a full range of instruments to the policymakers and planners who are called upon to elaborate, develop and implement the security programmes needed to host a safe and secure major event. The toolkit is based on questions that security planners need to answer when planning for major events.
