PRESENTATIONS/DELEGATIONS Festivals, Events and A presentation was given by Sue Adams, representing the Festivals, Events Animation Program and Animation Oversight Committee, and John Rae and Bob Andrea, representing the Festivals, Events and Animation Working Group, regarding the 2013 Festivals, Events and Animation Program.

At 5:55 p.m., Councillor R. McCarthy joined the meeting.

MAYOR’S REPORT Acting Mayor D. Jackson reported that Council and senior management held a two-day retreat on January 23rd and 24th at Brew Creek Lodge, where they discussed the year-end results of the Corporate Plan and looked ahead at the fulfillment of major community objectives in 2013. He reported that they are on track with the deliverables outlined in our 2011-2014 Corporate Plan, and are pleased with the corporate indicator results that measure performance related to the set out goals. Council is still firmly committed to their goals and priorities and will stay the course this year. Significant work is underway on major initiatives that will set the stage for the resort community’s future. These initiatives will help define and guide how Whistler moves forward with projects and initiatives toward the community’s success. This includes the Economic Partnership Initiative, the Learning and Education Strategy, the Recreation and Leisure Master Plan and a number of others. The preliminary year-end report information, including the RMOW Corporate Plan Year-end Progress Update and a Summary of Corporate Plan Indicators, is now available on whistler.ca and will be presented in its final form along with the updated Corporate Plan following adoption of the 2013 budget.

Acting Mayor D. Jackson reported that the preliminary 2013 RMOW budget was presented to Council at a Committee of the Whole meeting last week. The “zero and zero” budget proposes no increases to municipal property taxes and no increases to municipal utilities fees for the second year in a row. The budget incorporates input from senior staff and the Finance and Audit Committee, input from the 2012 Community Life Tracking Survey, ongoing feedback from the public through a number of avenues about programs and services, and feedback received during the budget process.

Some of the factors affecting the proposed 2013 budget include:  a very modest tax growth from new construction;  an anticipated modest increase in Additional Hotel Room Tax (AHRT) revenue from the Province;  continuing service review and re-organization savings;  successful efforts to lease underutilized municipal buildings;  decreases in Provincial grants;  new operating costs for Whistler Olympic ice rink, which are being funded through the Resort Municipality Initiative provincial grant and skate rental and facility fees, and; MINUTES Regular Council Meeting February 5, 2013 Page 3

 transit and RCMP cost increases.

Acting Mayor D. Jackson reported that the next steps for the 2013 budget process are an Information Open House from 4 p.m. to 5:30 p.m. on February 19, 2013 in the gallery at Millennium Place prior to the Regular Council meeting. Draft project and operating budgets will be considered at this time. The Five-Year Financial Plan bylaw is tentatively scheduled for consideration by Council at the March 5th Regular Council meeting and adoption on March 19th. The RMOW Corporate Plan will be updated following the adoption of the budget and will be presented to Council in April.

Acting Mayor D. Jackson reported that a public open house was held on January 30th for the Audain Art Museum rezoning application. Community members had the chance to see the plans for the proposed site including building design and other project details. The plans also went to the Advisory Design Panel for their first review. John Patkau of Patkau Architects spoke about the plans to build a long, elegant building on the site, which is located between Day Lots 3 and 4, across the street from Millennium Place. Landscape architects presented the schematics for the landscape plan. The plans have the building situated in a way that will have minimal impact to the site, retain the forest, and transforms the current works yard area into a meadow and sculpture garden. A foot bridge would be built from Blackcomb Way right into the building providing a public walkway to the museum and also through the museum and down through the site and beyond connecting the existing trails to the park and river. The overall theme is to build into the existing landscape. The building is designed to be raised significantly off of the ground to address flood plain issues, giving a feeling that it is floating on the site. Next steps in the process include a report to Council requesting first and second reading of the zoning amendment bylaw on February 19th, which will be followed by a public hearing as part of the zoning amendment process. If rezoning is approved, construction is anticipated to commence this spring with the facility opening in late 2014 or early 2015.

Acting Mayor D. Jackson reported that this February residents can settle their parking tickets for 50 per cent off the amount owing and, at the same time, automatically donate $5 to Whistler Animals Galore (WAG). The RMOW is bringing back the parking ticket amnesty program for a limited time, allowing people to catch up on their unpaid parking tickets while also helping out a local charity. The program will run February 1st to 28th and applies to all parking tickets older than 30 days. For every ticket payment received, the RMOW will donate $5 to WAG. Acting Mayor D. Jackson congratulated all of the athletes who participated and received medals in the 2013 FIL World Championships last weekend in Whistler. Whistler welcomed 150 athletes, representing 25 countries, who competed in men’s and women’s singles, doubles and team relay races at the .

A few highlights for our Canadian athletes included:  and making Canadian history, when the 21-year-olds earned Canada’s best finish ever in doubles by placing fourth. MINUTES Regular Council Meeting February 5, 2013 Page 4

 Sam Edney set another Canadian best in men’s singles when he finished fifth.  Alex Gough teamed up with Sam Edney, Tristan Walker and Justin Snith to earn silver in team relay just hours after she captured a bronze medal in women’s singles racing.  In the women’s racing event Kimberley McRae also placed seventh and Arianne Jones placed eighth.

Acting Mayor D. Jackson acknowledged the staff and partners who were involved in putting together the opening ceremony for the championships, which included a parade of athletes, an opening ceremony celebration in Village Square, and a concert.

Acting Mayor D. Jackson reported that starting this Wednesday, February 6, the RMOW is producing a new weekly event called Whistler Presents Family Night at Whistler Olympic Plaza. Running 5 to 7 p.m., Family Night will feature Canadian-themed activities and entertainment such as sled rentals from the sled zone, hot chocolate, balloon toques, snowman making contests, fire spinning, story tellers and more. The evening is free, with the exception of skate rentals at Whistler Olympic Plaza, which are $5 if you don’t bring your own skates. Unfavourable weather conditions may cause cancellations, so check in with the Village Hosts on the day to confirm that Family Night is taking place.

Acting Mayor D. Jackson reported that RMOW staff met with Greyhound’s Manager of Passenger Operations on January 28th. This was a positive first step in addressing the recent announcement of cut backs to Greyhound service to and from Whistler. During the meeting RMOW staff and Greyhound representatives reviewed the draft schedule, which will come into effect later this winter. The draft reduced schedule will include six round trips per day between and Whistler (4 regular and 2 express). The new Express times will include a 10 a.m. departure from Whistler to Vancouver and will include a stop in Squamish at the Garibaldi Highlands depot. RMOW staff requested that Greyhound consider moving the 6:30 a.m. Express departure from Vancouver earlier so that it could arrive in Whistler to accommodate an 8 a.m. work start time. Greyhound is still considering this change. He commented that they look forward to continued collaboration with Greyhound on this matter.

Acting Mayor D. Jackson reported that Whistler Village received a new welcome figure last week, adding to its extensive Public Art Program. Councillor Jack Crompton joined the Squamish and Lil’wat First Nations and the Squamish Lil’wat Cultural Centre in Village Common to celebrate the installation of this new art piece. The Resort Municipality of Whistler’s investment in the Welcome Figure is part of the Village Enhancement program. It will add to the beauty and character of the Village and will become a significant landmark on the Village stroll. Interpretive signage will be added at a later date.

Acting Mayor D. Jackson reported that Whistler will host the influential TEDActive Conference next year when the flagship TED Conference comes to Vancouver. Both conferences will take place March 17 to 21, 2014, with MINUTES Regular Council Meeting February 5, 2013 Page 5

TEDActive expected to draw about 700 participants. He thanked the Fairmont Chateau Whistler and Tourism Whistler, who worked to bring TEDActive to Whistler, as well as the tourism consortium of partners, including the Canadian Tourism Commission, Tourism Vancouver and the Vancouver Convention Centre, who worked to bring the TED flagship conference to Vancouver. Details on TEDActive, including how the community can get involved, will be released in the coming weeks.

Councillor J. Faulkner reported that the Chief Administrative Officer had received two letters from individuals asking him to explore if a conflict of interest occurred when he voted at the January 22, 2013 Council meeting on the BC Park’s Garibaldi Park Management Plan amendment. He stated that he did not believe that there was any conflict of interest. The resolution was for input into the BC Parks Management Plan, where the final version and decision will be made in Victoria after input from thousands of stakeholders, months of review, surveys, etc. He stated that his vote was in good faith based on his principles to support the Forest and Wildland Advisory Committee’s (FWAC) motion, which was unanimously agreed to, and incumbent upon his position as Council representative on that committee. He felt he was duty-bound to support that committee’s position and resolution. His interest as an owner in the Whistler Alpine Guide’s Bureau was very well known in the public and has been known for 20 years, and is also known by the rest of Council. His share in the business is 12.5 per cent. On the contrary, he felt that voting for the FWAC position would or could possibly damage the interests of that business, by potentially creating a serious loss of good will with Whistler Blackcomb, whose cooperation is very important for the Whistler Alpine Guides Bureau to function. That includes a website listing, lift tickets, and other considerations. In addition, there are other competitive guiding operations and Whistler Blackcomb itself has a competitive guiding operation. He commented that his vote had the potential to have exacerbated the damage to good will with Whistler Blackcomb, therefore showing that any conflict of interest would have been inadvertent.

ADMINISTRATIVE REPORTS 2013 Fee for Service Moved by Councillor R. McCarthy Agreements Seconded by Councillor A. Janyk Report No. 13-009 File No. 3004.3 That Council authorizes the Mayor and Corporate Officer to execute Fee For Service Agreements with Whistler Animals Galore in the amount of $60,000.00, Whistler Arts Council in the amount of $536,800.00, Whistler Museum and Archives Society in the amount of $150,000 and, Whistler Chamber of Commerce for $110,000.00, for the 2013 calendar year and 2014 calendar year subject to approval of the annual Municipal budget.
