Conflict in South Sudan and the Challenges Ahead Lauren Ploch Blanchard Specialist in African Affairs September 22, 2016 Congressional Research Service 7-5700 www.crs.gov R43344 Conflict in South Sudan and the Challenges Ahead Summary South Sudan, which separated from Sudan in 2011 after almost 40 years of civil war, was drawn into a devastating new conflict in late 2013, when a political dispute that overlapped with preexisting ethnic and political fault lines turned violent. Civilians have been routinely targeted in the conflict, often along ethnic lines, and the warring parties have been accused of war crimes and crimes against humanity. The war and resulting humanitarian crisis have displaced more than 2.7 million people, including roughly 200,000 who are sheltering at U.N. peacekeeping bases in the country. Over 1 million South Sudanese have fled as refugees to neighboring countries. No reliable death count exists. U.N. agencies report that the humanitarian situation, already dire with over 40% of the population facing life-threatening hunger, is worsening, as continued conflict spurs a sharp increase in food prices. Famine may be on the horizon. Aid workers, among them hundreds of U.S. citizens, are increasingly under threat—South Sudan overtook Afghanistan as the country with the highest reported number of major attacks on humanitarians in 2015. At least 62 aid workers have been killed during the conflict, and U.N. experts warn that threats are increasing in scope and brutality. In August 2015, the international community welcomed a peace agreement signed by the warring parties, but it did not end the conflict. -

Shariff Situation analysis The area that is today’s South Sudan was once a marginalized region in the EDITING, DESIGN & LAYOUT Republic of Sudan administered by tribal chiefs during the British colonial Ms. Michelle Mendi Muita period (1899-1955). In the 1950s, marginalization gave rise to the Anyanya Mr. Mikias Yitbarek I rebellion, spearheaded by southern Sudanese separatists and resulting in Ms. Siphokazi Mnguni the First Sudanese Civil War (1955-1972). The war ended after the 1972 Addis Ababa Agreement, only for another civil war to break out in 1983 instigated by the Sudan People Liberation Movement/Army (SPLM/A). United Nations S/2020/890 Security Council Distr.: General 8 September 2020 Original: English Situation in South Sudan Report of the Secretary-General I. Introduction 1. The present report is submitted pursuant to Security Council resolution 2514 (2020), by which the Council extended the mandate of the United Nations Mission in South Sudan (UNMISS) until 15 March 2021 and requested me to report to the Council on the implementation of the Mission’s mandate every 90 days. It covers political and security developments between 1 June and 31 August 2020, the humanitarian and human rights situation and progress made in the implementation of the Mission’s mandate. II. Political and economic developments 2. On 17 June, the President of South Sudan, Salva Kiir, and the First Vice- President, Riek Machar, reached a decision on responsibility-sharing ratios for gubernatorial and State positions, ending a three-month impasse on the allocations of States. Central Equatoria, Eastern Equatoria, Lakes, Northern Bahr el-Ghazal, Warrap and Unity were allocated to the incumbent Transitional Government of National Unity; Upper Nile, Western Bahr el-Ghazal and Western Equatoria were allocated to the Sudan People’s Liberation Movement/Army in Opposition (SPLM/A-IO); and Jonglei was allocated to the South Sudan Opposition Alliance. The Other Political Parties coalition was not allocated a State, as envisioned in the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan, in which the coalition had been guaranteed 8 per cent of the positions. 3. On 29 June, the President appointed governors of 8 of the 10 States and chief administrators of the administrative areas of Abyei, Ruweng and Pibor. -

UNTAPPED AND UNPREPARED: DIRTY DEALS THREATEN SOUTH SUDAN’S MINING SECTOR TheSentry.org Executive Summary South Sudan’s mining sector has seen rapid development in recent years, and preliminary reports suggest that the industry could become an engine for major economic growth. However, ineffective accountability mechanisms, an opaque corporate landscape, and inadequate due diligence have exposed the sector to abuse by bad actors within South Sudan’s ruling clique. The Sentry has found that existing laws have proven insufficient bulwarks against abuse, raising concerns that the country’s mineral wealth could do little more than spur the kind of violent competition that has ravaged the oil sector. Although South Sudan took welcome steps to reform the mining sector in 2012, some government officials, their relatives, and their close associates have fostered a weak regulatory environment susceptible to exploitation. In one example of how the privileged few have apparently exploited kleptocratic arrangements, President Salva Kiir’s daughter partly owns a company with three active licenses, while another company with three licenses lists former Vice President James Wani Igga’s son as a shareholder. Ashraf Seed Ahmed Hussein Ali, a businessman commonly known as Al-Cardinal who was placed under Global Magnitsky sanctions in October 2019, reportedly owns the company currently holding the greatest number of licenses.1 In the gold-rich region of Kapoeta, state government officials have begun issuing licenses independently of the central government. -

International Research and Review: Journal of Phi Beta Volume 3, Number 1, Fall 2013 Delta Honor Society for International Scholars South Sudan: Solutions for Moving Beyond an "Ethnic Conflict" Christa Charbonneau Kuntzelman, M.A. Candidate DePaul University Abstract Although ethnicity is a contributing factor to the ongoing crisis in South Sudan, particularly after the re-escalation of violence in December of 2013, the characterization of the conflict as an ethnic crisis is insufficient. This analysis will reframe the violence in terms of both its proximate and root causes, including a comprehensive examination of systemic problems of underdevelopment. The reframing of root causes is necessary to appropriately create the local, regional, national, and international responses that will dually address the immediate sources of violence and contribute towards the social, legal, and institutional infrastructure required to transition the new nation from conflict to durable peace and stability. This argument will be substantiated by a historic analysis of South Sudan done in three distinct segments: Sudan’s 1956 independence until the signing of the 2005 Comprehensive Peace Agreement (CPA), including an analysis of the two civil wars between the North and South; the interim period, between the 2005 CPA and South Sudan’s independence in 2011; and the post-independence period. The final sections offer pragmatic, cross-sectoral recommendations for peacebuilding and capacity building in order to ameliorate the current humanitarian crisis and to establish the human and national security that will guard against conflict recurrence. The recommendations will both consider current cross-sector approaches which privilege traditional actors, such as nongovernmental organizations (NGOs) and governments and present new recommendations that include nontraditional actors, such as Internally-displaced persons (IDPs), refugees, and diasporic communities. -

From the time when nations gathered in well- defined or near defined geographical locations, there has always been internal wrangling between the citizens and the state for reasons that might not be very different from place to place. However, the tensions have always mounted up such that people took to the streets first to protest and sometimes, the immaturity of the government to listen to the demands of the people radicalized them for bloodshed. This paper shall empirically examine the cause of civil wars in Sub-Saharan Africa having at the back of its thoughts that civil wars are most times associated to political, economic and ethnic incentives. This paper shall try in empirical terms using data from already established research to prove these points. Firstly, it shall explain its independent variables which apparently are some underlying causes of civil wars. Secondly, it shall consider the dense literature review of civil wars and shall look at some definitions, theories of civil wars and data presented on a series of countries in Sub-Saharan Africa. Lastly, it shall isolate two countries that will make up its comparative analysis and the explanations of its dependent variable by which it shall seek to understand what caused the outbreaks of civil wars in those two countries. -

Violent Kleptocracy Series: East and Central Africa Sudan’s Deep State How Insiders Violently Privatized Sudan’s Wealth, and How to Respond By The Enough Project April 2017 REUTERS / Alamy Stock Photo Sudan’s Deep State Violent Kleptocracy Series: East & Central Africa Executive Summary Sudan’s government is a violent kleptocracy, a system of misrule characterized by state capture and co-opted institutions, where a small ruling group maintains power indefinitely through various forms of corruption and violence. Throughout his reign, President Omar al-Bashir has overseen the entrenchment of systemic looting, widespread impunity, political repression, and state violence so that he and his inner circle can maintain absolute authority and continue looting the state. The result of this process, on the one hand, has been the amassment of fortunes for the president and a number of elites, enablers, and facilitators, and on the other hand crushing poverty and underdevelopment for most Sudanese people.* A Failed State? For nearly three decades, President al-Bashir has maintained his position at the pinnacle of Sudan’s political order after seizing power through a military coup in 1989. During his rule, the government of Sudan has perhaps been best known for providing safe haven to Osama bin Laden and other Islamic militants in the 1990s, for committing genocide1 and mass atrocities against its citizens in Darfur, for the secession of South Sudan in 2011, and for ongoing armed conflict—marked by the regime’s aerial bombardment of civilian targets and humanitarian aid blockade—in South Kordofan and Blue Nile. Often portrayed as a country wracked by intractable violence and hampered by racial, religious, ethnic and social cleavages, Sudan ranks consistently among the most fragile or failed states.2 At the same time, Sudan has considerable natural resource wealth and significant economic potential.
