Safer Cornwall focus on Newquay The Newquay and St Columb Community Network Area (CNA) is made up of five parishes; Colan, Mawgan-in-Pydar, Newquay, St Columb and St Wenn. It covers an area extending from west coast to St Wenn on the border with the Bodmin CNA. There is a large influx of tourists and seasonal workers throughout the year. This profile provides a picture of crime and community safety issues for this area. It incorporates information from other sources including Cornwall Council’s Residents’ Survey1 and the wider socio- economic, health2 and community safety profiles that are available for this area. The all crime and anti-social behaviour rates are above average, however, compared with other urban areas; The volume of crime is increasing at a similar rate to other large towns in Cornwall and this is mainly being driven by increases in offences such as violence without injury and shoplifting; The volume of anti-social behaviour is reducing whereas the trend is fairly static across Cornwall’s town centres overall. Reports of Street Drinking incidents, however, are increasing in the area. The area has a rate of recorded domestic abuse that is just below the average when compared with other large towns in Cornwall; Using prevalence estimates from the Crime Survey for England and Wales, we can estimate that 710 people in Newquay were victims of domestic abuse in the last 12 months, of which two thirds were female and a third male; Newquay has a significantly higher rate of reported rape offences when compared with other urban areas. The number of rapes reported saw only a small rise in Newquay (5 crimes, equating to 20%) whereas Cornwall and other urban areas saw increases of 50% (100 offences) and 58% (154 offences) respectively. The trend in these crimes is however consistent with the previous year and in line with other towns; A rate of Street Drinking incidents reported is high in the area, and the number has increased when compared with last year. Street Drinking makes up 9% of all reported anti-social behaviour incidents, which is a slightly bigger proportion than that seen in other urban areas (8%); Based on national estimates, we would expect there to be around 250 dependent drinkers resident in the Newquay town area, making up 1.5% of 4 the population. There are 97 people in alcohol treatment in the town, which equates to around 2 in 5 of the dependent drinkers estimate, much higher than the average for other large towns (27%); The clustering of alcohol-related crime is illustrated in the hotspot map (page 6) and shows that there are concentrations in the Central Square and Beach Road areas, which are busy areas for the evening and night time economy; There is a secondary hotspot situated around the police station in the town. This is mainly due to alcohol-related assaults on police officers, most likely to be linked to the custody suite. What residents say In 2017, Cornwall Council commissioned a large scale residents’ survey which is now planned to take place every 4 years. With 11,247 responses, this was the largest survey conducted by the Council since the 2008 Place Survey. 464 residents responded to a range of questions about their satisfaction with Council services and the way things are run, alongside detailed questions about their community, perceptions of crime and safety and their own health and wellbeing. There have been increases in most types of crime across Devon and Cornwall and other police forces nationally. Although improvements in crime recording are a key factor, largely driven by recommendations from the national 2016 crime data integrity inspection,4 there are indications of adverse trends emerging, particularly in thefts.
