Rate per 1000 pop. SEASONALITY 0 3 Crime trends Newquay town is a hotspot for crime and anti-social behaviour, along with other large towns in Cornwall. The all crime and anti-social behaviour rates are above average, however, compared with other urban areas; The volume of crime is increasing at a similar rate to other large towns in Cornwall and this is mainly being driven by increases in offences such as violence without injury and shoplifting; The volume of anti-social behaviour is reducing whereas the trend is fairly static across Cornwall’s town centres overall. Reports of Street Drinking incidents, however, are increasing in the area. Domestic Abuse and Sexual Violence Year ending Rate per Annual All Towns All Towns Crime / Incident type Trend August 1000 Change Comparison Trend 2017 Domestic Abuse (total incidents) p 18.5 383 5% • u Domestic Abuse Crimes p 8.4 173 21% • p Rape p 1.4 29 21% • p Other Sexual Offences q 1.2 25 -19% • p Note that increases in sexual offences and violent crime, including domestic abuse offences, should be seen in the context of the police focus on improving the quality of crime recording, combined with a universal drive to improve victim confidence and improve reporting rates. The area has a rate of recorded domestic abuse that is just below the average when compared with other large towns in Cornwall; Using prevalence estimates from the Crime Survey for England and Wales, we can estimate that 710 people in Newquay were victims of domestic abuse in the last 12 months, of which two thirds were female and a third male; Newquay has a significantly higher rate of reported rape offences when compared with other urban areas. The number of rapes reported saw only a small rise in Newquay (5 crimes, equating to 20%) whereas Cornwall and other urban areas saw increases of 50% (100 offences) and 58% (154 offences) respectively. Alcohol-related harm Year ending Rate per Annual All Towns All Towns Crime / Incident type Trend August 1000 Change Comparison Trend 2017 Alcohol related Crime u 14.0 290 -2% • u ASB street drinking p 3.6 75 42% • p The rate of alcohol-related crime in Newquay is 60% above the urban area average (8.7). The trend in these crimes is however consistent with the previous year and in line with other towns; A rate of Street Drinking incidents reported is high in the area, and the number has increased when compared with last year. Street Drinking makes up 9% of all reported anti-social behaviour incidents, which is a slightly bigger proportion than that seen in other urban areas (8%); Based on national estimates, we would expect there to be around 250 dependent drinkers resident in the Newquay town area, making up 1.5% of 4 the population. There are 97 people in alcohol treatment in the town, which equates to around 2 in 5 of the dependent drinkers estimate, much higher than the average for other large towns (27%); The clustering of alcohol-related crime is illustrated in the hotspot map (page 6) and shows that there are concentrations in the Central Square and Beach Road areas, which are busy areas for the evening and night time economy; There is a secondary hotspot situated around the police station in the town. This is mainly due to alcohol-related assaults on police officers, most likely to be linked to the custody suite. What residents say In 2017, Cornwall Council commissioned a large scale residents’ survey which is now planned to take place every 4 years. With 11,247 responses, this was the largest survey conducted by the Council since the 2008 Place Survey. 464 residents responded to a range of questions about their satisfaction with Council services and the way things are run, alongside detailed questions about their community, perceptions of crime and safety and their own health and wellbeing. Results are presented at network area level, and provide a good indicator for the major urban area within this boundary. 38% said that the level of crime is 14% said that the level of crime most important in making needs improving somewhere a good place to live 34% in Cornwall 13% in Cornwall Crime: Crime: needs important improving 49% agree that the council and the 35% agree that public services seek police are dealing with ASB and people’s views about Crime issues that matter ASB and Crime 43% in Cornwall 27% in Cornwall Getting it right Seek local views 90% of residents feel safe out in 58% of residents feel safe out in their their local area during the day local area during the night 86% in Cornwall 64% in Cornwall Feel safe: Day Feel safe: Night 46% are worried about becoming a Top 5 problems picked by residents: victim of on-line crime Environmental nuisance 70% Street drinking 62% Using or dealing drugs 61% Local On-line crime 46% in Cornwall Begging/homelessness 58% problems Vandalism / Graffiti 45% 5 Alcohol-related crime hotspot map Crime Table The table below provides a quick glance at all crime and disorder types in the Newquay town area, describing whether the trend is increasing (), decreasing () or stable () and how this area compares with the urban area average for Cornwall (high , above average , average or lower ). There have been increases in most types of crime across Devon and Cornwall and other police forces nationally. Although improvements in crime recording are a key factor, largely driven by recommendations from the national 2016 crime data integrity inspection,4 there are indications of adverse trends emerging, particularly in thefts.
