3 Club Information Be Proud of Your Club We have a splendid range of ties, badges, polo shirts and other items, which can be purchased by members. There is an order form at the back of this yearbook, or you can download an order form from the web site. The club blazer badge with rose and crown logo is available to all members. The rose and crown logo appears also on the navy blue polo shirt and sweatshirt. Both garments are cotton; they are available in sizes M, L, XL and XXL. The team blazer badge may be worn by Captains, adjutants, shooters and coaches of past and present England teams for the National, Mackinnon, Commonwealth Games and the Millennium Match. Touring team full members and officers may wear the three lions logo underpinned by an appropriate scroll showing the tour venue and date. For F Class teams, the date will be followed by F Class. Those Team members may also wear England shoulder flashes. The three lions logo appears also on the navy blue V neck pullover (50% lambs wool, 50% acrylic); this is available in sizes S, M, L, XL and XXL. The club tie has a rose logo and silver XX symbol. The team tie has a rose logo and gold XX symbol. The cravats for club and team have the same logos as the tie. We also sell blazer buttons, brooches, lapel buttons and club spoons. Please order all items from the Honorary Treasurer using the form from the web site or this yearbook. For garments, please state the size you require. Postcards and greetings cards of the clubhouse are available from the bar. The design is from a drawing by Margaret Thomson. 4 Club Information English Twenty Club Rules 1. The Club shall be called the English Twenty Club. 2. The objects of the Club are to foster rifle shooting in the interests of National Defence, and in particular to organise the English team in any International match shot with the Target and Service Rifles or with rifles suitable for 300 metre and F Class shooting. 3. Membership (a) Membership is open only to those who are subjects of Her Majesty The Queen and are eligible to shoot for England under the rules for the time being in force for the National Challenge Trophy Match. (b) A candidate for membership must be proposed and seconded by members of the Club and approved by the Superintendent of the District and/or the Membership Sub-Committee. (c) Members shall be Life Members or Junior Life Members or Annual Members. (d) New Members or Associates (as defined in Rule 6) shall not be admitted to membership or be entitled to any of the privileges of membership specified in Rule 5 unless not less than three days have elapsed from the date of their being proposed and seconded for membership under paragraph (b) of this Rule or elected under Rule 6(a). (e) Members, who subsequently become ineligible for membership under Rule 3(a) by virtue of moving abroad, may continue in membership and have the privileges given in Rule 5 except (f) and (h). 4. Subscriptions (a) Life Members - a single payment of £200 reduced to £100 for those over 65 to be made direct to the Honorary Secretary. (b) Annual Members - £10 a year, due on 1 January, and normally to be paid to the District Superintendent. Members shall pay their subscriptions to the 300 metre or F Class Divisional Superintendents only if they are not members of any District. (c) For a single subscription of three times the current annual subscription, a person under the age of 25 is eligible to become a Junior Life Member until the end of the season in which the 25th birthday occurs, subject to compliance with the provisions for admission set out in Rule 3. (d) Annual Members wishing to resign should inform their District or Divisional Superintendent by 31 March. (e) Annual Members who have not paid their subscriptions for the current year by the Sunday of the Spring Meeting, whether they shall have received any application for it or not, shall cease to be members of the Club and shall be liable for one year's back subscription should they wish subsequently to rejoin. This liability shall not apply to members ordinarily resident or stationed abroad.

5 Club Information 5. Privileges of Membership The privileges of membership are: (a) to use the clubhouse at Bisley (b) to receive a copy of the yearbook (c) to wear the Club blazer badge and tie (d) to compete for the Jewels in the District or Division in which registered (e) to shoot in the English Twenty Club's Open Prize Meeting (f) to compete for the Club Championship and the Varley Trophy (g) to receive the support of the Club in any efforts that may be made to encourage rifle shooting in England (h) to be considered for selection for the National, Mackinnon and Lawrence matches and for other England and English Twenty Club teams. Annual Members shall not be entitled to any of the above privileges until they have paid their subscriptions for the current year. 6. Associates (a) The Council shall have the power to elect as an Associate any person whose services to the Club or to rifle shooting in England have been of exceptional value. (b) Associates shall pay no subscription and shall have no vote at the Annual General Meeting. They shall have the privileges given in Rule 5 except (f) and (h). 7. Council (a) The affairs of the Club shall be managed by and its property vested in a Council consisting of a President, Past Presidents and Executive Vice- Presidents subject to (f) below, twenty one members as provided for in (b), (c) and (d) below, an Honorary Secretary and an Honorary Treasurer, who may be the same person. (b) Nine members shall be elected as provided for in (e) and (g) below. (c) Seven members shall be nominated, one by each of the following Rifle Associations: Royal Navy, Royal Marines, Army, Royal Air Force, Royal Naval Reserve, Territorial Army and one by the Council for Cadet Rifle Shooting. The Honorary Secretary shall receive such nominations by the end of September each year. (d) The Captains of the England National and Mackinnon teams shall be ex- officio members of the Council. The Superintendents of the 300 metre and F Class Divisions together with the Chairman of the District Superintendents Group (or deputy where the chairman is already a member of the Council) shall be ex-officio voting members of the Council. (e) The President, Honorary Secretary, Honorary Treasurer and the nine members in (b) shall be elected for a period of three years. One third of the members in (b) above shall retire in rotation in each year, those willing

6 Club Information being eligible for re-election at the AGM in accordance with (g) below. All persons covered by this rule must be paid up members of the Club. (f) The Past Presidents and Executive Vice-Presidents shall declare annually in writing to the Honorary Secretary within a period of 28 days of the Annual General Meeting whether or not they intend to act in an executive capacity. (g) Any new candidate for election as President, Honorary Secretary or Honorary Treasurer, or for election to the Council may be proposed by the Council or must be nominated in writing by two members of the Club. Where there are two or more nominations for any of the positions of President, Honorary Secretary or Honorary Treasurer, or where in the case of the nine elected members in Rule 7(b) above there are more nominations than elected places to be filled on the Council, there shall be a postal ballot of all members in accordance with a time scale to be determined by Council to cover nominations, despatch of ballot papers, voting and the counting of votes. (h) In the case of the President, Honorary Secretary and Honorary Treasurer, members of the Club shall be accorded one vote for each contested position, and the person polling the highest number of votes for each of the contested positions shall be elected. In the case of the ordinary members of Council, members of the Club shall be accorded three votes, not more than one of which may be given to any one individual candidate. A member may use none, one, two or all three of their votes as they consider appropriate. The three candidates polling the highest number of votes shall be elected. Only paid up members of the Club voting in accordance with Rule 7(g) shall be entitled to vote. 8. Council Powers and Trustees (a) The Council shall have power to: (i) Make, amend or cancel such Bye-Laws and Regulations (subject to the Rules of the Club) as they may consider expedient for the proper working of the Club. Such Bye-Laws, and Regulations shall be binding on all members until set aside by the votes of two-thirds of the members present at the Annual General Meeting. (ii) Appoint sub-committees for such purposes as they may consider desirable. (iii) Fill any vacancy occurring by death, resignation or otherwise between the Annual General Meetings. (iv) Deal with any point not provided for in the Rules of the Club. (v) Appoint the Captains of the England National, Mackinnon and other teams. (vi) Remove the name of any member from the list of members for any reason that they may consider sufficient. No member who shall be struck off under this Rule shall have any claim on the Club for any subscription or entrance fees paid.

7 Club Information (vii) Appoint not less than two or more than four trustees of the Club, (and remove them as appropriate), and to grant an indemnity against liabilities incurred by such trustees on behalf of the Club. (b) Eight members of the Council shall constitute a Quorum. Such property of the Club not vested in the Council must be vested in the Trustees, to be dealt with by them as the Council from time to time directs by resolution; an entry in the minute book is conclusive evidence of a resolution. The Trustees shall be indemnified against risk and expense out of the property of the Club. (c) The day to day management of the Club shall be delegated to an Executive Committee consisting of the President, the Chairman of Council, the Honorary Secretary and the Honorary Treasurer. They shall have the power to deal with such administrative matters as may be necessary for the smooth running of the Club within parameters set from time to time by Council, such as the authorisation of expenditure on clubhouse maintenance, licensing issues, Police and Home Office matters, executing decisions taken by Council, maintaining relationships with other organisations, management reporting systems and so on (but this is not an exhaustive or exclusive list). The Executive Committee may co-opt other members of the Club as necessary to assist in fulfilling these tasks. The Executive Committee shall not have power to dispose of any assets of the Club or change the Rules of the Club. 9. Vice-Presidents The Club shall be entitled to elect at each Annual General Meeting Vice- Presidents from amongst its members in accordance with the provisions of Rule 7(g) who shall retire annually but be eligible for re-election. Vice- Presidents shall not be members of the Council unless they make the declaration specified in Rule 7(f) in which case they will be Executive Vice- Presidents. 10. Intoxicating Liquor (a) A Bar Committee of not more than 5 members of the Club of not less than 2 years standing elected at each Annual General Meeting shall be responsible for obtaining a club premises certificate from the local Borough Council for the supply and sale of intoxicating liquor on the Club premises and for compliance with any provisions relating to the said certificate and with any other relevant provisions of the Licensing Act 2003 in so far as they may relate to the Club. (b) Subject to any general or temporary extension that may from time to time be granted by the local Borough Council the supply of intoxicating liquor in the Club premises shall be permitted during the following hours: Weekdays: 11 a.m. to 11 p.m. Sundays: 12 noon to 10.30 p.m. Christmas Day and Good 12 noon to 3 p.m. 7 p.m. to 10.30 p.m. Friday: (c) No intoxicating liquor shall be supplied to members or to any other persons on the Club premises otherwise than by or on behalf of the Club. No

8 Club Information intoxicating liquor shall be supplied for payment to any person on the Club premises other than a member. (d) No person shall be paid at the expense of the Club any commission, percentage or similar payment on or with reference to purchases of intoxicating liquor by the Club; nor shall any person directly or indirectly derive any pecuniary benefit from the supply of intoxicating liquor by or on behalf of the Club to members or guests, apart from any benefit accruing to the Club as a whole. 11. Districts and Divisions (a) In order to facilitate the organisation of the Club, the Country shall be divided into Districts, each District being placed under the supervision of a District Superintendent. In addition there shall be separate Divisions covering the whole Country and devoted entirely to the encouragement of 300 metre and F Class shooting. (b) Each District and Divisional Superintendent shall be elected for a period of three years. A nomination may be made by any two members of the District or Division. Such nomination, duly signed, must be sent to the Honorary Secretary not later than 30 September. The name of the Superintendent for the current year (if still willing to act) and of any other person or persons nominated shall be sent to all members of the District or Division, who shall be invited to place a cross opposite the name of the one for whom they vote. The voting papers shall be returned to the Honorary Secretary by post by a date to be indicated on the voting paper. The one for whom the greatest number of votes has been received by that date shall be the District or Divisional Superintendent for the next year. If no new nomination is received before 30 September, the Council shall have power to reappoint the Superintendent, or to appoint any other member to the office. If a Superintendent retires, and the members of the District or Division do not themselves nominate a successor, the Council shall fill the vacancy. (c) A meeting of the District and Divisional Superintendents shall be held during the NRA Imperial Meeting. Any District and Divisional Superintendent unable to attend may nominate a deputy. (d) In the case of a member desiring to be transferred from one District to another, such transfer may be accepted by a District Superintendent in any year before 1 May, provided that notice has been given both to him and to the Superintendent of the District from which the member desires to be transferred. In case of an objection on the part of either Superintendent the case shall be referred to the Council. 12. Accounts (a) The Accounts of the Club shall be made up to 31 August in each year and shall be examined by an Independent Examiner elected at the previous Annual General Meeting. (b) The accounts shall be included in the yearbook and laid before the next Annual General Meeting

9 Club Information 13. Annual General Meeting There shall be an Annual General Meeting of members on the evening of Friday of the second week of the NRA Imperial Meeting. 14. Prize Winners (a) Members winning Club prizes in kind are expected to receive them at the Annual General Meeting. (b) Any prize not applied for before 31 July shall be forfeited to the Club. 15. In the event of the English Twenty Club for any reason ceasing to exist, the balance of its assets, after meeting all liabilities, shall be transferred to the National Rifle Association or any such other charitable body as shall be decided by the then existing members of the Club. 16. Alteration of Rules (a) These Rules shall not be altered or added to except at the Annual General Meeting, and then only by the votes of not less than two-thirds of the members present. (b) Notice of a motion for an amendment of these Rules must be given to the Honorary Secretary in writing not less than seven days prior to the Annual General Meeting. Other Information All Club trophies must be returned to the Honorary Secretary at the English Twenty Club Spring Prize Meeting for engraving, and at the latest by the NRA Intercounties weekend (mid-June) if already engraved. If a trophy which has been accepted and signed for is not returned in the same condition as it was received the holder will be liable for the cost of any repair or cleaning required and will not be eligible to take away any trophies in the future. The Varley Trophy must not be polished. The English Twenty Club is registered with the Charity Commission as a charity under the Charities Act 1960 with reference number 233231. The English Twenty Club is affiliated to the National Rifle Association with reference number 307. The English Twenty Club has Home Office approval with reference FRM 92/35/6/44/18 dated 10 August 1998. Child Protection in Shooting, Sexual Harassment and Equal Opportunity The English Twenty Club statement in support of the aims of Sport England and UK Sport is posted on the Club notice board. All members are expected to be alert to these issues and supportive of the aims, and aware of the method of reporting potential difficulties or concerns for investigation. A copy of the statement and the full supporting Great Britain Target Shooting Federation guidance notes are available from the Hon. Secretary by electronic mail.

10 Club Information Bisley Clubhouse No article belonging to the Club is to be removed from the premises. No responsibility will attach to the Club for any articles left by members in the clubhouse. The clubhouse is usually open during the spring meeting and the July meeting and at other times by arrangement. Clubhouse Armoury The use of lockers in the armoury for the storage of firearms or ammunition is strictly limited to the periods that the Clubhouse is in use during the shooting season, namely during the Club’s spring meeting and then the NRA Imperial Meeting. The cost of hiring lockers is £15 for this period. At other times, including periods between these meetings, firearms and ammunition must be removed from the lockers. If members wish to have access to their lockers outside of these meeting times, then this must be arranged with the Honorary Secretary beforehand. All members wishing to hire lockers must apply to the Honorary Treasurer. Please remove all waste rags and other rubbish after cleaning rifles.

The charity's trustees consider that an audit is not required for this year (under section 43(2) of the Charities Act 1993 (the 1993 Act)) and that an independent examination is needed.

Basis of independent examiner's report: My examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts. Independent examiner's statement In connection with my examination, no matter has come to my attention: (1) which gives me reasonable cause to believe that in any material respect the requirements: • to keep accounting records in accordance with section 41 of the 1993 Act; and • to prepare accounts which accord with the accounting records and to comply with the accounting requirements of the 1993 Act have not been met or; (2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached. 16 Club Information Treasurer’s Report The year ended 31 August 2005 was largely uneventful in financial terms. Expenditure in total (excluding transfers to earmarked funds) was £13,970, an increase of £1,133 on the previous year. Income (excluding donations and bequests) increased by £1,584 to a total of £14,904. The small residual surplus has been allocated to the Commonwealth and Overseas Teams Fund. The improvement in income is mainly due to a well-attended Spring Meeting and higher rates of interest on invested funds. On the expenditure side, the long-standing lease and rent review question still remains undecided but full provision has been made in these accounts for the anticipated arrears the Club will in due course have to pay. From the earmarked funds, a contribution of £3,766 was made towards support of the team for the forthcoming Commonwealth Games. Pressure on resources is more likely to increase than diminish in the coming years. I should therefore like to take this opportunity again to encourage more members to enter Club competitions, to make use of the clubhouse and its facilities during the Spring and NRA meetings, and to purchase Club memorabilia and clothing at the reduced prices detailed in the order form at the back of this book.

17 Club Information Secretary’s Report for the Year 2005 This year saw the completion of Julie Cane’s three-year period as Honorary Secretary during which time she has served the Club both with diligence and enthusiasm. Towards the end of 2005, she gave birth to James. I take this opportunity of thanking her for her valuable contribution to the Club. I should also like to wish Julie and her husband, Simon, our very best wishes for their growing family and I look forward to the next generation of Canes on the firing point in years to come. At the time of writing, we have been unsuccessful in filling the vacancy that she has left. I have written this report in my capacity as President and Acting Honorary Secretary. While attempting to find a successor, Council has agreed to reduce the present secretarial workload by appointing a separate Competitions Secretary to organise the King George V and Open Championships. The District Superintendents have been circularised with the two new job descriptions for both Honorary and Competitions secretarial positions with invitations to propose nominations. Following the AGM in July, Peter Jordan, a former Honorary Secretary of the Club, agreed to become Yearbook Editor and has produced this edition. This year is also the first that Tom Rylands has acted as the Chairman of Council. I should like to welcome him to this position and look forward to working with him. National and Mackinnon Matches I congratulate both Carol Painting and John Saunders for their respective victories in the National and Mackinnon matches, the latter being a close run thing with only a 5 point lead over Wales who took second place. Spring Newsletter In order to move firmly into the 21st Century and also to reduce administration costs, it was agreed by Council that the Spring Newsletter 2006 should be circularised by email and placed on the website. Members without email access are invited to let me know if they would like future editions posted. However, I hope that such people would be able to find perhaps a member of their family to act as email “post-box” on their behalf. The need to post nearly 1000 newsletters is tedious, expensive and needs much man-power. By removing this duty from the Secretariat, we hope that it will be a little easier to find people willing to work for the Club. Website May I remind you that the website www.englishtwenty.org.uk is now our prime means of communicating with the outside world and our members. Most of the important and relevant documents including match results,

Please visit the site regularly to remain up to date with Club news and events. F Class Division At the 2005 AGM we agreed to create an F Class Division. This represents our members’ changing interests, should attract English F Class shooters who are not members and provides a means of formalising the status of F Class teams wishing to represent England. Peter Medhurst, already a Council member, has agreed to assume the position of District Superintendent to the F Class Division until such time as one is formally elected by the developing division. We expect that F Class will form a significant part of the Spring Meeting in 2006: already Peter Hobson has been appointed captain of the F Class Lawrence team in 2006. The Club rules have been amended to cover F Class shooting. Club Rules Various modifications to the Club rules were agreed at the last AGM and have been incorporated into this yearbook. I would like to thank Robin Pizer and Carol Painting for their work in revising the rules. England Touring Teams Peter Medhurst is captain of the F Class team visiting Canada in August 2006. His preparations are well underway. On behalf of the Club I should like to extend to him and his team our best wishes for a successful tour. The Club has been invited, along with the other Home Country associations, to send an England TR team to South Africa in 2009 to take part in the celebrations to mark the 90th anniversary of the South African Bisley Union. Planning for this team is still in the very early stages. Club Championship and Varley The Club Championship and Varley are the Club’s premier individual competitions during the annual NRA Imperial Bisley Meeting. They run concurrently with the short range and long range matches respectively in the Grand Aggregate. Entries may be made along with Spring Meeting entries, directly via the website or at the clubhouse by the first Saturday of the Imperial Meeting. These entries provide the long list from which the National team is selected. If you have not entered the Club Championship, then you will not be eligible for selection to represent England in the National Match. If you aspire to shoot for England then please enter the Championship so that your name comes to the attention of the captain.

19 Club Information CSF 2005 and Commonwealth Games 2006, In March 2005 Glyn Barnett and Parag Patel won the pairs Gold Medal, and Glyn Barnett won the individual Silver Medal. Congratulations to both our squad members on their successes. By the time of publication of the Yearbook, they should have competed at Melbourne in the Commonwealth Games during March 2006. KGV The rules for the KGV have been modified to give greater flexibility to regional team captains and these changes are listed in the yearbook. Would regional heat organisers please note that the deadlines for shooting and reporting the results of the matches must be adhered to and all team members must be Club members. Failure to abide by the rules could lead to the disqualification of a particular regional heat. Proposed Changes to Hut and Bar Committee It was proposed that the existing Hut and Bar Committees be merged into a single Membership Facilities Committee, from whom two or more of the members of that committee will form the Bar Committee as required by the current club rules. Rule Changes The President thanked R. Pizer and C.A. Painting for their help with amending the Rules. The President explained that provisional agreement of the proposed rule changes was sought at this meeting as they are subject to acceptance by the Charities Commission. The Hon. Secretary received notification of a motion for an amendment of these rules more than seven days prior to this meeting. The proposed provisional rule changes have been posted on the club notice board for the past 7 days, and were amended after the Council meeting held on 18 July 2005. The Proposal – That the new Rules as posted on the club notice board be approved and adopted in place of the existing Rules, subject to the consent of the Charities Commission to the proposed change to the clause relating to the objects of the Club. 23 Club Competitions English Twenty Club Prize Meeting Conditions and Dates for 2006 This is open to non-members who must become temporary members for the meeting. The Johnson Lion trophy is awarded to the winner. The meeting will be held at Bisley during the spring bank holiday weekend: Saturday to Monday, 27-29 May. For further information, see the programme and entry form. The 300m Championship will be shot concurrent with the British Championship at Bisley. District and Division Jewels In each district or division having 12 members a bronze jewel is awarded; for each additional 12 members, a further jewel is awarded. If a district or division qualifies for more than one jewel, one is silver; if more than five, two are silver. For example, a District with a membership of 72 is entitled to two silver and four bronze jewels. In each district a further bronze jewel is awarded for young or novice shooters. The number of jewels is determined by the membership in the preceding year (by the number of life members, plus the number of annual subscriptions received from the District Superintendent by the Honorary Membership Secretary). Only life members and members who have paid their subscriptions for the current year prior to their jewel shoot are eligible to take a jewel. They

27 Club Competitions may only shoot for jewels in the district or division in which they are registered. Those registered for the 300 metre Division in addition to a district may shoot for both sets of jewels, but may only win one jewel in any year. A member who, after the first of the two jewel shoots, qualifies for a jewel must elect whether to accept that jewel before the competition for the second. Jewels should be shot for before 31 October each year, with conditions arranged locally. Wherever possible, the competition should be held on a range within the district.

English County Rifle Championship for the King George V Challenge Cup under the auspices of the English Twenty Club General Rules 1. There shall be an Annual Competition for a Rifle Championship amongst Counties of England represented by teams composed of shots who are current members of the English Twenty Club, or pupils at Schools affiliated to the Club who are eligible to shoot for England in the National Match. The particular county for which a person is qualified to shoot is to be decided by one of the following: (a) County of Birth2. (b) Residential Parliamentary Vote. Should a person have no such vote he is deemed to have one in the same place as his next of kin. (c) After holding a Residential Parliamentary Vote in the County for ten consecutive years a person may opt for that County even though he ceases to be resident in the County. (d) A peer may shoot for that County in which he resides. A person must be registered with the district he elects to shoot for. Captains, Adjutants and Coaches must be fully qualified to shoot in their Teams. Two or more counties may apply for fusion and shoot as one county in special circumstances. Applications must be made by 1 November of the preceding year. 2. The King George V Challenge Cup shall be held for the year by the Lord Lieutenant of the Champion County. The Cup is to be returned to the Honorary Secretary on or before 15 June of the year following that in which it was won.

2 Where the county in which is situate the place of birth of a member is subsequently changed, such member may elect to shoot for either the original or the new county, but having once shot for the county of his election he shall at all times hereinafter be precluded from shooting for the other county. 28 Club Competitions The Match conditions shall be: • Teams shall be a maximum of twelve a side, consisting of eight firers all to count, two coaches, one Captain and one Adjutant. • There shall be two targets per team. • Two sighting shots only per firer, per range, are allowed (convertible). Practice shots are not allowed. • The course of fire shall be ten shots to count per firer at 300, 500 and 600 yards unless dispensation is granted by the Hon. Secretary of the English Twenty Club. • The time limit in the first heat is decided by the Captains. In the final it is one hour at each range. • Team members must use 7.62mm ammunition. • Rifles: Any rifle included in the NRA Target Rifle classification for the current year may be used. • Entrance Fee: £10 per Team, to be paid before shooting to the District Superintendent organising the heat; any team failing to do this shall be disqualified. Note: In addition to the entrance fee, each team shall equally share the expenses of ammunition, targets, etc. 3. The championship shall be decided by tournament. Only the counties winning their heats shall compete in the final. The county winning the final is the Champion County for the year. 4. The matches in the first heat shall be as follows. They must take place by the end of June in each year. Each group shall be organised by one of the District Superintendents in the group, following in alphabetical order of District name. Details shall be agreed with the other District Superintendents concerned, and failing agreement as determined by the Club Council. The organising District Superintendent shall provide targets and ammunition of the same lot number and good quality, and competent butt and range officers. Groups shall be as follows: North: Cheshire (2006), Lancashire, Northumberland and Durham, Yorkshire Midlands: Derbyshire, Lincolnshire, Northamptonshire, Leicestershire and Rutland, Nottinghamshire, Warwickshire, Staffordshire and Shropshire, Worcestershire and Herefordshire (2006) West: Cornwall, Devon, Dorset (2006), Gloucestershire, Somerset East: Bedfordshire (2006), Cambridgeshire, Essex, Hertfordshire, Norfolk, Suffolk South: Berkshire, Buckinghamshire, Hampshire, London, Oxfordshire (2006), Wiltshire Home Counties: Kent (2006), Middlesex, Surrey, Sussex Immediately after the conclusion of the first heat the District Superintendents shall decide the venue for the first heat in the following year. 5. The completed scores shall be certified by the Captains and sent the day after the match to the Honorary Secretary of the English Twenty Club on team registers supplied by the Honorary Secretary. 29 Club Competitions 6. Any County that has been provided with a range and an agreed date but fails to compete shall be held to be beaten. 7. The Final will take place at Bisley Camp on first Thursday of the Imperial Meeting. 8. Twelve medals will be given to the winning team in each of the heats. Twelve silver jewels will be given to the winning team, twelve silver plated jewels to the second team, and twelve bronze jewels to the third team in the final. 31 Club Competitions The Club Championship Rules Gold, silver and bronze crosses, and cash prizes are given for the highest scores in the short range shoots of the NRA Grand Aggregate. Members are divided into three Classes, X, O and T. Class X are those who are Class X or A by current NRA rules; Class T are those who are Class T by current NRA rules; Class O are those who are not Class X or T. Entrance fee: £5 till 12 noon on Middle Saturday of the NRA Meeting. This includes the entry fee for the Varley. Entries must be made to the Honorary Secretary or at the clubhouse. Members must state their class on their score cards. Prizes – Open to Class X, O or T 1. T. Sutton Challenge Cup and gold cross 2. Club Championship silver cross 3. Club Championship bronze cross 4-10. Club Championship small bronze cross Hodgson Challenge Cup to the highest score in Class O or T (other than the winner of the T. Sutton Challenge Cup). 34 The National Match Rules Rules of the “National Challenge Trophy” Ordered by the Council of the National Match (Revised in 1997 and 2004) 1. There shall be an Annual Match known as “The National Match” between English, Scottish, Irish, and Welsh Teams. 2. There shall be one team of twenty for each of the Nationalities. 3. (a) The test of nationality shall be either (1) Country of birth, or (2) Descent from parents or grandparents who were qualified by country of birth or (3) Country of residence for a continuous period of not less than five years immediately preceding the date of the Match. (b) A person who has shot for one of the Nationalities specified in Rule 1 in any match under the direction or control of the NRA shall not thereafter be eligible to shoot for another Nationality in the National match. (c) A person who has shot against any Nationality for which he is qualified to shoot under paragraph (a) of this Rule or against Great Britain, in any match under the direction or control of the NRA may not shoot in the National match during the following two-and-a-half-years. (d) A person may not shoot in the National Match in any year in which he is a member of an officially accredited Overseas Team. (e) A person who has shot for a particular country under the rules in force at that time shall remain qualified to shoot for that country in perpetuity. 4. The National Match shall normally take place at the Annual Meeting of the National Rifle Association at Bisley, but every fourth year it will be held at another venue within the United Kingdom determined by each Nationality in alphabetical order i.e. England, Ireland, Scotland, Wales starting with Scotland in 2008. The Council of the XX Club of the Nationality whose turn it is to organise the Match away from Bisley shall notify in writing the other XX Clubs and the NRA not later than 15th October following the last Match of the date and place in the United Kingdom of the Match for the ensuing year. 5. (a) All matters concerning the National Match, not by these rules placed within the province of the Team Captain shall be in the charge and control of the Council of the National Match. The Council shall consist of a President and the Captain and two other Representatives of each Nationality. The President of the Council shall be appointed for one year by each Country in turn in alphabetical order, i.e., England, Ireland, Scotland, Wales. (b) The Council shall elect an Honorary Secretary, who need not be a member of the Council, to serve for such a period as the Council shall determine. 35 The National Match (c) A Meeting of the Council may be convened at any time by the Honorary Secretary at the request of the President or of any of the Captains. Any such Meetings shall be summoned by at least 14 days’ notice in writing to every member of the Council. Such notice shall specify the place, day and hour of the Meeting and the general nature of the business to be transacted. Length of such notice may be reduced at the discretion of the President if the urgency of the business to be discussed in his opinion so requires. (d) At all Meetings of the Council every member shall be entitled to one vote upon every question raised. In the case of equality of votes the President shall have a second or casting vote. In the absence of the President the members present shall elect one of their members to act as Chairman. A Chairman so elected shall in the event of equality of votes have a second or casting vote. (e) The quorum at all meetings of the Council shall be seven. 6. The XX Club Council of each Nationality shall in such manner and for such term of office as it may think fit elect or cause to be elected the Captain of the Team of its own Nationality and its other Representatives on the Council of the National Match. 7. (a) In the event of the Match being held elsewhere than at Bisley the Captain of the team in whose Country the Match is to be held shall be responsible in consultation with the other Captains, for all arrangements in connection with the Match. (b) Each Captain shall be responsible for all the matters in connection with his team including the selection and conduct of its members and he shall have the absolute control of his team in all matters relating to the Match. (c) Each Captain shall nominate an Adjutant who shall deputise for him in the event of circumstances preventing him from fulfilling any of the duties of his office. (d) Each Captain shall appoint an Umpire unless the Captains of all competing teams agree to appoint one Umpire only. 8. The following conditions shall apply to the National Match: (a) The rules of the NRA current for the year of the Match as to ranges, targets, arms, scoring and position for the first stage of the Queen’s Prize. (b) At each range the number of shots shall be seven with one convertible sighter. (c) Unless the Captains of all competing teams otherwise agree only such ammunition as issued at the Meeting where the Match is held shall be used. (d) There may be Check-Register Keepers at each firing point. (e) In all matters not provided for by these Rules the current Rules of the NRA shall apply. 9. These Rules may be revoked, added to or altered by a majority of at least two- thirds of the members of the Council present at any Meeting of the Council 36 The National Match held at Bisley during the NRA Meeting and summoned by at least 28 days’ notice in writing to all members of the Council specifying the intention to propose the revocation, addition or alteration together with full particulars thereof. Rule 5 (e) shall apply to any such Meeting. By order of the Council of the National Match.

Pizer Honorary Secretary National Match Council Guidelines for National Team Selection The Club Council at its meetings on 1 June 1952 and 24 May 1953 resolved that the following policy should be followed when selecting the National team. (a) The team and reserves should be selected from those competing in the English Twenty Club Championship. (b) The winner of the Queen’s Prize in the preceding year, if qualified under (a), should be included in the team. (c) Half the team should consist of those who have not shot more than once before; at least five should not have shot in the National match at all before. (d) The five reserves should never before have shot or been a reserve in this match. District Superintendents are requested to notify the Captain of promising shooters in their districts. To help the Captain and Adjutant select the team, scores must be posted daily during the NRA Meeting on the sheets displayed in the clubhouse for that purpose.

For this, each school and cadet unit receives the English Twenty Club Yearbook and List of Members, and a bronze jewel. Their members of any nationality may make full use of the facilities provided in the clubhouse. Those attending Bisley Camp during the NRA meeting are urged to take the opportunity to meet club members from their home districts so that they may more easily continue shooting with local clubs when they leave their school or cadet unit. After they leave, however, only those of English nationality are eligible to become members of the English Twenty Club.

Programme for Spring Bank Holiday Meeting Members of affiliated schools and cadet units may compete in the Club’s spring prize meeting for a reduced entry fee on condition that they use ammunition as issued by the Ministry of Defence to their school or unit. Cadets must bring this ammunition with them as the Club does not have access to such ammunition. One or more prizes are reserved in each competition for those who take advantage of this option. None of this prevents a cadet from paying the full entry fee and taking his chances on equal terms with other competitors. Competition at Bisley Camp for Schools Silver Jewel An English Twenty Club Silver Jewel is awarded to the cadet whose scores in the Iveagh, Wellington and Ashburton together make the highest aggregate. Claims must be made in writing to the Hon. Secretary, English Twenty Club, Bisley, by 2000 on Ashburton day; each claim must be certified by the master in charge of the school team. 2005 winner: no claims Competition at Bisley Camp for Cadet Units Silver Jewel An English Twenty Club Silver Jewel is awarded annually to the Cadet from a unit affiliated to the Club whose scores in the Individual, Patriotic and Frankfort competitions make the highest aggregate, (The Cadet Hundred). Claims to be made in writing to the Hon. Secretary, English Twenty Club, after the CCRS has published the Cadet Hundred; each claim must be certified by the officer in charge of the affiliated unit. 2005 winner: no claims
