Operating on limited funds and borrowed equipment, PBS had to literally throw together its operation in Miami Beach and still keep tabson'the candidates wandering around the country. The author,an engineering manager with KCET-TV in Los Angeles, outlines the engineering gymnastics that PBS had to go through to provide thecoverage necessary. The video equipment, telephone communications,power requirements, and remote set ups are described in careful technical detail. To date, concerns over censorship in public television have focused, not on overt efforts by Congress to determine the bounds of acceptable programs, but on not-so-subtle pressure at both the national and the local level to self-censor or risk loss of funding. Several recent cases of controversial programs have led to calls for ties between funding of the public television system and program content--programs such as "Tongues Untied," "Portrait of a Marriage," and "Tales of the City." Assessing the constitutionality of possible future efforts by Congress to place content-related conditions on the funding of,public television seems to require that 3 areas of law be analyzed: (1) the current statutory framework in which the public television system operates;(2) the recent case law in the area of the First Amendment and public broadcasting; and (3) relevant overarching judicial principles.

    1 50th Annual NORTHERN CALIFORNIA AREA EMMY® AWARD RECIPIENTS ANNOUNCED The 50th Annual Northern California Area EMMY® Awards were presented Saturday evening, June 5th for the second time via webcast only. The EMMY® Award is presented for outstanding achievement in television by The National Academy of Television Arts & Sciences (NATAS). San Francisco/ Northern California is one of the nineteen chapters awarding regional Emmy® statues. Northern California is composed of media companies and individuals from Visalia to the Oregon border and includes Hawaii and Reno, Nevada. Entries aired during the 2020 calendar year. A total of 912 entries were received, 765 English and 195 Spanish in 68 English Categories and 34 Spanish Categories. Nominations were announced on May 5th with 195 English and 76 Spanish. Electronic ballots were submitted by a minimum of seven peer judges from other NATAS chapters and were sent directly to our accountant. The Spanish and English awards are judged and scored separately and then presented at the ceremony. 353 Emmy® statues were handed out to 263 individuals. The top two recipients were Maikel D'Agostino, Photograpoher/Editor, KUVS Unvision 19, Sacramento with ten, and Jonathan Bloom, Video Journalist, KNTV NBC Bay Area, with Six. The Emmy® is awarded to individuals but there is a lot of interest in the station counts: KNTV NBC Bay Area took home 16 for the English contest and KUVS Univision 19 with 12 for the Spanish contest. The overall Excellence Emmy® awards went to KNTV NBC Bay Area, English and KUVS Univision 19, Spanish. The prestigious Governors’ Award, the highest honor a regional chapter can award was presented to Wayne Freedman, Reporter, KGO ABC 7, San Francisco.

Ms. Groschner has served the public media station since February 14, 2015. During her tenure, the station recognized growth in audience, membership, local programming, and community financial support, recapturing its status as a thriving community resource for Vermont. The Vermont PBS Board of Directors has formed a search committee for a national search process to identify Groschner’s successor. Steve Ferreira, appointed by Groschner last September as the station’s Chief Operating Officer, will assume the role of interim CEO following a full board vote at the next meeting of the Board of Directors. “We thank Holly for her dedicated service, leadership and vision,” said Marguerite Dibble, Vermont PBS Board Chair. “When Holly joined Vermont PBS, she agreed to stay for three years. Five years later and now stronger than ever, the Board and Staff of Vermont PBS look toward our next chapter of service to Vermonters.” Highlights of Groschner’s leadership include: • Spearheaded the station’s 2019 relocation to new headquarters in Winooski’s Town Center, including a financial investment in technical upgrades for improved broadcast reliability and expanded digital production technology. • Shifted a 3-5% annual decline in membership to growth of 4-5%, with an increase in average annual donations of 3.7% over the same period.
