BOARD CHANGES AT COMPETITION AND CONSUMER COMMISSION OF (CCCS), (EMA) AND JTC CORPORATION (JTC)

The Ministry of Trade and Industry (MTI) today announced board changes at the Competition and Consumer Commission of Singapore (CCCS), Energy Market Authority (EMA) and JTC Corporation (JTC), including the appointment of Mr Tan Chong Meng as the new Chairman of JTC. The changes will take effect on 1 April 2019.

5. Dr Loo Choon Yong, Chairman, JTC, will be stepping down from the JTC Board upon the completion of his term on 31 March 2019. Two other Board members will also be stepping down upon the completion of their term:

6. Mr Loh Khum Yean, Permanent Secretary for MTI, said, “I would like to thank Choon Yong for his leadership and valuable contributions to JTC Corporation, which has supported the growth of new industries and enabled the transformation of existing ones. Choon Yong also guided JTC’s efforts to more innovatively manage its buildings and estates, and help enterprises scale up through partnerships, clustering and access to shared services.” Mr Loh also welcomed the incoming JTC Chairman, Mr Tan Chong Meng. Mr Loh said, “I look forward to Chong Meng’s stewardship to take JTC towards the realisation of its vision of catalysing the growth of new industries and transforming existing enterprises.”

CCCS – New Board Members

Ms Cindy Khoo Seow Chyng 丘晓晴 Divisional Director, Planning Division Ministry of Education (MOE)

Ms Cindy Khoo is the Divisional Director of the Planning Division in the Ministry of Education (MOE). She oversees education policies, strategic planning and international relations. She started her career in the Singapore Public Service with the Ministry of Trade and Industry as a trade officer.

Since then she has handled multiple portfolios in the Ministry of Health (MOH) ranging from private healthcare industry development to public health sector governance, and was Director for Public Service Leadership in the Prime Minister’s Office, Public Service Division, overseeing strategies for developing future public sector leaders in Singapore. Prior to joining the Public Service, she worked in SembCorp Logistics in Shanghai for 1.5 years.

Ms Khoo holds a B.S. in Electrical and Computer Engineering and an A.B. in Political Science from the University of Illinois at Urbana-Champaign, and a Master in Public Administration from the Harvard Kennedy School of Government.

Dr Faizal Bin Yahya Senior Research Fellow Institute of Policy Studies, National University of Singapore

Dr Faizal Bin Yahya is a Senior Research Fellow at the Institute of Policy Studies (IPS). Some of his current research interests include challenges of Industry 4.0, human capital, transformation in the business models of Singapore-based companies including small and medium enterprises (SMEs), as well as the digitalisation, regionalisation and globalisation of Singapore-based companies.

Prior to joining IPS, he was an Assistant Professor in the South Asian Studies Programme, Faculty of Arts & Social Sciences, National University of Singapore.

Concurrently, he was a Visiting Research Fellow at the Institute of Southeast Asian Studies from 2008 to 2009 (ISEAS). He has also served in the International Policy Division of the Ministry of the Environment and Water Resources (MEWR) and in the Ministry of Foreign Affairs (MFA) as a Foreign Service Officer. He was a member of the Singapore Delegation to the United Nations General Assembly (UNGA) in 1998 and was also involved in multilateral meetings dealing with environmental issues such as climate change and transboundary hazardous wastes.

Dr Faizal received his PhD in Economics in 2000 from the University of Sydney, Australia and was an Australian Overseas Postgraduate Research Scholar from 1994 to 1998.

EMA – New Board Member

Professor Chua Kee Chaing 䕓其昌 Dean, Faculty of Engineering National University of Singapore (NUS)

Professor Chua Kee Chaing is the Dean of the Faculty of Engineering, NUS. He has held several roles and positions at NUS and is responsible for the overall academic leadership and management of the Faculty. He has been in the academic field for more than 27 years. He has also worked at Siemens Singapore as the Founding Head of the Mobile Core R&D Department and is responsible for overall strategy and operations of the department.

Prof Chua is a Board member of Republic Polytechnic and Institution of Engineers Singapore’s Engineering Accreditation Board. He has a Bachelor of Electrical & Electronics Engineering degree (First Class Honours) and a PhD in Electrical & Electronics Engineering from the University of Auckland, New Zealand. He also holds a Master of Engineering (Electrical) degree from NUS and attended the 1st Program for Global Leadership at the Harvard Business School.

JTC – New Chairman and Board Members

Mr Tan Chong Meng 陈 聪 敏 Group Chief Executive Officer PSA International Pte Ltd

Mr Tan Chong Meng is the Group CEO of PSA International. Before taking up this position in 2011, Chong Meng was Executive Vice President, Global Commercial, Shell Downstream of the Royal Dutch Shell Group where he spent over 20 years in an international management career spanning sales, marketing, trading, refinery operations, customer service, mergers and acquisitions. Prior to Shell, he served for five years at Singapore’s Ministry of National Development. Other than his duties at PSA, Chong Meng is currently a non-executive director of Singapore’s National University Health System; a member of the International Advisory Panel of the Singapore’s Public Service Division and until recently a Board Member of IE Singapore, the state agency which promotes the internationalisation of Singapore’s enterprises.

Mr John Lim Hua Ern 林华恩 Second Deputy Secretary Ministry of Social and Family Development

Mr John Lim Hua Ern is the Second Deputy Secretary at the Ministry of Social and Family Development (MSF). In this capacity, he oversees policy formulation and the planning and delivery of programmes and social services that help to ensure a robust social safety net for the needy and vulnerable, support the effective protection and rehabilitation of children and youth, nurture strong families, and build a strong social service sector.

Prior to his current appointment, John was Senior Director in charge of the Social Policy and Services Group at MSF, overseeing policy formulation and the planning and delivery of social services for vulnerable individuals and communities in Singapore including the poor, elderly, persons with disabilities, and families with other social issues. Before MSF, John served in various capacities at the Ministry of

Education, Ministry of Home Affairs, Public Service Division, and Monetary Authority of Singapore.

John graduated from Cornell University with Bachelor’s degrees in Economics (magna cum laude) and Operations Research & Industrial Engineering (magna cum laude with honours). He also earned a Master’s degree in Business Administration from the Stanford Graduate School of Business, where he was designated Arjay Miller Scholar.

Mr Mok Wei Wei 莫玮玮 Managing Director W Architects Pte Ltd

Mr Mok Wei Wei is the Managing Director of W Architects Pte Ltd, Singapore.

Mok’s numerous architectural projects have received critical acclaim both locally and internationally. His award winning projects include the extension of the National Museum of Singapore, the major refurbishment of the Victoria Theatre and Victoria Concert Hall, and the Lee Kong Chian Natural History Museum.

In recognition of his contributions to Singapore’s architectural scene, he was conferred the President’s Design Award - Designer of the year in 2007, the nation’s highest honour for design.

Mok was a committee member of the Singapore Heritage society from 1995 to 2001; a member of the Preservation of Sites & Monuments Board from 1999 to 2016; a board member of the Urban Redevelopment Authority from 2006 to 2018, and has been a board member of the since 2015.

In recognition of his contributions to public service, he was conferred the Public Service Medal (PBM) in 2014.

Mr Zainal Bin Sapari 再纳 沙伯里 Assistant Secretary General National Trade Union Congress

Mr Zainal Bin Sapari is the Assistant Secretary- General of the National Trades Union Congress (NTUC), an appointment he has held since 1 February 2014. He is the Executive Secretary of the Building Construction and Timber Employees' Union (BATU) and advisor to the Port Officers’ Union and Public Utilities Board Employees’ Union. Concurrently, he is the Director for NTUC’s Care and Share Department and U Care Centre for low-wage workers and Supervising Lead for the Labour Movement’s Building and Facility Management Services Cluster.

Mr Zainal Bin Sapari is responsible for driving the Labour Movement’s initiatives that protect and advance the interests of low-wage workers in Singapore. He is the Chairman of three low-wage sector tripartite committees – the Tripartite Cluster for Cleaners, Security Tripartite Cluster and Tripartite Cluster for Landscape Industry – where he champions the implementation of the Labour Movement’s Progressive Wage Model which has since been made mandatory in these three sectors. He is also the Co- Chairman for the Sectoral Manpower Plan for Landscape, Cleaning and Building, and Deputy Chairman of the NEA Waste Management Sectoral Tripartite Committee which leads and drives development and implementation of a Sectoral Manpower Plan for the industry. He has been appointed as Co-Chairperson of the Security Industry Transformation Tripartite Committee by the Ministry of Home Affairs from March 2017. He is currently a Member of the National Wages Council representing the Labour Movement. With the expertise and leadership in the built environment and construction sector, he co-chairs the BuildSG Tripartite Committee.

Mr Zainal Bin Sapari is a Member of Parliament for -Punggol Group Representation Constituency. He is also a member of the Government Parliamentary Committee for Education, and Deputy Chairman of the Government Parliamentary Committee for Manpower.
