In 1956, the Sayisi Dene residing at Little hckLake in northem Manitoba were relocated to Churchill. The move nedy destroyed the cdtural integrity of this srnaIl band of people who were still practicing a seasonal round comparable to that of their pre-European-contact ancestors. An ethnohistoricai approach was used to document the story of the relocation. The &sertation is divided bto two sections. The fkst provides an explanation of the theoretical principles and methodologies used. As well, a general understanding of the importance of the Qamin@ak caribou population to the slavival of the people is presentec!. Section 11 describes the sequence of events which led to the relocation of the Sayisi Dene hmLittle Duck Lake to Churchill and discusses the effects of &e relocation in terms of the cumulative SgeçiS hpllyOWdchmge. In 1973, the Sayisi Dene voluntarily left Churchill in order to flee the social despair caused by the relocation. Today they reside at Tadoule Lake, Manitoba and struggie to repair the damage wrought by the federal government and indian Mairs some 40 years ago. The relocation of the Sayisi Dene is viewed as one of the most grievous errors committed by the federal government. 11 stripped the Sayisi Dene of a productive life and almost destroyed the very fabric of their existence.     COVID-19 Community Bulletin #1 Mental wellness supports during the COVID-19 pandemic Manitoba Keewatinowi Okimakanak (MKO) and Keewatinohk Inniniw Minoayawin Inc. (KIM) are collaborating with Mental Wellness Services in Manitoba to support Northern First Nations’ leadership and Health Directors during the COVID-19 global pandemic. Feelings of distress, anxiety, fear, and grief can heighten as Manitoba communities practice social and physical distancing during this unprecedented health crisis. In response to the need for people to access mental wellness support and service during COVID-19, mental wellness teams and programs have adapted their methods of communication and will respond through virtual means to continue serving those coping with suicide attempts, completed suicides, homicide, multiple deaths, trauma due to violent assault, or other serious events that impact many people. Each Wellness Team is committed to: • Providing confidential mental wellness support with a culturally safe and trauma-informed care approach to all Manitoba First Nations on and off reserve. • Ensuring all services and on-call crisis responses are accessible via telephone or text with various services, including virtual support with FaceTime and/or Zoom video conferencing, where applicable. • Ensuring their mental wellness team members and health care providers are trained to help manage an individual's mental health during COVID-19. • Sharing the most current and accurate information-based facts from provincial and federal public health authorities. • Staying informed of safety measures during COVID-19, as guided by the Province of Manitoba Chief Public Health Officer and public health authorities.     Section M: Community Support Page 251 of 653 Community Support Health Canada’s Regional Advisor for Children Special Services has developed the Children’s Services Reference Chart for general information on what types of health services are available in the First Nations’ communities. Colour coding was used to indicate where similar services might be accessible from the various community programs. A legend that explains each of the colours /categories can be found in the centre of chart. By using the chart’s colour coding system, resource teachers may be able to contact the communities’ agencies and begin to open new lines of communication in order to create opportunities for cost sharing for special needs services with the schools. However, it needs to be noted that not all First Nations’ communities offer the depth or variety of the services described due to many factors (i.e., budgets). Unfortunately, there are times when special needs services are required but cannot be accessed for reasons beyond the school and community. It is then that resource teachers should contact Manitoba’s Regional Advisor for Children Special Services to ask for direction and assistance in resolving the issue. With the exception of the Labrador Inuit, who formed the Labrador Treaty of 1765 in what is now called, NunatuKavat, all other Canadian Inuit peoples were issued a leather-like necklace with a numbered fibre-cloth disk. These stringed identifiers attempted to replace Inuit names, tradition, individuality, and indigenous distinctiveness. This was the Canadian governments’ attempt to exert a form of state surveillance and its official authority, over its own Inuit citizenry. The Eskimo Identification Canada system, E- number, or disk system eventually became entrenched within Inuit society, and in time it became a form of identification amongst the Inuit themselves. What has never been examined by an Inuk researcher, or student is the long-lasting affect these numbered disks had upon the Inuit, and the continued impact into present-day, of this type of state-operated system. The Inuit voice has not been heard or examined. This research focuses exclusively on the disk system itself and brings forward the voices of four disk system survivors, giving voice to those who have been silenced for far too long. i PREFACE This thesis is an original work by Norma Dunning.
