    Formula Wave Class (FWC) Bylaws & Rules (1/1/2019) BYLAWS 1. Name: a. The name of the organization shall be the Formula Wave Class (FWC). 2. Objective: a. To provide a medium of exchange of information among Wave sailors and to enhance the enjoyment of these sailboats. b. To promote and develop Wave class racing under uniform measurements and rules. c. To maintain the one design characteristics of the Wave sailboat. 3. Membership: a. Any person whose FWC dues are paid for the current year is a member. b. Entitled to one vote either in person, by absentee vote, or by proxy. i. Must inform the secretary in advance, via e-mail or in writing, of any vote if they intend to cast by absentee or proxy. c. Only FWC members shall be entitled to compete and accumulate season points in class-sanctioned events. d. Only FWC members shall be entitled to vote on FWC issues or hold office. e. Membership is for one (1) calendar year (Jan 1 – Dec 31), and dues shall be set for the next year at the previous annual meeting by a simple vote. If there is no quorum to vote, dues shall remain the same as the prior year's level. Only Wave owners may hold office or be on the rules committee. 4. Meetings: a. At least one annual meeting shall be held on the first night of any regatta. In the absence of a US Nationals, the meeting will be held at the discretion of the class president. i. Special meetings may be held from time to time and can be done electronically with 15 days notice.

New and modified classes appear every year and it is important to gather information and review results as quickly as possible. For dinghy classes there have been no changes to the original Yardsticks published for the 2013/14 season, as results for review have not been forthcoming. In the absence of race results data for dinghy classes and new internationally sourced classes, where there is yardstick data from overseas available, a comparison is made with other international classes to derive an equivalent Yachting Victoria yardstick value. This is explained further down in this document. Fortunately for catamaran classes, there has been significant work done by the Kurnell Catamaran Club in reviewing various catamaran ratings, as well as validating the ratings against the international SCHRS system. This work has now been incorporated into the YV yardsticks for catamaran classes. Much appreciation goes to KCC for this good work. Catamaran yardsticks are now contained in a separate document: “YV - Cat Yardsticks13_14 v1.0” USE OF THE YV YARDSTICKS A club which intends to run a race or event under the Yachting Victoria Yardstick system should include in the Notice of Race and in the Sailing Instructions clauses based on the following: 1 The version of the YV Yardstick System that is to be used in calculating the mixed class fleet racing results.

    Portsmouth Number List 2016 The RYA Portsmouth Yardstick Scheme is provided to enable clubs to allow boats of different classes to race against each other fairly. The RYA actively encourages clubs to adjust handicaps where classes are either under or over performing compared to the number being used. The Portsmouth Yardstick list combines the Portsmouth numbers with class configuration and the total number of races returned to the RYA in the annual return. This additional data has been provided to help clubs achieve the stated aims of the Portsmouth Yardstick system and make adjustments to Portsmouth Numbers where necessary. Clubs using the PN list should be aware that the list is based on the typical performance of each boat across a variety of clubs and locations. Experimental numbers are based on fewer returns and are to be used as a guide for clubs to allocate as a starting number before reviewing and adjusting where necessary. The list of experimental Portsmouth Numbers will be periodically reviewed by the RYA and is based on data received from the PY Online website (www.pys.org.uk). Users of the PY scheme are reminded that all Portsmouth Numbers published by the RYA should be regarded as a guide only. The RYA list is not definitive and clubs should adjust where necessary.
