James The species listed here are those that have been found on very few occasions (usually less than 20 times) in NSW and the ACT, and are not known to have bred here. Species that have been recorded breeding in NSW are included in the Species Accounts sections of the three volumes, even if they have been recorded in the Atlas area less than 20 times. In determining the number of records of a species, when several birds are recorded in a short period together, or whether alive or dead, these are here referred to as a ‘set’ of records. The cut-off date for vagrant records and reports is 31 December 2019. As with the rest of the Atlas, the area covered in this account includes marine waters east from the NSW coast to 160°E. This is approximately 865 km east of the coast at its widest extent in the south of the State. The New South Wales-Queensland border lies at about 28°08’S at the coast, following the centre of Border Street through Coolangatta and Tweed Heads to Point Danger (Anon. 2001a). This means that the Britannia Seamounts, where many rare seabirds have been recorded on extended pelagic trips from Southport, Queensland, are east of the NSW coast and therefore in NSW and the Atlas area. Conversely, the lookout at Point Danger is to the north of the actual Point and in Queensland but looks over both NSW and Queensland marine waters.

It focuses on research, development and extension (RD&E) activities that assist farmers and their businesses to be more profitable and resilient. The organisation services members by delivering best practice information on a range of practical farm and business issues through training, seminars and field days, as well as a quarterly newsletters, reports and factsheets. TFS also helps members stay in touch with what is going on locally and nationally through strategic partnerships with scientific and research organisations as well as extension opportunities. TFS delivers RD&E projects to its 55 members, or more than 70 individuals, engaged in wool, beef, meat sheep, horticulture, cropping and livestock enterprises. Collectively, TFS members run more than 240,000 sheep, 11,000 cattle and cover more than 57,000 hectares. TFS also reaches the wider tablelands farming community (potentially 2831 farmers and 1,551,118 hectares in the slopes and tablelands region) through workshops, training and information dissemination. This reach continues to grow along with the organisation. TFS operates across the southern tablelands region and extends from Bigga and Reids Flat in the north- west to Collector and Breadalbane in the south and includes the major agricultural centres of Goulburn, Bungonia, Crookwell, Laggan, Taralga, Tarago, Braidwood, Bungendore, Yass and Gunning.

    EXPANSION OF DOLANS BAY MARINA. MP 10_0017 Submission by George Cotis in opposition to the proposal. In opposing this proposal, I would first like to object to the notification process. Despite the Department notifying residents and households of the exhibition of the proposal to expand Dolans Bay Marina, no notification was given to the occupiers of moorings in Dolans Bay. This is important on a number of grounds: Mooring occupiers may live outside the range of notification methods; There is no way of knowing which moorings may be directly or indirectly affected; Re-location of, or some other negative impact on moorings, is a likely consequence of the proposal. I made this known to the Departmentʼs officer early in the display process without any response. I therefore submit that the notification process is flawed in so far as people likely to be directly and adversely affected may have been excluded or overlooked. Further, the failure anywhere within the material which is on display is it made known which of the moorings in Dolans Bay are directly or indirectly affected, and what is anticipated may be the consequences. This denies the opportunity of informed comment. The expansion is opposed on the following grounds: No need for the expansion (other than the private gain for the proponent) is established. I will, at 1 below address the proponentʼs claims for need. In the event that this is not sufficient ground for refusal/denial, the following are offered as substantial and additional grounds: • The failure of the proposal to meet the tests of the Port Hacking Plan of Management • The failure to tie shore-side infrastructure upgrading with the on-water expansion.
