CiE promotes the development of computability-related science, ranging over mathematics, computer science, and applications in various natural and engineering sciences, such as physics and biology, as well as related fields, such as philosophy and history of computing. CiE 2020 had as its motto Beyond the Horizon of Computability,reflecting the interest of CiE in research transgressing the traditional boundaries of computability theory. CiE 2020 was the 16th conference in the series, and the first one to take place virtually. If not for the COVID-19 pandemic, CiE 2020 would have taken place in Salerno, Italy. We are grateful to the Computer Science Department of the University of Salerno for their willingness to host and support our conference. In the transition to a virtual conference, the patience and adaptability of the community was invaluable. We also would like to thank the trailblazers who shared their experience, in particular the organizers of BCTCS 2020 and EDBT/ICDT 2020. The 15 previous CiE conferences were held in Amsterdam (The Netherlands) in 2005, Swansea (UK) in 2006, Siena (Italy) in 2007, Athens (Greece) in 2008, Hei- delberg (Germany) in 2009, Ponta Delgada (Portugal) in 2010, Sofia (Bulgaria) in 2011, Cambridge (UK) in 2012, Milan (Italy) in 2013, Budapest (Hungary) in 2014, Bucharest (Romania) in 2015, Paris (France) in 2016, Turku (Finland) in 2017, Kiel (Germany) in 2018, and Durham (UK) in 2019. CiE 2021 will be held in Ghent (Belgium). Currently, the annual CiE conference is the largest international meeting focused on computability-theoretic issues. The proceedings containing the best sub- mitted papers, as well as extended abstracts of invited, tutorial, and special session speakers, for all these meetings are published in the Springer series Lecture Notes in Computer Science. The CiE conference series is coordinated by the CiE conference series Steering Committee consisting of Alessandra Carbone (Paris), Gianluca Della Vedova (Milan), Liesbeth De Mol (Lille), Mathieu Hoyrup (Nancy), Nataša Jonoska (Tampa FL), vi Preface Benedikt Löwe (Amsterdam/Cambridge/Hamburg), Florin Manea (Göttingen, chair), Klaus Meer (Cottbus), Russel Miller (New York), Mariya Soskova (Madison), and ex-officio members Paola Bonizzoni (Milan, President of the Association CiE) and Dag Normann (Oslo). The Program Committee of CiE 2020 was chaired by Marcella Anselmo (University of Salerno, Italy) and Arno Pauly (Swansea University, UK). The committee, con- sisting of 27 members, selected the invited and tutorial speakers and the special session organizers, and coordinated the reviewing process of all submitted contributions. The S. Barry Cooper Prize S. Barry Cooper (1943–2015) was the founding President of the Association Com- putability in Europe; his vision on the fundamental concept of computability brought together several different research communities. In memory of Barry’s visionary engagement, the Association Computability in Europe established the S. Barry Cooper Prize. The prize is awarded to a researcher who has contributed to a broad under- standing and foundational study of computability by outstanding results, by seminal and lasting theory building, by exceptional service to the research communities involved, or by a combination of these. The first S. Barry Cooper Prize was awarded as part of CiE 2020. Following nomination by the community, the Prize Committee (Anuj Dawar (chair), Peter Van Emde Boas, Yuri Gurevitch, Mariya Soskova, and Paola Bonizzoni) selected Bruno Courcelle for his work on the definability of graph properties in Monadic Second Order Logic, through a sequence of seminal papers and a book (joint with Joost Engelfriet). This forms an outstanding example of theory building, bringing together logic, com- putability, graph grammars, and various notions of graph width (tree-width, clique-width, and rank-width) and opening new avenues in our understanding of graph structure theory and the computability and complexity of graph algorithms. Besides its foundational character, the work has had great impact on a number of areas of com- puter science, including in parameterized algorithmics, verification and other areas, and has influenced a generation of researchers in this field. It has straddled the divide between the logical and algorithmic aspects of theoretical computer science. Structure and Program of the Conference The Program Committee invited six speakers to give plenary lectures at CiE 2020: Paolo Boldi (Milano, Italy), Véronique Bruyère (Mons, Belgium), Ekaterina Fokina (Vienna, Austria), Amoury Pouly (Oxford, UK), Antonio Restivo (Palermo, Italy), and Damien Woods (Maynooth, Ireland). The conference also had two plenary tutorials, presented by Virginia Vassilevska-Williams (MIT, USA) and Martin Ziegler (KAIST, South Korea). Preface vii In addition, the conference had six special sessions: Algorithmic Learning Theory, Combinatorial String Matching, Computable Topology, HAPOC session on Fairness in Algorithms, Large Scale Bioinformatics and Computational Sciences, and Modern Aspects of Formal Languages.     Computability in Europe 2008 Logic and Theory of Algorithms University of Athens June 15-20, 2008 Title: Query-Optimal Oracle Turing Machines for Type-2 Com- putations Abstract: With the notion of optimal programs de¯ned in terms of Blum's complex- ity measure, the well known speed-up theorem states that there exist com- putable functions that do not have optimal programs. For type-2 compu- tation, we argue that the same speed-up theorem can be obtained as long as the complexity measure satis¯es Blum's complexity measure under the Oracle Turing Machine model. In the present paper, we consider the oracle query as a dynamic complexity measure. Since the query complexity is not a Blum's complexity measure, we have to characterize the notions of optimal programs in a very di®erent way. We give three notions of query-optimal programs in di®erent strength and argue that the stronger the notion of query-optimal programs we de¯ne, the more di±cult to have query-optimal programs. In other words, with a stronger de¯nition of query-optimal pro- grams, one can prove an easier version of the speed-up theorem. This note is not to be misunderstood as a general obituary touching all of the many facets of Barry’s personality: the teacher, the researcher, the activist, and, in general, the enthusiastic supporter of good causes. Rather, it should be seen as the author’s personal recollection of the crucial role that Barry played in the transition of Computability in Europe from European network proposal via conference and conference series to association. Plans for a European network. One day in August 2003, a few months after I had moved to the ILLC in Amster- dam, Peter van Emde Boas came into my office and told me of an initiative to write a Marie Curie grant proposal for a network called “Computability in Europe” (CIE) as a successor of an earlier network called “Complexity, Logic, and Recursion Theory” (COLORET; 1994–1998). He asked me to contribute a few sentences about my work on infinite time Turing machines to the proposal text. I had no inkling that this conversation would become the starting point of something that is much larger than any European-funded network. I was added almost instantaneously to Barry Cooper’s mailing list of people involved in the proposal, and received the first of many e-mails from Barry about CIE on 8 September 2003.

Preface CiE 2016: Pursuit of the Universal Paris, France, June 27 - July 1, 2016 This year Computability in Europe (CiE) honors the 80th anniversary of the A. Turing’s paper introducing the Universal Turing Machine. In this context the conference seeks better understanding of universal computational frameworks ranging from mathematics, computer science, through various natural sciences such as physics and biology. CiE provides a forum for exchanging ideas on broad aspects of “computability” striving to understand the essence of computation through studies of theoretical models of new paradigms, information processing, encryption, philosophy and history of computing as well as computability in natural and biological systems. This year’s CiE conference meets in Paris and through a sequence of tutorials, plenary lectures and special sessions allows in depth discussions and novel approaches in pursuit of the nature of computability. Similarly to the prior CiE conferences in this series, CiE 2016 has a broad scope promoting the development of computability-related science. The conference series is organized under auspices of the Association CiE. The association promotes the development of all areas of mathematics, computer sci- ence, natural and engineering sciences, that study the notion of “computability”, including its philosophical and historical developments. The conference series is a venue where researchers in the field meet and exchange the most novel features of their findings.
