Presidente Vietnamita Termina Fructífera Visita Oficial a Laos Presidente vietnamita termina fructífera visita oficial a Laos Reunióon de alto nivel en parlamento laosiano Vientián, 10 ago (RHC) El presidente de Vietnam, Nguyen Xuan Phuc, completó hoy sus contactos con lo más altos dirigentes de Laos al reunirse en esta capital con el titular de la Asamblea Nacional, Saysomphone Phomvihane, y finalizar así su visita oficial a la nación indochina. Como en sus anteriores entrevistas con los líderes laosianos, Xuan Phuc reiteró la voluntad de Hanoi de llevar a planos más altos los vínculos de amistad y cooperación entre ambos países. En su primera salida al exterior desde que asumió el cargo, el jefe del Gobierno vietnamita concluye este martes una visita oficial a la vecina nación. Los dirigentes laosianos dijeron apreciar ese como un gesto revelador de la importancia que concede Vietnam a las relaciones bilaterales. Durante sus pláticas con Phomvihane, Xuan Phuc llamó a intensificar los intercambios entre los respectivos Legislativos y a que estos coordinen acciones para concretar los tratados políticos, económicos y de cooperación binacionales, así como sus posiciones en los foros interparlamentarios, regionales e internacionales. En la propia fecha asistió al primer período de sesiones de la Asamblea Nacional de Laos en su IX Legislatura, celebrado en un flamante edificio donado por Vietnam e inaugurado en ocasión de su visita. Ayer, el presidente vietnamita tuvo conversaciones oficiales con su homólogo laosiano y secretario general del Partido Revolucionario Popular Lao, Thongloun Sisoulith, con quien acordó llevar a planos más altos los vínculos de amistad y cooperación entre sus países. Los dos jefes de Estado convinieron instrumentar de manera expedita y efectiva el acuerdo de cooperación bilateral para el periodo 2021-2025, suscrito durante una visita de Sisoulith a Hanoi a fines de junio último. También, sentar las bases para la implementación de la estrategia de colaboración mutua hasta el 2030. Posteriormente, ambos atestiguaron la firma de 14 documentos de cooperación entre ministerios, sectores y empresas en las áreas de defensa, seguridad, prevención y control de drogas, búsqueda y salvamento, comercio de energía eléctrica y exploración, explotación y procesamiento de minerales. Durante su estancia aquí, Xuan Phuc se reunió igualmente con el primer ministro Phankham Viphavanh y los vicepresidentes Pany Yathotu y Bounthong Chithmany. Vecinos en la península indochina, Vietnam y Laos comparten una frontera de dos mil 340 kilómetros, antiquísimos lazos históricos y culturales, luchas comunes por la independencia y estrechos vínculos políticos y económicos. According to an established five-yearly cycle, the year was punctuated by a series of key political events, foremost among them the Tenth Congress of the ruling Lao People’s Revolutionary Party (LPRP). As on past occasions, the Tenth Party Congress took stock of the country’s political and economic performance over the previous five years and adopted the country’s next five-year National Socio-Economic Development Plan. Most importantly, it also elected the new Party Central Committee (PCC), the party’s main decision-making body, together with the Politburo, PCC Secretariat and secretary-general. The congress was followed in March by elections for the National Assembly, which henceforth approved party nominations for the president and prime minister, who in turn appointed a new cabinet. Throughout this process, Laos occupied the chair of the Association of Southeast Asian Nations (ASEAN), just its second time in the role, and in September played host to US President Barack Obama, the first sitting president to visit the country, when he joined the East Asia Summit. While all these events were important, most consequential was the process of party renewal that culminated with the congress. Given the LPRP’s grip on political power and the control its leaders exercise over Laos’ rich reserves of natural resources—the main source of the country’s rapid economic growth since the early 2000s—LPRP congresses represent critical moments of leadership renewal and transition.

Political prisoners remain behind bars Several individuals who have been imprisoned for the exercise of their right to freedom of opinion and expression remain behind bars. They include: • Ms. Houayheuang Xayabouly, aka Mouay, 32, who has been detained since 12 September 2019, is serving a five-year prison sentence on spurious charges under Article 117 of the Criminal Code (“Propaganda against the Lao People’s Democratic Republic”). Mouay is currently detained in Champasak provincial prison. • Mr. Somphone Phimmasone, 34, Mr. Soukan Chaithad, 37, and Ms. Lodkham Thammavong, approximately 35, who have been detained since March 2016, are serving prison sentences of 20, 16, and 12 years, respectively, on trumped-up charges under Articles 56, 65, and 72 of the Criminal Code.

It is a delicate balancing act in Southeast Asia's communist-ruled backyard that Thongloun already had has a foretaste, say veteran political observers of Laos. After all, it was during his five-year term as the premier of the one-party state that China eclipsed Vietnam as landlocked Laos' leading lender, investor and builder. China also betters Vietnam as Laos' bilateral trading partner, coming second after Thailand. The 75-year-old Thongloun's work has been cut out for him following his elevation last week as the secretary-general of the ruling Lao People's Revolutionary Party at its three-day, quinquennial national party congress in Vientiane, the capital. The Russian-speaking and Soviet Union-educated Thongloun's promotion to the most powerful political post in the LPRP paves the way for his appointment as the country's next president this year. Thongloun, who served as foreign minister before beginning his one term as premier in 2016, succeeds the aging President Bounnhang Vorachit. The 83-year-old Bounnhang's term as the party supremo marked the last of the so-called generation of revolutionaries, who have dominated politics in the landlocked Southeast Asian country since 1975.

    Kommentar zum Wahlausgang in Laos Dass es auch in kommunistischen Einparteienstaaten, wie der demokratischen Volksrepublik Laos, zu Änderungen der Marschrichtung kommen kann, bewies schon der Parteikongress 2016 mit der überraschenden Abwahl der alten Garde und der Neubesetzung mit wesentlich regierungsorientierteren Politikern. Der ehemalige Aussenminister Dr. Thongloun Sisoulith wurde Ministerpräsident und übernahm eine Volkswirtschaft voll von Problemen und vielen offenen Baustellen, so etwa den Bau einer Schnellbahnverbindung durch Laos, welche China an Thailand und den Meerhäfen anbinden soll. Profiteur von der im Schnellzugstempo gebauten und am 2. Dezember dieses Jahres wohl plangerecht zu eröffnenden Bahn wird in erster Linie China sein. Die letzte Nationalversammlung vom Januar 2021 und der Neubesetzung des Kabinetts mit Effekt vom 22. März 2020 entspricht - erfreulicherweise - einer Beibehaltung der Marschrichtung. Die Pensionierung des 83-jährigen Militaristen Bounnhang Vorachith, der stets seinem Ministerpräsidenten Thongloun den Rücken politisch freigehalten hatte, war absehbar. Während seiner Legislaturperiode fand auch die wichtige Korrektur der ausländischen, nachbarlichen Machtwaage statt; diese wurde zugunsten von Vietnam balanciert, um den chinesischen Einfluss zu entlasten. Der «Hunger» auf Laos war allerdings ungestillt aber unter Bounnhang/Thongloun‘s Aera wurden beide Nachbarn so gut wie möglich in ihre Schranken zurückverwiesen. Im Klartext, wesentlich weniger chinesische Staumauern als geplant und dem vietnamesischen Kahlschlag der laotischen Edelhölzer wurde ein Ende gesetzt. Unter dieser Präambel war die Wahl von Dr. Thongloun zum Primus-inter- Pares naheliegend und kulminiert würdevoll eine Bilderbuchkarriere eines sehr fähigen Diplomaten und Politikers, welcher beispiellos seinem Land dient. Gut 75 Jahre alt, bewirkte er in seiner einmaligen Amtszeit als Ministerpräsident mehr für sein Land als viele seiner Vorgänger zusammen.
