Government Order No: 1CI? -ASH of Z0Z1 + Dated: |t-07-2021 Animal/sheep Husbandry Departmenl Jammu is organizing a vishal Pashudhan vyapar Mela on 28e and 2g'h of July z0Z1 at Sports Stadiurn Hiranagar, District Kathua for facilitating the livestock farmers and beneficiaries of the uT sponsored schemes. like lntegrated Dairy Development Scheme to select and buy the animals at one pface besides providing opportunity to Livestock Breeders/ sellers to sell their livestock. In view of above and to facilitate the smooth transportation of animals during mela it is hereby ordered that all stakeholders shall follow the SOP's w.e.f 27e Juty 2A21 b 31'r July 2021 as mentioned below; 1. All the provisions of the prevention of Cruelty to Animals Act, 1960 shall be strlbtty adhered to. 2. The Transportation of Animals (Amendment) Rules, z00g shall be strictly adopted during' Transportation. 3. All the ilvestock sellers from other districts of UT of J&K, who intend to sell their livestock in the Mela shall approach chief Animal Husbandry Offrcer (CAHO) of respective District who will register him as Livestock Seller and record his details including adhaar, mobile p9 number, vehicle registralion number, ulD tag number of dairy animals etc. cAHo will ensure that all the dairy animals are tagged with UlD,s ,f'^) and reqrstered o ffi^ r* I Irri \J*_.1+ f\ t chief 4' Animal Husbandry officer of the Seller's District wjll issue . Health Certificate cum Permission for transportation of animals to Mela venue at Hiranagar, Kuthua with a copy -to Deputy commissioner, s"s.p of the seiler's District and arso to Deputy commissroner Kathua and chief Animal Husbandry officer Kathua pashudhan (Nodal Officer of Vyapar Mela). 5' All the Livestock Breeders/ Sellers from cther States who intend to sell their animals in the Mela shall contact the Nodal officer at Lakhanpur (Mob No. 94191 34T24) and shail inform him about number/ other c.Etaits of animals and vehiqle details prior to or upon reaching Lakhanpur. when the rivestock reaches Lakhanpur, the animals shall be subjected to Health Check,up by the Veterinarians stationed at Lakhanpur. A passport size photograph of seiler, photo copy of adhaar, Vehicle registration number, number of animals to be sold and any other detail as may be required shall be recorded at Lakhanpur. The Nodal Officer at Lakhanpur shall issue Seller Registrationl Health certificate immediately after completing all formalities. 6' The Deputy Commissioner Kathua shall depute a Magistrate to Lakhanpur, post Livestock check w.e.f . zT .07.2a21 Io 31.a7 .zaz1. He will countersign the registration/Health certificate issued by Nodal Officer on day after onspot verification lame by SHO stationed at Lakhanpur Check Post for smooth movement of animals to Mela site. 7. Director Anlmal Husbandry Deparlment Jammu shall Depute a Joint Director to Lakhanpur to supervise smooth movement of animals and removal of difficulties, if any B. chief Animal Husbandry officer Kathua (Mobile Number: 9906010628) shall be nodal Officer at the Mela site and shall be responsible for issuance of sale/ purchase certificates to.the buyers and similar certificate for unsold animals for facilitating the movement of unsold animals. 9. Also, Rule 5 of the BMWM Rules, 2016 stipulates that it is the duty of every Operator of a Common Bio-medical Waste Treatment Facility (CBMWTF) to establish bar code system for handling of bio-medical waste in accordance with the guidelines issued by the Central Pollution Control Board, by 27.03.2019. “Guidelines for Bar Code System for Effective Management of Bio-medical Waste” prepared by Central Pollution Control Board, Delhi in April, 2018, is to facilitate and provide guidance to both the Occupier as well as Operator of CBMWTF to establish bar code system and also to have uniformity in adoption of the bar code system throughout the country, thereby ensuring effective enforcement of the BMWM Rules, 2016.
