To note Councillors present/apologies Cllr Darnell (Chair) opened the meeting at 19:00hrs. 7 Councillors present: Cllrs Buse, Dingle, Gisbourne, Hutley, Vernon, Wapshott Apologies: Cllrs Parnell (business), Harris (personal), Mably (personal) Proposed: Cllr Dingle Seconded: Cllr Gisbourne Unan 1/20 2. Receive any Declarations of Interest from Members / Dispensations. NONE 2/20 3. Public Participation Lanbedr planning application. Family member took over in 2012. NCDC lost original plans. Any development will comply to Caravans Act. Zero run off into the stream. Serious treatment plant to replace septic – on higher site. Want to invest in site, existing hut will be refurbished but likely to be replaced. Turning circle to replace the garage. They have no objection to hedges for screening. If this planning application is not successful will revert to previous planning approved for 11 static smaller units. Original caravans taken off in 2001. Was a site licence until that time. Cllr Dingle asked about size and location. Would run in similar line. Units are smaller than statics. Will still replace septic tank and do up the toilet block. Cllr Dingle wanted confirmation that the units come in two halves and they are joined on site. Response was yes they are prefabricated and joined on site. 3/20 4. To receive approve the Minutes of 10 December 2019: RESOLVED that the Minutes of the Meetings of the Council held as above having been previously circulated, be taken as read, approved and signed. Reports from outside bodies a) Beach Management Committee Next meeting 17 January 2020. 8/20 b) Cornwall Councillor’s Report – Cllr Mould New waste contract being awarded. October 2021, moving towards weekly food waste and bi-weekly black bags and bi-weekly recycling. Lots of issues with holiday homes. Possible street recycling bins been muted. Rise of just over 2% in budget. SLA for enforcement - Cllr Mould speaking to enforcement regarding possible SLA between Highlands/Lowlands/St Endellion. Lowlands have precept £4k. Discussed speeding issues reported by a resident, and possible solutions. Next round of Highways Expression of Interest opens April. Cllr Mould to discuss at next Network Area meeting. CGR meetings cancelled. Cornwall Council looking to do a re-run of panel meetings. 9/20 c) Highways and Footpaths Potholes outside Carruan Farm, Carruan Lane – Clerk reported work completed. Potholes by Tredrizzick Green – resident complained of potholes. Cornwall Council did a site visit but could not locate. Response was work not required. Clerk getting photos of potholes and will resubmit with location in case the “work not required” response was because they could not find the potholes. Probably a private highway. Clerk will follow-up with resident. 10/20 8. Correspondence (a) Thank you letter for Cornwall Air Ambulance - noted 11/20 (b) Update from Chris Colwell - update re the Rumps – noted 12/20 (c) Email from Helen Hastings regarding Pendower Beach – noted 13/20 (d) Email from Julie Flowers re Street Trading Policy Review – noted 14/20 (e) Email from Dr Meller regarding speeding in New Polzeath – Clerk to write to Highways to see if a sign “pedestrians walking” can be installed to warn drivers at the entrance to New Polzeath. Can the Parish buy signs? Agenda Items a) VE Day 2020 It was RESOLVED that Cllr Vernon speak to the WI to find out whether they are organising anything and for Cllr Gisbourne to ask the same of Lowlands. Proposed: Cllr Hutley Seconded: Cllr Wapshott Unan 16/20 b) Phone Box Consultation It was RESOLVED for the Clerk to contact BT and see whether they can put a new door on it as not fit for purpose. Proposed: Cllr Hutley Seconded: Cllr Buse Unan 17/20 c) Climate Change Consultation – Sarah Marsh It was RESOLVED that the Clerk complete the consultation survey. Proposed: Cllr Dingle Seconded: Cllr Gisbourne Unan 18/20 d) Joint CGR Consultation It was RESOLVED that the Clerk contact Lowlands to set up a joint meeting between the parishes. Dates suggested: 20th, 21st, 23rd or 24th January after 5pm. At Methodist Chapel. Proposed: Cllr Dingle Seconded: Cllr Hutley Unan 19/20 e) Information Noticeboard for Polzeath Beach It was RESOLVED to contribute £450 towards the noticeboard. Clerk to inform Jacquie Rapier. Proposed: Cllr Dingle Seconded: Cllr Hutley Unan 20/20 f) St Austell Brewery, Parking It was RESOLVED that the Clerk contact Lowlands (as the Oystercatcher is in their parish) to see if they want to contact them regarding their parking charges. Proposed: Cllr Hutley Seconded: Cllr Dingle Unan 21/20 g) Q3 Budget Report Clerk distributed Q3 budget report. It was RESOLVED to accept the budget report. Proposed: Cllr Hutley Seconded: Cllr Dingle Unan 22/20 h) Clerk Recruitment Clerk reported that an advert went to CALC which was emailed to all clerks. An advert was also placed on the Cornwall Council website. There have been 7 enquiries and 4 applications. 2 are CiLCA qualified/experienced Clerks. There was one enquiry from a previous application last year but it is unclear if they will apply. The closing date is 20 January. Clerk recommended that interviews take place before end of January due to Councillor absences in February. It was RESOLVED that 3 councillors interview in the absence of Cllr Harris. Cllr Darnell, Cllr Dingle, Cllr Hutley and Cllr Wapshott are happy to do interviews (subject to availability). Clerk to shortlist for interviews.
