The minutes of the meeting of the Parish Council of Chelsham & Farleigh held at Farleigh Hall, Farleigh on 3rd October 2016

The meeting opened at 8.05pm under the chairmanship of Bob Anderson.

1.Minutes of meeting dated 4th September previously circulated, were duly approved.

2.Apologies and reasons for absence - David Hodge and Cindy Steer due to a meeting conflict. Alex who is away.

3.Declaration of Interest by Councillors In view of the proximity of Councillors homes in relation to the area and layout of the hamlets which make up Chelsham & Farleigh all Councillors declared a personal interest in the agenda items.

4. Matters Arising from Minutes David M noted that the Ford Red Transit is still sitting on Farleigh Court Road. David also advised that the vehicle has not be abandon as someone keeps going back to it. Jeremy is still working on how it can be moved, before the tax runs out in February 2017.

5. Planning To discuss any planning applications received

2016-1536 - Objection - Tony to write something up and send onto Bob, before sending to TDC. The replacement of two existing dwellings and the conversion of existing stables into dwelling. Land at Stable Cottage and Garden Cottage, The Holt, Church Lane, Che- sham,CR6 9PG 2016/1718 - No Objection Formation of 20m x 40m equestrian arena. Field View, Park Road, , CR6 9QF

Farleigh Lodge is currently on the market, however, it’s being advertised as also having a 2 bedroom self contained bungalow. As far as the Parish are aware, this has never been passed as residential space. Its been sug- gested that we speak to Tandridge planning enforcement as the current description wold allow it to be sold as two separate dwellings. AC- TION: Bob to check the previous application first.

6. Highways Bob handed out the spreadsheet.

David M mentioned that there is a pothole leading into Church Road. AC- TION:Bob to send details to Angelo.

Clerk to speak to Russell Greening, General Manager at Farleigh Golf Club, to ask that they arrange for the hedge on the south side of the golf course, along Farleigh Court Road to be trimmed. It is encroaching on the road. Clerk to also mention that this should maybe be included in a regular maintenance program. ACTION: Clerk

Mike W noted that the road signs for the works that took place back in August are still sitting outside the Harrow Pub, close to the Old Farleigh road sign. ACTION: Bob to write to Angelo.

Clerk to chase Angelo on the verge that needs cutting from the golf club en- trance that boarders Croydon, the east side of Farleigh Common. ACTION: Clerk

David mentioned that there are roughly 20 black bags at the bottom of the dip on Farleigh Court Road. ACTION: Bob to speak to Richard Coles.

5 of the councillors carried out a Parish walk on Saturday around Chelsham Common pond to look at the tree branch that has fallen into the pond and the branches currently overhanging the pond. It was decided that there are no pos- ing dangers surrounding the branch overhanging the pond, however, the area around the common does need to be tided up. It was agreed that we will obtain quotes for a Tree Surgeon to carry out half a days work to help tidy up the area. Councillors will also help carry out the grounding works and stack the logs on- site. ACTION:Clerk to write to Clive, Treerangers and a contact that Je- remy knows , to find out a cost for half a day works. Mike W noted that the pond on Chelsham Common also needs to be tided up. Mike W has suggested that we speak to Downlands to see what they think needs to be done and what the costs may be. ACTION: Clerk to contact Downlands.

The Bull is currently closed and previous tenants have moved out. The Pub is currently undergoing a few repair works. It has been noted that there is a sofa and other items that have been dumped on the common. Bob to contact the company that owns the pub to advise them of the items and see what can be done. ACTION: Bob

Peter to speak to Peter Nightingale about cutting back the scrubs on remaining side of Chelsham Common. ACTION: Peter to contact Peter Nightingale.

Footpath 93 works are still outstanding and signs still need to be looked at. ACTION: Clerk to contact Mary Anne-Edwards.

8. Website update Clerk give an update on the current status on the website. Clerk advised that we need a number of photos that can be used as part of the new format and has asked the councillors to send any photos they may have. Deadline is the 13th October. ACTION: Councillors and Clerk.

9. Governance Bob handed out the 2Q expense spreadsheet and it was reviewed against bud- get and agreed by the Councillors. It was agreed that the reconciliation of the bank statements will take place at the November meeting,once clerk receives the September bank statement.

It was questioned whether we need to give the library a copy of the planning applications. Jeremy noted that he didn't believe we need to do this as part of a legal requirement, however, he will check it out and let us know. If its con- firmed that we do not need to supply a copy for the library, then we will stop printing 2 copies and just keep a copy for the Parish Council, pending any fur- ther review.

10. Finance

11. Correspondence Clerk shared all the correspondence she had. 12. Any other business which the chairman is of the opinion should be con- sidered at the meeting as a matter of urgency.

Mike W asked the clerk to pick up a wreath for remembrance Sunday. Clerk to pick one up for November meeting.ACTION: Clerk

Christmas meal for the councillors and Clerk has been set for the 8th December at the Harrow. Clerk to book a table for 8pm, however, drinks prior to seating will be from 7.30pm.ACTION: Clerk to book the Harrow

Tony asked the clerk to book Farleigh Hall for 2016/17 meetings. Clerk to email Teresa to confirm these dates, then send out to the councillors.

It was agreed to remove the Police meetings from the notice boards. Bob had a conversation with Terry Pearson and they agreed that if he or any member of his team want to attend a meeting, he will let Bob know and we will factor that in before the Parish meeting takes place.

Jeremy noted that the Warlingham Christmas Lights will be turned on, on the November 19th. Kick off is from 3.30pm and the lights will be switched on at 5pm.

Jeremy recently attended a seminar on Local Plan. Green belt may not have the protection as we thought it had. Green belt protection can be overridden if the government decide that there is a need to build all the extra houses that are re- quired. Jeremy to send details to Bob to view.

Highview - Bob gave a brief update on Highview. Bob advised that he will write to Matthew Barks to find out if there is any update.ACTION Bob
