The DCH IS constantly referred to by planners, admmIstrators, academIcmns and researchers. It IS znter alIa used for delImitation of constItuenCIes, formulatIOn of local level and regIOnal plans and as an aid to DIstnct admlllistrahon. The DIstnct Census Handbook IS the only publlcatlOn which provIdes Primary Census Abstract (PCA) data upto VIllage level for the rural areas and wardwIse for each city or town. It also provIdes data on mfrastructure and amellltles III villages and towns, etc. The DIstrict Census Handbook senes was mitIated durmg the 1951 Census. It contamed Important census tables and PCA for each Village and town of the dIstrICt. During 1961 Census the scope of the DCH was enlarged and It contamed a descnptIve account of the dIstnct admIllIs­ tratIve statIstIcs, census tables and a VIllage and town dIrectory, mcludmg peA. The 1971 DCH senes was planned m three parts. Part A related to VIllage and town dm~ctory, Part B to vIllage and town PCA and Part C comprIsed analytical report, admmIstratIve statIstIcs. district census tables and certain analytical tables based on PCA and amenity data III respect ofviJlages. Howevere, in some States it was confined to distrIct census tables and III a few cases altogether given up due to delay III compIlatIOn and pnntIllg. WhIle designing the format of 1981 DCH senes some new features along with the restructuring of the format of VIllage and town directory have been attempted. At the sam e time, comparabIlity WIth the 1971 data has also been kept III VIew All the amelll1ies except power supply III the VIllage have been brought together III the VIllage dIrectory With the InstructIOn that III case an amemty IS not avaIlable III the referrent VIllage the distance In broad ranges from the nearest place where the amelllty IS available may be gIven. The restructurIng of the format of the VIllage dIrectory and mcorporatmg more exhaustIve data on mfIastructure aspect partkularly in relatIOn to amellItJes and land-use pattern IS expected to further meet the need of mIcro level planning for rural areas. It IS expected to help not only III local area plannmg but regulatmg the prOVISIOn of goods and serVices as well, so as to mmlmlse the regIOnal Imbalances m the process of development. A few new items of mformatIOn have also been mtroduced to meet some of requirements of the Revised MIlllmum Needs Programme Such new Items of mformatIOn as adult literacy centres, primary health sub-centres and commullIty health workers III the Village have been introduced in the village directory WIth this objectIve in mmd. The new item on approach to the VIllage IS to have an Idea about the VIllages III the dIstnct which are IllaccessIble A new column, •• total population and number of households" has been introduced to examme the correlatIOn of the amemties WIth the population and number of households they serve. AddItIon of two more appendices hsting the vlna~es where no amemtIes are avaIlable and accordmg to the proportIOn of Scheduled Caste and S-;hduled TrIbe populatIOn to the total population has also been made WIth this view III mmd. The formats of the town directory have also been modified to meet the reqUIrements of the Milllmum Needs Programme by providmg mformatlOn III a few new Items A new statement on civic and other amemties in slums III Class I and Class II towns (Statement IV-A) has been mtroduc­ ed with this objective in mind It is expected that thIS wIll help the planners to chalk out programmes on provision of ciVIC amenltJes for the Improvement of slums The columns on Scheduled Caste and Scheduled Tnbe population in statement IV relatmg to CIvic and other amel1ltles and adult literacy classes/centres under educatIOnal faCIlitIes inStatement V are also added Inter aha WIth thIS view. A SIgnificant additIOn is class of town on all the seven statements of the town dIrectory. The infrastructure of amenities in urban areas of the country can be best analysed by takmg the class of towns into consideration. The addition of the columns on civic administration status and population in a few statement also serves thIS purpose. The format of the primary census abstract for the villages and towns has been formulated in the light of changes in the economic and other questions canvassed through the mdlVidual slIp of 1981 Census. In order to avoid delay in publication of1981 DCH series it has been so deSIgned that Part A of the volume contains village and town directory and Part B, the PCA of villages and towns including the Scheduled Castes and Scheduled Tribes PCA up to taluk/town levels. At the beginning of the DCH a detailed analytical note supported by a number of inset tables based on PCA and non-census data in relation to the infrastructure has been introduced to enhance its value. The district and taluk level maps depicting the boundaries and other important features have been inserted at appropriate places, to further enhance the value of the puhlication. vi This publIcation IS a Joint venture of the State Government and the Census Organisation.     A REPORT ON NGC ACTIVITIES IN TAMILNADU DURING 2004-2005 National Green Corps (Eco-clubs): An Overview We all know that we are part of the environment we live in. The solution to many environmental problems lie in our attitude towards environment. Be it awareness to keep our surroundings clean or the realization to conserve natural resources by re-using and recycling wherever possible, they all are attitudinal. On the surface, it looks simple; but changing the attitude of one billion people is not going to happen overnight. The best way to attempt to bring about a change in the attitudes in the society is through children. They have no vested interests; they are impressionable; they are our future. They are the single most important influence in any family. With this realization the Ministry of Environment & Forests, Government of India decided to launch the National Green Corps Progarnme (NGC). Government of India started the NGC Programme in the Tenth Five Year Plan. The objectives of this National programme are to educate children about their immediate environment to impart knowledge about the intricacies of the eco- systems, through field visits to instill in them the spirit of scientific inquiry into environmental problem and involve them in the efforts of environmental conservation. The NGC programme was successfully launched in 29 districts of Tamilnadu during 2002-2003. But the Department of Environment was one of the pioneers in starting eco-clubs in 1260 schools spread over all the districts of Tamilnadu within the State Government fund even before NGC programme came into being.
