During that time, our county leaders struggled with the challenge of managing that growth and building the infrastructure necessary to support it. That period of rapid development left us with key chal- lenges that we still face today. Many of our regulations and permitting processes were originally designed in an environ- ment where we had exponential growth and it was more important to manage the process rather than nurturing it. During those periods, we endured both boom and bust cycles. However, the last 7 years have been one of the longest bust cycles we have ever experienced. In South- west Florida, we have seen some 16,000 jobs vanish and nearly 20,000 homes have been through some stage of foreclosure. We have seen permits fall from a ten year average of 3,000 per year thru 2006, to a four year average of 750 through 2012. Commercial construction is down 90% from its peak – whereas residential con- struction is down 80% from its historical average. Through that decline we have seen first-hand the threats to services we rely on – from budget problems surround- ing our schools, to fire service, and county government. Fortunately, our most recent bust cycle appears to have ended and we are seeing a recovery underway. Year to date hous- ing starts were up almost 30% year over year from 2011 to 2012 in Collier. Major developments like Mirasol, Treviso Bay, Hacienda Lakes, and Sabal Bay are moving earth as we speak and represent well over 5,000 new homes in the coming years. The question remains – will we allow the recovery to diminish our efforts to build a healthy business climate? Or will we use the lessons of the past to work to- gether and be focused on nurturing smart- er growth, job creation, and economic sus- tainability for the future. Competition We have extensive competition whether we realize it or not. Just in Florida alone, other counties and regions have revamped their economic develop- ment policies and the resources allocated to them. Overall I really enjoy each day, both the planned and the unplanned.” Changes in medical care over the past five years have given more knowledge and power to patients. “There has been such a rapid increase in technology, and that has increased access to information for both the consumer and the provider,” Campbell said. “With most people having access at their fingertips, there are higher expectations.
