Role and Purpose of Community Boards:

 To represent, and act as an advocate for, the interests of their communities.  To provide an effective mechanism for community feedback to Council.  To consider and report on all matters referred by Council and its Committees, or any matter of interest or concern to the Community Board.  To maintain an overview of services provided by Council within the community.  To prepare an annual submission to Council for expenditure within the community.  To communicate with community organisations and special interest groups within the community.  To undertake responsibilities as delegated by Council or its Committees.

Delegated Functions:

Subject to compliance with Council strategies, policies, plans and legislation:

 To maintain an overview of road works, water supply, sewage, stormwater, parks, recreational facilities, community activities and traffic management within the community and make recommendations to Council and its Committees in accordance with their delegated functions.  To report and make recommendations to Council and its Committees in accordance with their delegated functions on issues facing the respective communities to promote public participation and communication within respective communities.  To undertake tasks, powers and functions delegated by Council or its Committees in accordance with their delegated functions from time to time.  To control, expend and monitor funds as allocated by Council.  To allocate Community Board reserve funds to specific capital non-recurring projects for council assets on council land, or in accordance with allocations which have been approved through the annual plan process.  To receive reports from Council appointees on Council matters relevant to the Community Board. 1. To have input into Council and its Committees on issues and plans that affect communities within the Community Board area.

RESOLUTION MC20-5.1 Moved: Cr K Marsh Seconded: Cr J Scrimgeour That the meeting adjourn for the purpose of holding a public forum. CARRIED

Clester Eru – Spencer Avenue Resident Ms Eru was in attendance to address her request that Spencer Avenue be re-opened. Ms Eru informed the Board about a letter she sent to the Maketu Community Board and Council on 8 October 2019, regarding her position on the matter; a copy of which was provided to the Senior Governance Advisor. Ms Eru also presented the Board with a copy of the more recent petition signed by community members and residents of Spencer Avenue. Ms Eru clarified that she would like the road to be opened, but acknowledged that the road would need to be repaired and made safe before this could happen.

The Board acknowledged that there was no signage to inform visitors that the road was closed.

The Board advised Ms Eru that this issue is in the Community Boards Long Term Plan noting that there are options for the Board to consider moving forward.

9.1 CHAIRPERSONS REPORT - MAKETU COMMUNITY BOARD MC20-5 20 OCTOBER 2020 The Board considered a report from the Chairperson titled Chairperson Report – Maketu Community Board MC20-5 20 October 2020. The Board took the report as read with further discussion on the below items: Maketu Road Cycleway The Board was advised that a safety audit had been undertaken to consider the planned alignment issues. There were potential safety and property access issues along both sides of Maketu Road, near the townships 50km/hr speed limit threshold. These issues would need to be consulted with the affected urban residents. Culvert at Spencer Avenue The Board was advised that this issue was being considered as part of the Comprehensive Stormwater Consents process. The consent had been appealed, and Council was awaiting further instruction. Newdicks Beach The Board had a discussion around the access to Newdicks Beach. Member Simpson advised the Board that he would have a conversation with the landowners and if the outcome was positive then the Council would get involved to determine the best way forward. It was noted that the minute action sheet for Newdicks Beach should be reopened, as the issue is yet to be resolved.

9.2 COUNCILLORS REPORT MAKETU COMMUNITY BOARD MC20-5 OCTOBER 2020 The Board considered a report from Councillor Marsh titled Councillors Report Maketu Community Board MC20-5 October 2020 dated 20 October 2020. The Board took the report as read with further discussion on the below topics:

9.2.1 BEACH ROAD KERB AND CHANNEL PROJECT The Board asked for an update on the two remaining driveway aprons that they would like to have completed. The Transportation Manager was following this up with the contractors.

9.2.2 TE KOHANGA REO Member Rae advised the Board that she would have a conversation with Kohanga staff regarding parking on the footpath outside of Te Kohanga Reo as the community had raised concerns regarding safety issues.

9.3 INFRASTRUCTURE SERVICES REPORT MAKETU COMMUNITY BOARD OCTOBER 2020 The Board considered a report from the Deputy Chief Executive titled Infrastructure Services Report Maketu Community Board dated 20 October 2020. The Board took the report as read with further discussions on the below topics:

RECOMMENDATION That the Deputy Chief Executive’s Report, dated 20 October 2020 and titled Infrastructure Services Report Maketu Community Board October 2020 be received.

9.3.1 ROAD IMPROVEMENTS LED LIGHTING The Board were advised that WestLink had commenced the installation of the replacement LED lighting, noting that some minor issues had arisen which were being addressed by WestLink.

9.3.2 SURF CLUB CAR PARK RESERVE ROCK REVETMENT The Board requested more information regarding this ongoing issue, including what the plan was moving forward. The Board was advised that Council had approved the funds to cover the cost of the Regional Council hearing, and would like an update on the progress of this.

9.3.3 RAUPOROA ROAD KERB AND CHANNEL The Board was advised that the cost for the kerb and channel was well above the allocated amount. The engineering requirements of the site may require further review. The Board requested an updated on this matter.

9.3.4 BUILD A SAFE LOOKOUT AREA AT THE INTERSECTION OF WILLIAMS CRESCENT AND ARAWA AVENUE The Board discussed what they thought was the best option at the moment regarding the lookout area at the intersection of Williams Crescent and Arawa Avenue. The Board agreed that, at this time, the best option was to put down some metal, which would create a safe area for cars to pull over.

9.4 DRAFT LONG TERM PLAN BUDGET - MAKETU COMMUNITY BOARD The Board considered a report from the Management Accountant titled Draft Long Term Plan Budget – Maketu Community Board dated 20 October 2020.

The Board agreed to approve the current budget in draft, noting that a discussion of the Board would occur on 27 October 2020 before submitting the finalised operating budget.

9.5 MAKETU COMMUNITY BOARD FINANCIAL REPORT - AUGUST 2020 The Board considered a report from the Management Accountant titled Maketu Community Board Financial Report – August 2020 dated 20 October 2020. The Board asked for an update on the Maketu Community Board submissions to the Annual Plan 2020 which should appear under Committed – Reserves expenditure. The Senior Governance Advisor would follow this up and report back to the Board with the outcome.

9 REPORTS

9.1 CHAIRPERSONS REPORT - MAKETU COMMUNITY BOARD - DECEMBER 2020 File Number: A3920672 Author: Shane Beech, Community Board Member Authoriser: Miriam Taris, Chief Executive Officer

RECOMMENDATION 1. That the Chairperson’s report dated 1 December 2020 titled Chairpersons Report – Maketu Community Board – December 2020 be received.

BACKGROUND 9.1.1 Update The weather has certainly heated up and so has the activity in Maketu, with the beach being the go to place on a lovely summer’s day. Sadly, however, it was not all sunshine. Maketu was hit with a large rain downpour which identified a couple of places needing attention. One of these areas was Beach Road, where a culvert that goes through the rock wall and gets blocked by debris. An onsite meeting was held and a solution of extending the pipe was decided as a possibility of solving the problem. The second problem area identified was Kotukutuku Gully, as it received extensive flooding due to a blocked culvert going under the road. A potential solution to this problem could be a steel grill on the upper side of the culvert opening, which would be cleared regularly.

Warmer weather means faster growth and sadly I feel we were let down by the contractors, who are not keeping up with the parks and reserves lawn maintenance, especially at our popular monthly market day, which is held at the Village Green. Vendors and patrons had to walk around in jungle grass.

It is nice to see the two driveways finished on Little Waihi Road which now completes the roading contract. It is also pleasing to see the pedestrian friendly gates installed at both ends of Spencer Avenue.

9.1.2 Talking Points  Water fountain and rubbish bin to be installed at Sports ground;  Truck load of metal – parking area at Te Kohanga Reo (a CCR has been raised);  Entrance signs into Maketu;  Trimming of Pohutukawa trees on Wilson and Maketu Road (a CCR has been raised);  Bollards on sports ground (stop cars); and  Fruit trees on Reserves.

9.3 MAKETU COMMUNITY BOARD ANNUAL PLAN 2020 REQUESTS File Number: A3905551 Author: Pernille Osborne, Senior Governance Advisor Authoriser: Jan Pedersen, Group Manager People And Customer Services

EXECUTIVE SUMMARY On 26 May 2020 the Annual Plan Committee reviewed the Maketu Community Boards Annual Plan 2020 requests. Following the workshop the Annual Plan Committee recommended that the Community Board pass several resolutions to progress certain projects. Below is a list of the requested projects that the Community Board has been recommended to pass resolutions on:

RECOMMENDATION 1. That the Senior Governance Advisor’s report dated 1 December 2020 and titled Maketu Community Board Annual Plan 2020 Requests, be received. 2. That the report relates to an issue that is considered to be of low significance in terms of Council’s Significance and Engagement Policy. 3. That the Maketu Community Board approve funding of up to $30,000 from the Maketu Community Board Reserve Account for the installation of an additional BBQ by the Surf Club. 4. That the Maketu Community Board approve funding of up to $5,000 from the Maketu Community Board Reserve Account for the installation of a water fountain to be placed on the sports field by the Skate park. 5. That the Maketu Community Board approve funding of up to $20,000 from the Maketu Community Board Reserve Account for the purchase and installation of two additional pieces of outdoor gym/exercise equipment to be located at the Park Road Reserve.

BACKGROUND At the Community Board meeting held 20 October 2020 the Board asked for an update on the Maketu Community Board submissions to the Annual Plan 2020, as they believed there were several items that should be appearing under Committed – Reserves expenditure. It was discovered that the Community Board never passed any formal resolutions for the items highlighted, therefore the projects were not listed as committed items. Below are the items that the Annual Plan Committee has suggested the Maketu Community Board pass resolutions on:

New BBQ – Surf Club The Board requested that one more BBQ be installed in the green area by the Surf Club. The Annual Plan Committee recommended that the Community Board pass a resolution to fund the additional BBQ (estimated cost $30,000 for a new twin plate disabled access BBQ). Recommendation: That the Maketu Community Board approve funding of up to $30,000 from the Maketu Community Board Reserve Account for the installation of an additional BBQ by the Surf Club.

Installation of water fountains on reserves The Board requested to fund one water fountain that would be placed on Reserves. The Annual Plan Committee recommended that the Community Board fund the water fountain from the Reserve account, noting that the preferred location of installation would need to be highlighted. Recommendation: That the Maketu Community Board approve funding of up to $5,000 from the Maketu Community Board Reserve Account for the installation of a water fountain to be placed on the sports field by the Skate park.

Outdoor Gym equipment The Board requested the purchase and installation of two pieces of outdoor exercise equipment to complement the existing four pieces already in place at Park Road Reserve. The Annual Plan Committee recommended that the Community Board pass a resolution to fund this from the Maketu Community Board Reserve account. Recommendation: That the Maketu Community Board approve funding of up to $20,000 from the Maketu Community Board Reserve Account for the purchase and installation of two additional outdoor gym/exercise equipment pieces, to be located at the Park Road Reserve.

What's Happened Beach Road and Little Waihi Road Kerb and channel have been completed. The Arawa Avenue footpath is complete.

What's Next Rauporoa Avenue kerb and channel design yet to be completed – see MAS. Two entranceway aprons on Little Waihi Road are planned to be constructed between the seal edge and the existing footpath.

Transportation - Road Improvements LED Lighting Description: Council owns and operates 2500 streetlights on local roads. Close to 100 of these are LED. Installation of LED lights reduces power consumption by 60%. Cost reduction is on the energy charges as line charges are a fixed fee. NZTA are offering an 85% subsidy to invest in the street light conversion conditional upon it being completed by June 2021. Council has decided to participate in this.

What's Happened The LED lighting conversion commenced in Omokoroa in August 2020 with work progressing to and .

WestLink have commenced the installation of the replacement LED lighting attached to the standard streetlight poles or on outreach arms attached to power poles.

The work involves removing the old luminaires and replacing them with the new LED units. It is anticipated that some existing poles replacements will be required due to their age and condition.

What's Next WestLink expect to have much of the LED upgrading in Omokoroa, Katikati and Waihi Beach completed by January 2021.

Te Puke work is planned for February/March and Maketu// planned to commence in the April/May timeframe.

Maketu Road Cycleway Description: New construction of a 2.5m wide concrete cycleway from Kaituna Road to Maketu town centre What’s Happened The route has been designed and a safety audit undertaken. What’s Next The safety audit considerations have been completed The pricing review is now underway. Construction is expected to commence in the New Year.

UTILITIES Solid Waste - Kerbside Waste Services Description: To implement three options for the management of kerbside collection services. They are kerbside collection, commercial services, and rural recycling drop off points.

What's Happened Kerbside Waste contract was awarded in September 2020. Focus for this year will be preparing for the contract implementation in July 2020. Commercial services will be considered after the first year of the contact implementation.

Additional rural recycling will commence in October 2020 for a six-month period at . Further sites to be identified for rural recycling implementation.

What's Next Ongoing work with the contract implementation and preparation for the rural recycling.
