ABSTRACT During a spillway discharge, to Theodore Roosevelt Dam near Phoenix, Ariz., in February 1980, water overtopped the right wall of the south spillway causing extensive I. damage to the powerhouse and destroying a downstream protective wall. A 1:36 scale model was used to develop protective measures for this powerplant, the highly jointed downstream canyon wall, and other structures. Also determined from the model study I were spillway and radial gate discharge capacity curves. The model showed that a 15-ft (4.57-m) high extension to the right training wall would provide full protection for the powerhouse. A 200-ft (61.0-m) long wall was found necessary to provide adequate I protection for the lower canyon wall. An extension to this wall, angled toward the river channel, was also recommended to protect a downstream warehouse. " ...... 37 I I: l I l I I I l PURPOSE These studies were made to determine a spillway rating curve for the south spillway of I Theodore Roosevelt Dam, and to test different wall configurations to provide protection I from flooding for various structures located downstream of the dam. I INTRODUCTION Theodore Roosevelt Dam was the first major structure • built by the Reclamation Service• i (now the Bureau of Reclamation) after its formation in 1902 by the Reclamation Act. Construction of the dam began in 1903 and was completed in 1911. Located 80 mi ,I (129 km) northeast of Phoenix, Ariz., on the Salt River (fig, 1), the dam is part of the t multipurpose Salt River Project that controls floods, generates power, and stores irrigation I water. l Roosevelt Dam is a 280-ft (85.3-m) high, rubble-masonry, thick-arch structure that is ! - 723 ft (220.4 m) long and impounds a reservoir of 1 382 000 acre-ft (1.7 x 109 m3). The dam originally had two uncontrolled overflow spillways. During the 1930's, radial gates were installed on both spillways to provide extra reservoir storage. The general plan and i sections of the dam and spillways are shown on figure 2. The spillways were cut into each abutment with each spillway crest oriented to continue the arch shape of the dam. This I alinement creates many problems because the south spillway channels its flow directly I toward the upper right training wall instead of downstream (fig. 3). During a flood in February 1980, the spillways operated with a combined discharge Of I approximately 73 500 fta/s (2080 ma/s). The south spillway, with a flow of about 35 000 fta/s (990 mS/s), overtopped the upper right training wall, cascaded down the I slope, and entered the powerhouse. Approximately $1 million in damage resulted. During this same flood; a downstream training wall that protected the highly jointed canyon walls I from erosion was damaged when water overtopped the wall and eroded rock from behind il it. This caused a large section of the wall to be lifted out and deposited downstream. I i Directly downsteam, approximately 300 ft (91 m) from the toe of the south spillway, a ! converted warehouse was also damaged by mud and water entering the lower floors. A wall to protect this structure was included in these studies, ! CONCLUSIONS 1. The maximum discharge capacity of the south spillway

    INTRODUCTION Hydroelectric Power -- what is it? It=s a form of energy … a renewable resource. Hydropower provides about 96 percent of the renewable energy in the United States. Other renewable resources include geothermal, wave power, tidal power, wind power, and solar power. Hydroelectric powerplants do not use up resources to create electricity nor do they pollute the air, land, or water, as other powerplants may. Hydroelectric power has played an important part in the development of this Nation's electric power industry. Both small and large hydroelectric power developments were instrumental in the early expansion of the electric power industry. Hydroelectric power comes from flowing water … winter and spring runoff from mountain streams and clear lakes. Water, when it is falling by the force of gravity, can be used to turn turbines and generators that produce electricity. Hydroelectric power is important to our Nation. Growing populations and modern technologies require vast amounts of electricity for creating, building, and expanding. In the 1920's, hydroelectric plants supplied as much as 40 percent of the electric energy produced. Although the amount of energy produced by this means has steadily increased, the amount produced by other types of powerplants has increased at a faster rate and hydroelectric power presently supplies about 10 percent of the electrical generating capacity of the United States. Hydropower is an essential contributor in the national power grid because of its ability to respond quickly to rapidly varying loads or system disturbances, which base load plants with steam systems powered by combustion or nuclear processes cannot accommodate. Reclamation=s 58 powerplants throughout the Western United States produce an average of 42 billion kWh (kilowatt-hours) per year, enough to meet the residential needs of more than 14 million people.

The foundational document of the Law of the River is the Colorado River Compact of 1922. Pursuant to the compact, the basin states established a framework to apportion the water supplies between the Upper and Lower Basins of the Colorado River, with the dividing line between the two basins at Lee Ferry, AZ (near the Utah border).

The dam is 357 feet (109 m) high and was built between 1905 and 1911, and renovated 1989 - 1996. The dam has a hydroelectric generating capacity of 36,000 kW. The dam forms the Theodore Roosevelt Lake as it impounds the Salt River. Construction on Roosevelt Dam began in 1903 at the confluence of Tonto Creek and the Salt River. The primary purpose of the project was to provide water storage for the Salt River Project and flood control through the Salt River Valley. The dam was finished in 1911 after several devastating floods had interrupted the construction progress in 1905. At the time of completion in 1911, it was the largest masonry dam in the world with a height of 280 feet (84 m) and a length of 723 feet (216 m) while Roosevelt Lake was for a time the world's largest artificial reservoir. In 1989, an ambitious expansion and renovation project was begun at Roosevelt Dam. The dam was resurfaced with concrete, by J.A. Jones Construction Company, and its height was raised 77 feet (23 m) to 357 feet (107 m) which had the effect of increasing the storage capacity of Roosevelt Lake by roughly 20%.

    SUMMARY ECONOMIC ANALYSIS OF PROPOSED CRITICAL HABITAT DESIGNATION FOR THE SOUTHWESTERN WILLOW FLYCATCHER May 2005 Background In October 2004, the U.S. Fish and Wildlife Service published a proposed critical habitat designation (CHD) for the southwestern willow flycatcher (flycatcher) (Empidonax traillii extimus). The essential habitat identified for the flycatcher includes approximately 1,555 river miles and 376,000 acres in Arizona, California, Colorado, New Mexico, Nevada and Utah. Approximately 40 percent of the habitat is under Federal ownership, with another 40 percent under private ownership and the remaining 20 percent under State and other ownership.1 The economic analysis considers and attempts to quantify the potential economic effects of efforts to protect the flycatcher and its habitat (flycatcher conservation activities) in the proposed CHD as well as the economic effects of protective measures taken as a result of the listing or other Federal, State, and local laws that aid habitat conservation in the areas proposed for designation. KEY FINDINGS2 • Future Economic Impacts associated with flycatcher conservation are forecast to range from $29.2 to $39.5 million annually (under Scenario 1, the most likely scenario). • Activities Most Impacted: Water management activities account for $25.7 million annually, or 75 percent of total costs (under Scenario 1). Sixteen percent of costs are related to administrative efforts, five percent to grazing activities, two percent to transportation activities, one percent to development activities, one percent to Tribal activities, and one percent to all other activities. Impacts under Scenario 2 are even more heavily weighted to water management and use. Within Management Units (MUs), impacts are concentrated at water management facilities.

    Arizona Department FACT SHEET of Environmental Quality Publication Number: FS 16 -15 Ambient Groundwater Quality of the Salt River Basin: A 2001-2015 Baseline Study – June 2016 Introduction The Arizona Department of Environmen- tal Quality (ADEQ) Ambient Groundwater Monitoring Program conducted a baseline study to characterize the groundwater quality of the Salt River basin from 2001 to 2015. ADEQ carried out this task under Arizona Revised Statutes §49-225 that mandates monitoring of waters of the state including its aquifers. The fact sheet is a synopsis of the ADEQ Open-File Re- port 16-01.1 Groundwater in the Salt River basin is generally suitable for drinking water uses based on the sampling results from this study. The Salt River basin comprises 5,232 square miles within east-central Arizona and includes portions of Apache, Gila, Greenlee, Maricopa, and Navajo coun- ties.
