This amount was last raised in 2005. The State Bank Commissioner is okay with this change. Effective Date: 5/6/2019 DE HB 26 Primary Sponsor: Ruth Briggs King (R) Title: 48-Hour Wait After Introduction of Budget, Bond & Capital Improvement Introduced: 1/4/2019 Disposition: 1/4/2019 – Assigned to Administration Committee in House Summary: The purpose of this provision is to allow all interested persons, including legislators, a reasonable amount of time to review the three significant financial legislative acts before voting on such legislation. This restriction can be waived if three-fourths of each House of the General Assembly agrees to act in a shorter time period. DE HB 36 Primary Sponsor: Gerald Brady (D) Title: Liens on Real Estate Assessment Taxes Introduced: 01/10/2019 Disposition: STRICKEN 03/05/2019 - no further consideration of this legislation Summary: This Act authorizes a county or municipality to treat an unpaid lien as a tax lien against the property subject to the lien and collect the lien in the same manner as other tax liens, including a proceeding under a writ of monition. This Act also makes technical corrections to conform existing law to the standards of the Delaware Legislative Drafting Manual. Registered voters will be allowed to vote in-person during at least 10 days before an election, up to and including the Saturday and Sunday immediately before the election at locations determined by the State Election Commissioner. Effective Date: 01/01/2022 DE HB 41 Primary Sponsor: Stephanie Bolden (D) Title: Primary Elections Introduced: 01/24/2019 Disposition: 01/25/2019 - Assigned to Elections, Govt. & Community Affairs Committee in Senate Summary: Section 1 of this bill moves the date of primary elections for statewide office, county office, and municipal office to the fourth Tuesday in April, which is the 11/20/19 2019-2020 Delaware State Legislative Update Page 2 date of the presidential primary (in presidential election years). The dates for submitting and withdrawing notification of candidacy have been adjusted accordingly. Section 2 of the bill changes the deadline for a minor political party selecting its candidate at the party’s convention. Section 3 of the bill changes the deadline for filing certificates of nomination from September 1st to April 1st. Section 4 changes the closed period in which a voter is not allowed to change his or her political affiliation to match the 60-day limit in 15 Del. C. § 3189 for presidential primaries. DE H 154 Primary Sponsor: Chukwuocha (D) Title: Real Estate Appraisers Practice Act Introduced: 05/14/2019 Disposition: 7/4/2019 – Signed by Governor Summary: Updates the Real Estate Appraisers' Practice Act; clarifies the definition of federally related transaction and adds a definition for federal financial institutions regulatory agencies; provides that changes to these definitions would render the state's definitions consistent with federal law. Effective Date: 07/31/2019 DE SB 59 Primary Sponsor: Anthony Delcollo (R) Title: Expand Medical Cannabis Access Introduced: 3/21/2019 Disposition: 5/8/2019 Amendment SA 1 Introduced and Placed with Bill Summary: SA 1 restricts the ability of certified nurse practitioners and physician assistants to recommend medical marijuana to adults and maintains the current requirement that only physicians with specific specialties may recommend medical marijuana for patients under 18. This Act also makes technical corrections to conform existing law to the standards of the Delaware Legislative Drafting Manual.
