This involves the absurd, baseless, and arbitrary inclusion of names of individual activists, human rights defenders, and political dissenters in the list of supposed leaders and members of the Communist Party of the Philippines (CPP) and the New People’s Army (NPA) in a Department of Justice petition proscribing the two entities as terrorist organizations under Republic Act 9372 or the Human Security Act of 2007, otherwise known as the anti-terrorism law. While National Democratic Front of the Philippines (NDFP) as an organization was omitted in the proscription, those involved in the peace talks between the Government of the Republic of the Philippines and NDFP were listed, including Peace Panel members Coni Ledesma, Juliet de Lima and Benito Tiamzon; Chief Political Consultant Jose Maria Sison; Senior Adviser Luis Jalandoni; Wilma Austria-Tiamzon and at least 29 other peace

CASEBOOK ON INSURGENCY AND REVOLUTIONARY WARFARE VOLUME II: 1962–2009 27 APRIL 2012 United States Army Special Operations Command CASEBOOK ON INSURGENCY AND REVOLUTIONARY WARFARE VOLUME II: 1962–2009 Paul J. Tompkins Jr., USASOC Project Lead Chuck Crossett, Editor United States Army Special Operations Command and The Johns Hopkins University/Applied Physics Laboratory National Security Analysis Department In a rare spare moment during a training exercise, the Operational Detachment-Alpha (ODA) Team Sergeant took an old book down from the shelf and tossed it into the young Green Beret’s lap. “Read and learn.” The book on human factors considerations in insurgencies was already more than twenty years old and very out of vogue. But the younger sergeant soon became engrossed and took other forgotten revolution-related texts off the shelf, including the 1962 Casebook on Insurgency and Revolutionary Warfare, which described the organization of undergrounds and the motivations and behaviors of revolutionaries. He became a student of the history of unconventional warfare and soon championed its revival as a teaching subject for the US Army Special Forces. When his country faced pop-up resistance in Iraq and tenacious guerrilla bands in Afghanistan during the mid-2000s, his vision of modernizing the research and reintroducing it into standard education and training took hold. This second volume owes its creation to the vision of that young Green Beret, Paul Tompkins, and to the challenge that his sergeant, Ed Brody, threw into his lap. i FOREWORD Unconventional Warfare is the core mission and organizing principle for US Army Special Forces. The Army is the only military organization specifically trained and organized to wage Unconventional Warfare.

Terrorism in the Philippines and Its Influence on Great Powers Michael K. Logan, M.A. University of Nebraska Omaha [email protected] Lauren Zimmerman University of Nebraska Omaha [email protected] Brittnee Parker University of Nebraska Omaha [email protected] Gina S. Ligon, Ph.D.* University of Nebraska Omaha [email protected] Abstract We examine four active Violent Non-State Actors (VNSAs) and their capacity to disrupt Chinese influence in the Philippines. The four VNSAs include the Abu Sayyaf Group, the Bangsamoro Islamic Freedom Fighters, the Moro National Liberation Front, and the New People’s Army. Drawing from both the Leadership for the Extreme and Dangerous for Innovative Results project and the Global Terrorism Database, we focus on each VNSA’s organizational and leadership capabilities as well as their tactical patterns between 2012 and 2017. Our findings suggest that, of the four VNSAs, the New People’s Army has both the motivation and resources to spoil Chinese influence in the Philippines. *The authors would like to thank Dr. Haroro Ingram, The Program on Extremism at George Washington University, for his subject matter expertise that contributed to this report. 1 Background The Chinese and Filipino governments have contested territorial claims in the South China Sea. This international waterway grants strategic power to any who operates within its waters. It is responsible for carrying $3 trillion in trade every year; one-third of the world's shipping passes through it; oil and gas reserves are believed to lie beneath it, and its fisheries feed millions in Southeast Asia each year (Global Conflict Tracker, 2019).

Santos, Jr. and Paz Verdades M. Santos and Paz Verdades Soliman M. Santos, Jr. Primed and Purposeful: Armed Groups and Human Security Efforts in the Philippines pro- vides the political and historical detail necessary to understand the motivations and probable outcomes of conflicts in the country. The volume explores related human security issues, including the willingness of several Filipino armed groups to negotiate political settlements to the conflicts, and to contemplate the demobilization and reintegration of combatants into civilian life. Light is also shed on the use of small arms—the weapons of choice for armed groups—whose availability is maintained through leakage from government arsenals, porous borders, a thriving domestic craft industry, and a lax regulatory regime. —David Petrasek, Author, Ends and Means: Human Rights Approaches to Armed Groups (International Council on Human Rights Policy, 2000) At the centre of this book are the ‘primed and purposeful’ protagonists of the Philippines’ two major internal armed conflicts: the nationwide Communist insurgency and the Moro insurgency in the Muslim part of Mindanao.
