He graduated from Winona State University in 2010 and received his skills training at Alexandria Technical College. He comes to the State Patrol with great experience working private security as well as with the Minnesota Department of Corrections. In his spare time, Baker enjoys fly fishing in Yellowstone National Park. Baker is excited to help drive Minnesota toward zero highway deaths. PAUL BARTUSCH HOMETOWN: CARVER ASSIGNMENT: BURNSVILLE Bartusch grew up in Mankato and later moved to Chaska with his parents. He has one brother and three sisters. Bartusch graduated from Minnesota State University-Mankato with a bachelor’s degree in corrections. Prior to joining the State Patrol, he was in working in store management for Lund’s. Bartusch chose the Minnesota State Patrol because he wants to help make a difference for all Minnesotans. PATRICK BEUNING HOMETOWN: ROCHESTER ASSIGNMENT: ROCHESTER Beuning is from Rochester where he resides with his wife and their 2 ½-year-old son. He received his bachelor’s degree in 2007 from St. Cloud State University and attended Rochester Community College for his law enforcement certificate. STATE OF MINNESOTA Office of the State Auditor Julie Blaha State Auditor MINNESOTA STATE PATROL SAINT PAUL, MINNESOTA AGREED-UPON PROCEDURES January 22, 2020 Description of the Office of the State Auditor The mission of the Office of the State Auditor is to oversee local government finances for Minnesota taxpayers by helping to ensure financial integrity and accountability in local governmental financial activities. Through financial, compliance, and special audits, the State Auditor oversees and ensures that local government funds are used for the purposes intended by law and that local governments hold themselves to the highest standards of financial accountability. The State Auditor performs approximately 100 financial and compliance audits per year and has oversight responsibilities for over 3,300 local units of government throughout the state. The office currently maintains five divisions: Audit Practice – conducts financial and legal compliance audits of local governments; Government Information – collects and analyzes financial information for cities, towns, counties, and special districts; Legal/Special Investigations – provides legal analysis and counsel to the Office and responds to outside inquiries about Minnesota local government law; as well as investigates allegations of misfeasance, malfeasance, and nonfeasance in local government; Pension – monitors investment, financial, and actuarial reporting for Minnesota’s local public pension funds; and Tax Increment Financing – promotes compliance and accountability in local governments’ use of tax increment financing through financial and compliance audits. Minnesota Department of Public Safety Minnesota State Patrol 2014 Minnesota State Patrol Trooper Academy Graduates Eric Anderson HOMETOWN: CLOQUET ASSIGNMENT: OWATONNA Cadet Anderson was born and raised in Cloquet, and graduated from high school in 2006. After graduation, he enrolled in courses at Fond Du Lac Tribal and Community College to obtain his law enforcement education. Cadet Anderson continued his studies and attended University of Minnesota Duluth, graduating in 2011. Cadet Anderson worked as a Correctional Officer at Moose Lake River Correctional Facility for two and a half years. He enjoys sports, movies and video games. Chad Arneson HOMETOWN: SARTELL ASSIGNMENT: MINNEAPOLIS Cadet Arneson was born and raised in Seoul, South Korea, and adopted by a family in Sartell. He graduated from Sartell in 2003. He attended the University of Minnesota, graduating in 2008. Cadet Arneson joined the National Guard and was commissioned as an officer in the Field Artillery. Before starting his career with the Minnesota State Patrol, Cadet Arneson was employed as a Detention Deputy with the Hennepin County Sheriff’s Office. He currently resides in Plymouth Brett Bilky HOMETOWN: SPICER ASSIGNMENT: FERGUS FALLS Cadet Bilky was born in Waukegan, Ill., and moved to Minnesota in 2001. For the past 10 years, he has lived in Spicer. After completing school at New London High School in 2008, he enrolled in courses at Ridgewater College in Willmar, where he obtained his associate degree in Law Enforcement. Cadet Bilky worked at a private fish hatchery for five years, raising walleyes and muskies. He also worked at Kandiyohi County Sherriff’s office water patrol during the summers of 2012 and 2013. -

HISTORY OF THE MINNESOTA STATE HIGHWAY PATROL 1929-PRESENT The following Highway Patrol personnel were Patrol supervisors who did not go through the current structure of promotion, and, therefore, were never issued a State Patrol numbered badge: Arnoldy, John Chief 1933-38 Corcoran, Frank T. Assistant Chief (1939-43) 1935-45 Murray, Martin Chief 3/16/38-39 Rowe, Eldon Chief 3/1/39-45 Sieben, Harry A. Safety Director 1/57-4/61 Chabries, Mike Chief 7/93-9/97 Information compiled by Diane Lindstrom 2 During the 1925 Legislative session some talk was started regarding the formation of a State Patrol organization in the State of Minnesota. No bill was introduced during this session of the Legislature. During the 1927 Legislative session, however, a bill was presented to create a State Highway Patrol organization. This met with a lot of opposition from certain organizations and the bill did not pass. The 1929 Legislature passed a bill creating a Highway Patrol. The bill placed the organization under the Minnesota Highway Department and authorized the Commissioner of Highways to employ not exceeding 35 men with pay not to exceed $150.00 per month. 1929 : In June 1929, Charles M. Babcock, Commissioner of Highways, appointed Earle Brown , Sheriff of Hennepin County, as Chief of the Highway Patrol. PAUL, Minn. — One Minnesotan’s quick thinking to prevent an out-of-control vehicle from Driver and Vehicle causing a potential crash, and three brave citizens who fought through flames to free an elderly Services passenger before the vehicle she was in burned to the frame were among those honored today by the Minnesota State Patrol at its annual awards ceremony. Emergency Communication Netw orks Each year, the Patrol honors citizens, troopers and other public servants who performed life-saving acts or excelled in a crisis to ensure safer Minnesota roads. Homeland Security and Emergency Management Award Recipients: Minnesota Trooper of the Year—Trooper Alan Thompson received the award, which is presented to State Patrol the trooper who best demonstrates outstanding work performance, initiative and leadership. Office of Thompson has consistently exceeded performance standards since joining the State Patrol in Communications 1999. His daily contributions have gone a long way toward reducing serious injuries and fatalities through his enforcement and education efforts, according to Lt. Chris Edstrom and Office of Justice Programs Lt. Tiffani Nielson. Thompson makes 3,122 enforcement contacts every year and responds to everything from property damage to fatal and serious injury crashes. Thompson is from Office of Pipeline Safety Winsted. MEMORANDUM OF LAW IN SUPPORT OF MOTION FOR TEMPORARY RESTRAINING ORDER AGAINST DEFENDANTS JOHN HARRINGTON, MATTHEW LANGER, AND JOHN DOE __________________________________________________________________ INTRODUCTION Local, national, and international press have gathered in Brooklyn Center to report on the protests arising from the recent police killing of Daunte Wright. The Minnesota State Patrol has targeted these journalists with arrest, chemical weapons, “less-lethal” ballistics, and orders to “disperse” and cease reporting. This despite the fact that curfews imposed by Brooklyn Center and Hennepin County exempt journalists, and there is no evidence any journalists have been CASE 0:20-cv-01302-WMW-DTS Doc. 96 Filed 04/14/21 Page 2 of 21 involved in incitement or violence or have otherwise impeded the activities of law enforcement. If journalists are exempt from the curfew order, and are not impeding the function of law enforcement, there can be only one purpose for the actions of the State Patrol, and that is to stop journalists from reporting on the protests in violation of the First Amendment.
