Chapter 2: Strategic Overview
Draft Supporting Document Chapter 2: Strategic Overview 2.1 Introduction 2.1.1 Step 2 of the policy process is to identify the key strategic issues likely to affect the choice of location of future development. This requires investigation of a wide range of different social, economic and environmental issues. 2.1.2 Identification of strategic issues is based on the following: • national planning policy, which identifies the scope of planning issues and sets out strategic priorities for plan-making; • Government statistics j, reports and other publications; • technical studies on various social, economic and environmental topics including infrastructure and demographic projections; • consultation feedback from the Issues and Options stage; • meetings with the providers of infrastructure and services; • planning judgement (issues important to strategy development). 2.1.3 The scope of the strategic overviews is defined by a number of matters, as explained in Section 1.4 of this document. Strategic Overviews set the overall focus for work at subsequent steps of the strategy selection process. It may be that some of the information contained in the strategic overviews will need to be amended as more information is obtained as work progresses. 2.1.4 Some planning issues can be considered under a number of different headings. For example, climate change is usually considered in terms of reducing greenhouse gases (mitigation) and in terms of creating environments which can be resilient to the unavoidable effects of climate change (adaptation). However, within these categories there are issues relating to transport (reducing emissions), economy (low carbon business), environment (flood risk), housing (insulation), infrastructure (district heating), water (supplies), and natural resources (renewable and low carbon energy). -

The aim of this assessment is to identify the potential local transport related issues that may arise as a result of the East of Stevenage housing development proposal and provide sufficient mitigation proposals if necessary. The assessment has been carried out in conjunction with Hertfordshire County Council (HCC) so that in addition to the East of Stevenage development, the assessment also includes explicit consideration of impacts of the latest North Hertfordshire District Council (HNDC) and Stevenage Borough Council’s (SBC) housing development assumptions. The East of Stevenage development proposal has been modelled as a Do Something scenario, making use of the latest Stevenage & Hitchin Urban Model (SHUM), a transport model that was updated in January 2014, and approved by Highways England in March 2014. This technical note serves three key purposes: x Firstly, to explain the stages undertaken during the forecasting of the highway model assignment including the development of the future year highway network and traffic demand, including housing developments forecasts (Section 2 to 5). x Secondly, to present details of potential transport issues on the highway network in the Do Something housing development scenario (Section 6). -
Hertfordshire Infrastructure Investment Strategy (HIIS)
FOREWORD In early 2012 I was commissioned by Hertfordshire County Council on behalf of the Hertfordshire Infrastructure & Investment Partnership (HIPP) and the Hertfordshire Local Enterprise Partnership (Herts LEP) to undertake a refresh of the 2009 Hertfordshire Infrastructure and Investment Strategy (HIIS - a study in which I had acted as project manager for the 11 Hertfordshire authorities who had collectively commissioned it. The need for the refresh of the 2009 study was felt to be self evident. Since the date of publication, whilst the need for new infrastructure for the county had not diminished, much of the context in which it was being promoted had changed. HIPP and the Herts LEP wanted to understand these changes and the impact they were having, particularly insofar as they were likely to affect the likelihood of delivery. Equally however they also wanted to consider ways in which the drive to deliver new infrastructure could be ramped up. The document is partly a statement of where we are now and what that means for infrastructure planning in Hertfordshire, but partly also an attempt to point the way forward for the key Hertfordshire agencies - what they need to do deliver more infrastructure projects in the county. This calls for both new ways of thinking and new alliances of agencies working constructively together. Much is made in this report of the changes to the infrastructure planning landscape since 2009 and now. What is perhaps quite striking is the change of emphasis that has come about in the last few months, after the report's contents had been finalised following the October 2012 Hertfordshire Infrastructure Planning Conference. -
