REDEVELOPING OATHILLS LEA TARPORLEY YOUR QUESTIONS ANSWERED WHAT ARE WE BUILDING? 12 x 1 bed apartments 8 x 2 bed apartments 40 car parking spaces & green spaces ALL HOMES WILL BE AFFORDABLE RENT The anticipated rent will be between £110 and £115 per week for a 1 bed and between £130 and £135 per week for a two bed. These could vary slightly depending on the date of completion and the valuation at handover. Please use these figures as a guide. WHO WILL BE LIVING THERE? In line with Tarporley Parish Council’s Neighbourhood Plan and the Council’s Common Allocation Policy, properties will be advertised via West Cheshire Homes and the adverts will state that preference will be given to eligible applicants who have a Rural Local Connection to the parish of Tarporley. Each eligible person/s will satisfy the following Local Rural Connection criteria in order of priority. A qualifying Rural Local Connection is where person/s: Have been ordinarily a resident in either Tarporley, Rushton, Utkinton, Clotton Hoefield, Tiverton and Tilstone, Fearnall for the 12 months immediately preceding the date of application for the home, or who have at any time previously resided in one of the parish’s mentioned above for at least 5 years; Have a strong local connection with either Tarporley, Rushton, Utkinton, Clotton Hoefield, Tiverton and Tilstone, Fearnall and in seeking to allocate any Affordable Housing unit under this sub-clause the following shall be considered: a) Has previously lived in one of the areas mentioned above for a continuous period of at least 5 years. b) Has immediate family (parents, children, siblings) who are currently living in one of the areas and has done so continuously for at least 5 years. c) Has a permanent contract of employment in one of the areas mentioned or has accepted in writing a firm offer of permanent employment. If after advertising the properties via West Cheshire Homes there is insufficient interest in them, a second round of advertising will take place with West Cheshire Homes. Should this still produce insufficient applications, properties will be made available to people who have no 'Rural Local Connection' but meet the eligibility criteria of the Council’s Common Allocations Policy and have a need for such accommodation. Start on Site: Once the consultation period has closed, we will submit an application for planning approval to Cheshire West & Chester, which will take at least 3 months to determine. Dependent on the availability of Homes England funding and planning, the target to start on site is Spring 2021. Completion and handover: As above, but target will be spring 2022. Construction will take in the region of 12 months. GREEN LIVING The apartments will be heated by an electric heating system, addressing the governments target to not install gas in new properties by 2025. There will also be car charging points, which can be used by future residents with electric vehicles. We are also investigating whether ducting for future electric car charging points can be accommodated to all spaces. Two bike stores have been incorporated into the design, to encourage the use of bikes. WHO WILL BE BUILDING THE HOMES? A contractor has not yet been selected to work on this development but any contractors asked to price the works will go through Weaver Vale’s thorough due diligence process. In addition to being assessed on quality as well as cost this will ensure they have the skills and experience to carry out the works in a safe way, whilst minimising disruption to the local community. WILL THE PUBLIC FOOTPATH REMAIN OPEN? Yes, we will maintain access to the footpath as much as possible during the construction period. It may be necessary to close the footpath for short periods of time to protect the Health and Safety of local residents. In these circumstances advanced notice will be given to local residents. PROTECTING WILDLIFE Several ecological surveys have been conducted on the site by independent qualified ecologists who have reviewed the current wildlife on the site and suggested opportunities for us to improve the habitats for wildlife as part of the re-development. Bat emergence surveys have been carried out at night on the existing building and the ecologists have confirmed there are no bats roosting within the building. We will maintain as many existing trees as possible to ensure there are lots of foraging opportunities for bat, birds and other local wildlife.
