Redeveloping Oathills Lea, Tarporley REDEVELOPING OATHILLS LEA TARPORLEY YOUR QUESTIONS ANSWERED WHAT ARE WE BUILDING? 12 x 1 bed apartments 8 x 2 bed apartments 40 car parking spaces & green spaces ALL HOMES WILL BE AFFORDABLE RENT The anticipated rent will be between £110 and £115 per week for a 1 bed and between £130 and £135 per week for a two bed. These could vary slightly depending on the date of completion and the valuation at handover. Please use these figures as a guide. WHO WILL BE LIVING THERE? In line with Tarporley Parish Council’s Neighbourhood Plan and the Council’s Common Allocation Policy, properties will be advertised via West Cheshire Homes and the adverts will state that preference will be given to eligible applicants who have a Rural Local Connection to the parish of Tarporley. Each eligible person/s will satisfy the following Local Rural Connection criteria in order of priority. A qualifying Rural Local Connection is where person/s: Have been ordinarily a resident in either Tarporley, Rushton, Utkinton, Clotton Hoefield, Tiverton and Tilstone, Fearnall for the 12 months immediately preceding the date of application for the home, or who have at any time previously resided in one of the parish’s mentioned above for at least 5 years; Have a strong local connection with either Tarporley, Rushton, Utkinton, Clotton Hoefield, Tiverton and Tilstone, Fearnall and in seeking to allocate any Affordable Housing unit under this sub-clause the following shall be considered: a) Has previously lived in one of the areas mentioned above for a continuous period of at least 5 years. b) Has immediate family (parents, children, siblings) who are currently living in one of the areas and has done so continuously for at least 5 years. c) Has a permanent contract of employment in one of the areas mentioned or has accepted in writing a firm offer of permanent employment. If after advertising the properties via West Cheshire Homes there is insufficient interest in them, a second round of advertising will take place with West Cheshire Homes. Should this still produce insufficient applications, properties will be made available to people who have no 'Rural Local Connection' but meet the eligibility criteria of the Council’s Common Allocations Policy and have a need for such accommodation. Start on Site: Once the consultation period has closed, we will submit an application for planning approval to Cheshire West & Chester, which will take at least 3 months to determine. Dependent on the availability of Homes England funding and planning, the target to start on site is Spring 2021. Completion and handover: As above, but target will be spring 2022. Construction will take in the region of 12 months. GREEN LIVING The apartments will be heated by an electric heating system, addressing the governments target to not install gas in new properties by 2025. There will also be car charging points, which can be used by future residents with electric vehicles. We are also investigating whether ducting for future electric car charging points can be accommodated to all spaces. Two bike stores have been incorporated into the design, to encourage the use of bikes. WHO WILL BE BUILDING THE HOMES? A contractor has not yet been selected to work on this development but any contractors asked to price the works will go through Weaver Vale’s thorough due diligence process. In addition to being assessed on quality as well as cost this will ensure they have the skills and experience to carry out the works in a safe way, whilst minimising disruption to the local community. WILL THE PUBLIC FOOTPATH REMAIN OPEN? Yes, we will maintain access to the footpath as much as possible during the construction period. It may be necessary to close the footpath for short periods of time to protect the Health and Safety of local residents. In these circumstances advanced notice will be given to local residents. PROTECTING WILDLIFE Several ecological surveys have been conducted on the site by independent qualified ecologists who have reviewed the current wildlife on the site and suggested opportunities for us to improve the habitats for wildlife as part of the re-development. Bat emergence surveys have been carried out at night on the existing building and the ecologists have confirmed there are no bats roosting within the building. We will maintain as many existing trees as possible to ensure there are lots of foraging opportunities for bat, birds and other local wildlife. Mrs Hamilton was commendable 4th in our category (out of 12) which I feel was pretty good for unwell and not able to find a substitute in such short notice.

    The barony of Malpas in the twelfth century Veter Cotgreave The barony of Malpas described in Domesday Book covered a large swathe of southern Cheshire and even after its later division into two halves (or moieties), each was sufficient to sustain a significant baronial family. It included a compact group of settlements extending northwards from Malpas to Tiverton and Tilstone Fearnall, westwards to Farndon on the Welsh border and eastwards to Cholmondeley and Spurstow, as well as encompassing isolated places in the rest of the county, including Chrisdeton, Guilden Sutton and Cranage. Little is known but much has been speculated about the barony in the period between its original formation and its history in the thirteenth century. This period — roughly equivalent to the twelfth century - is the time at which the estate was split into two nominal moieties and during which the shape of many later estates began to be formed among the barons’ descendents. Understanding the descent of the barony is important for at least four reasons. First, the landowning families of Cheshire are litde known compared to those of the rest of the country, partly because its special status under an autonomous earl meant that the county was mentioned relatively infrequently in records such as the pipe rolls and cartae baronum. Almost seven per cent of the known population of England lived in Cheshire at the time of Domesday Book,1 but only 2.5 per cent of individuals identified from a survey of twelfth-century English documents have any connection with the county.2 Even allowing for the wide uncertainties and omissions that these figures represent, they point 1 H.C.

    Community Governance Review of Tilstone Fearnall and Tiverton parishes Notice of Decision Local Government and Public Involvement in Health Act 2007 Cheshire West and Chester Borough Council has decided to what extent it will give effect to the recommendations made in the Community Governance Review of the parishes of Tilstone Fearnall and Tiverton. The decision is that: 1) the boundary of the existing parish of Tiverton be redrawn to the north to transfer Redhill Cottages, Birch Heath Farm (south) and Woodbine Cottages from Tiverton parish to Tarporley parish; 2) the boundary of the existing parish of Tiverton be redrawn to the north-east to transfer Tiresford, Tiresford Cottages, Tiresford Farm Cottage and Four Lane Ends Farm from Tiverton parish to Tarporley parish; 3) the boundary of the existing parish of Tilstone Fearnall be redrawn at Winterford Lane / Cheshire East boundary to transfer the property of Stages Platt Cottage from Tilstone Fearnall parish to Rushton parish; 4) the grouping of the existing parishes of Tiverton and Tilstone Fearnall under the single common council of Tiverton and Tilstone Fearnall be dissolved; 5) the parishes of Tiverton and Tilstone Fearnall be amalgamated to constitute a new single parish comprising the area of those parishes; 6) the new parish shall be known as Tiverton and Tilstone Fearnall; 7) in consequence of paragraph (5) above, the existing parishes of Tiverton and Tilstone Fearnall shall cease to exist; 8) a new local council for the area be created; 9) the local council for the area adopt the style of “parish”; 10) the new parish shall not be warded; 11) the parish council for the parish of Tiverton and Tilstone Fearnall consist of nine members; and 12) a Cheshire West and Chester Borough Council (Reorganisation of Community Governance) Order be prepared in accordance with the above recommendations and that the Order be effective from 1 April 2015 save for those recommendations relating to parish electoral arrangements which shall come into force on the ordinary day of election of councillors in May 2015.

The residents do not want the removal of the hedge or gate and do not want a car parking area. It is a management issue, cars can be parked on the area currently available, with a rota to enable the gate to be opened and locked daily. Keith and Al Walker, Brownhill Park, previously vehicles could be heard in the night that disturbed the dog, we are concerned this may re-occur. Keith explained that before the hedge was there, people would visit at night and the police would regularly be called.
