GLENN CHRISMAN Chief of Police (615) 849-2673 [email protected] February 27, 2015 HONORABLE MAYOR AND COUNCILMEMBERS: I am pleased to present a report of the activities of the Murfreesboro Police Department for the calendar year 2014. The past year was one of the busiest on record, including many successes as demonstrated by the statistical data included in this report. I am proud of the hard work and dedicated service of our police officers, detectives, police/fire dispatchers and civilian support staff. They are all committed to providing safe and livable neighborhoods, and continuing to create a better quality of life for our citizens and visitors. Our Police Department employees are truly, “Murfreesboro’s finest.” As was reported earlier in the year, reports of Part I crime to Murfreesboro Police decreased overall by -4% in 2014 from the 2013 year. Traffic crash fatalities reduced in incidents from 9 in 2013 to 8 in 2014. As indicated in the attached reports, there were decreases in reports of rape, robbery, assault, arson, larceny, and motor vehicle theft, while reports of homicides and burglary increased. Calls for police services totaled 108,687, an average of 297 calls for service every day. Uniformed officers and detectives were responsible for 12,324 criminal charges, a 6.6% increase. Criminal investigators processed and investigated several high profile cases and have cleared all but two of the homicides by arrest or other means. Officers issued 37,417 citations (including 19,898 violations and 17,519 warnings) in traffic-related cases and 19,750 parking citations. Police Officers issued 18,284 civil citations using the Automated Red-Light Enforcement System in 2014, bringing the total since 2008 to over 100,000. Murfreesboro Police Alcohol Countermeasures Team (MPACT) and other uniformed officers initiated 831 Driving Under the Influence (DUI) related arrests. From a crime prevention, community education and partnership approach, our staff provided or participated in dozens of crime prevention or safety education programs or events in 2014 with a wide variety of business and citizen groups. From informative crime prevention meetings with civic organizations and Neighborhood Watch programs, to National Night Out Against Crime, our officers are continuously working to stop crime before it happens. Our DARE/GREAT staff provided anti- drug, anti-violence, and anti-gang instruction for 2,130 Murfreesboro City School, St. Rose Catholic School, and Middle Tennessee Christian School K-6th grade students. In 2014, Murfreesboro Police personnel attended 31,292 hours of mandatory and career development training, either conducted or presented by our training staff or from outside agencies. The individual reports and summaries that follow provide more comprehensive and detailed information of department activities for 2014. I am proud of the dedication and the desire of our police officers, detectives, police/fire dispatchers, and all other members of the Murfreesboro Police Department to reduce crime and hold law violators accountable for their actions as you will see illustrated in this annual review. We will continue to identify and incorporate innovative solutions to the safety and quality of life challenges our city faces. Always remember that “First things come first”- ours is a people business, which emphasizes public service. While we strive to innovate and be progressive, we cannot lose sight of our primary mission: public safety, crime prevention and reduction, and community service. 2. Create a mindset about contemporary policing that emphasizes the “business” of public service. We are selling “service,” and seek a high level of customer satisfaction. 3. Contribute to “creating a better quality of life” for residents, visitors and guests to the City of Murfreesboro through proactive policing with a community orientation. 4. Integrate community-policing strategy into the daily operation of the Murfreesboro Police Department. 5. Use a proactive approach to crime and
