Statement of JOHN DE FRIES Hawai‘i Tourism Authority before the SENATE COMMITTEE ON ENERGY, ECONOMIC DEVELOPMENT, AND TOURISM Monday, February 8, 2021 3:00 PM State Capitol, Conference Room #224 In consideration of SENATE BILL NO. 916 RELATING TO TAXATION Chair Wakai, Vice Chair Misalucha, and members of the Committee on Energy, Economic Development, and Tourism: the Hawai‘i Tourism Authority (HTA) supports Senate Bill 916, which specifies that the $1,000,000 of Transient Accommodations Tax revenues currently allocated to operate a Hawaiian center and the Museum of Hawaiian Music and Dance may also be used to plan, design, and construct these facilities at an unspecified location. SB 916 is needed as we move forward to create the new Museum of Hawaiian Music and Dance. This measure will allow the funds to be utilized both for operations and development of the center. Currently, the law does not provide clear guidance as to how the funds may be utilized. The term “operations,” as found in the current statute, appears to restrict the use of the funds to the day-to- day activities of a center. Since this will be a new endeavor, we believe that allowing the funds to also be used for the planning, design, and construction will encourage more interest as we move forward in the Request for Proposal (RFP) process. It is for these reasons that HTA supports SB 916. We appreciate this opportunity to provide testimony. lis 14/04/2013 12:57 Page 1 Chapter Eight: Billy Burkes Revisited The Steel Guitar in Early Country Music Part Two: JimJimmiei eR Rooddggerrs ’s Steel Guitarists This ongoing series of articles—which began in the March 2008 issue—has been examining the ten steel guitarists who recorded with American country mWuislliica pmio nTeheero dore (“Billy”) Bu(1r8k9e7s -1933) between 1928 and 1933. (The first solo “hillbilly music” star, Rodgers did much to popularize the acoustic steel guitar throughJ ohsise tphhir Ktya-aoaniea V Kicatiopro sides including the instrument.) Rodgers’s eighth steel guitarist, (1912-1989) was originally discussed in the September 2008 and March 2009 issues, in connection with Hawaiian steel-player (1896-1964). Hookena-born Kaipo—the third steel guitarist to record with Rodgers—played a west-Dallas supper-club gig with Billy and his middle brother Weldon before meeting Rodgers; Billy and Joe Kaipo continued collaborating when Billy participated in five of Kaipo’s fall 1929 recordings with Rodgers. o R M D EVERY MUSICIAN KNOWS IT’s THE RHYTHM SECTION THAT HOLDS a band together. But who knew we’d find as durable an application of that maxim as the one exemplified by the history of Fleetwood Mac? & Over the last thirty years, Fleetwood Mac has comprised fifteen musicians shuffled through six major lineups, resulting in endless tin- kerings with tone and genre. Yet the two members to survive it all rarely write tunes and never front the recordings. They’re the beat- keepers - drummer Mick Fleetwood and bassist John Me Vie. The fact that a rhythm section could sustain a band through thirty years seems all the more amazing considering the traumatic histories of the band’s shifting array o f stage-front stars. Together, their personal lives have given rock one of its most elaborate and juicy plotlines. GRAM PARSONS LYRICS Compiled by Robin Dunn & Chrissie van Varik. As performed in principal recordings (or demos) by or with Gram Parsons or, in the case of Gram Parsons compositions, performed by others. Gram often varied, adapted or altered the lyrics to non-Parsons compositions; those listed here are as sung by him. Gram’s birth name was Ingram Cecil Connor III. However, ‘Gram Parsons’ is used throughout this document. Following his father’s suicide, Gram’s mother Avis subsequently married Robert Parsons, whose surname Gram adopted. Born Ingram Cecil Connor III, 5th November 1946 - 19th September 1973 and credited as being the founder of modern ‘country-rock’, Gram Parsons was hugely influenced by The Everly Brothers and included a number of their songs in his live and recorded repertoire – most famously ‘Love Hurts’, a truly wonderful rendition with a young Emmylou Harris. He also recorded ‘Brand New Heartache’ and ‘Sleepless Nights’ – also the title of a posthumous album – and very early, in 1967, ‘When Will I Be Loved’. Many would attest that ‘country-rock’ kicked off with The Everly Brothers, and in the late sixties the album Roots was a key and acknowledged influence, but that is not to deny Parsons huge role in developing it. Gram Parsons is best known for his work within the country genre but he also mixed blues, folk, and rock to create what he called “Cosmic American Music”. While he was alive, Gram Parsons was a cult figure that never sold many records but influenced countless fellow musicians, from the Rolling Stones to The Byrds. -

Neal) The progressive country music movement developed in Austin, Texas, during the early 1970s as a community of liberal young musicians and concertgoers with strong interests in Texan country music traditions and contemporary rock music converged on the city. Children of the Cold War and the post-World War II migration to the suburbs, these “cosmic cowboys” sought to get back in touch with their rural roots and to leave behind the socially conservative world their parents had created for them. As a hybrid of country music and rock, progressive country music both encapsulated the contradictions of the cosmic cowboys in song and helped to create a musical sanctuary in which these youths could articulate their difference from mainstream Texan culture. Examining the work of the movement’s singer-songwriters (Michael Murphey, Guy Clark, Gary P. Nunn), western swing revivalists (Asleep at the Wheel, Alvin Crow and the Pleasant Valley Boys), and commercial country singers (Willie Nelson, Waylon Jennings), this dissertation explores the proliferation of stock imagery, landscape painting, and Texan stereotypes in progressive country music and their role in the construction of Austin’s difference. -

NEWS MAGAZINES AND FINE ARTS When looking for an adjective to describe Hawai‘i Public Radio, the one that scampers into my mind the quickest is “unlikely.” There’s a lot about HPR that’s unlikely, including the fact that it exists at all.
