No. 446 of 2021 HEALTH ACT 1947 (SECTION 31A - TEMPORARY RESTRICTIONS) (COVID-19) (NO. 2) (AMENDMENT) (NO. 14) REGULATIONS 2021 I, STEPHEN DONNELLY, Minister for Health, in exercise of the powers conferred on me by sections 5 and 31A (inserted by section 10 of the Health (Preservation and Protection and other Emergency Measures in the Public Interest) Act 2020 (No. 1 of 2020)) of the Health Act 1947 (No. 28 of 1947) and - (a) having regard to the immediate, exceptional and manifest risk posed to human life and public health by the spread of Covid-19 and to the matters specified in subsection (2) of section 31A, and (b) having consulted with the Minister for Foreign Affairs, the Minister for Housing, Local Government and Heritage, the Minister for Transport, the Minister for Enterprise, Trade and Employment, the Minister for Finance, the Minister for Justice, the Minister for Agriculture, Food and the Marine and the Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media, hereby make the following regulations: 1. No. 217 of 2021) are amended - (a) in Regulation 1, by the substitution, in paragraph (2), of “6th day of September 2021” for “1st day of September 2021”, (b) in Regulation 3A, by the substitution, in paragraph (c), of “and, in the case of an event having a number of sessions or performances per day may include a number of persons per session or performance” for “and, in the case of an event having a number of sessions per day may include a number of persons per session”, and (c) by the substitution of the Schedule to these Regulations for Schedule 3 to those Regulations.

The first club outside Ulster was Dublin Association Football Club which was formed in 1883. At the time, the Irish Football Association (IFA) was the governing body. Based in Belfast, it found it difficult to promote football throughout the country. This led to the formation of the Leinster Football Association in 1892 as the game became more popular in the area. However, there was always a feeling among clubs from outside the Belfast area that the IFA favoured Ulster based clubs-especially when selecting sides for international matches. Despite this, it was not until after the 1916 Rising and the rise of Nationalism that southern affiliates, such as the Leinster FA, took an aggressive approach in their dealings with the IFA. The clubs often threatened to break away, and in early 1921, Bohemians, St. James's Gate and Shelbourne all withdrew from the Irish League, though all three sides decided to remain involved in Cup competitions.

What a “hospital pass” it turned out to be. Where do you start on such a project, the club records were destroyed in a fire many years ago. Jerry Healy started on the Club History a few years ago, with the aid of our oldest member Sidney Mahony. He put together the short history which was contained in club programmes and membership cards over the past few years. Sidney has been very helpful; he can remember the mid 1920’s as if it were only yesterday. In recognition of this, the title of this book is the same - “In the beginning”. A Club is only as strong, interesting and colourful as it’s members. During my research I found many fascinating stories about “The People of Dolphin”. What I hope is that I have been able to capture these stories and do the many characters justice. This book could not be written without the assistance of many people, but where does one start.

    ‘High Prestige’ The Story of Clare’s All Ireland Hurling Champions of 1914 Dr. Tomás Mac Conmara Produced as part of the ‘Champions Once More’ exhibition at Clare Museum 15 October 1914 ‘No Gael can afford to miss this game. In all likelihood it will mark a new departure for Irish hurling and should prove sensational in the extreme. A good hour of thrills is assured, sixty minutes of exhilarating hurling. Hurling is easily the most spectacular of games but such hurling as can be played by Clare and Leix will be a sight for the Gods. With special excursions at cheap rates from all parts of the country, he would be unwise who is found at home when the ball is thrown in for one of the greatest encounters ever staged’.1 22 October 1914 ‘Hurling champions of Ireland! Such is Clare’s proud boast after the final match which was played in Croke Memorial Park, Dublin in the presence of at least 15,000 spectators last Sunday. While it cannot be truthfully said that it was a first class match, still there were plenty of thrills and at every part of the contest, the boys from Clare mastered their doughty opponents from the Queen’s county and the score eloquently speaks for the superiority in the victors.     CHAIRMAN’S MESSAGE Welcome to the 2019 SSE Airtricity League. It is great to have the domestic game back and this is a truly exhilarating time of the year. Last season proved to be exciting throughout the campaign as Dundalk secured the domestic double, the SSE Airtricity League and the Irish Daily Mail FAI Cup in emphatic style. Stephen Kenny's proved to be the team to beat last season after a fantastic campaign as Pat Hoban led the goalscoring charts with 29 goals. The Lilywhites will have a period of adjustment though after Stephen Kenny left for the FAI to take on the Republic of Ireland Under-21 position before moving into the senior role in 2020. John Gill has gone into Dundalk to work with Vinny Perth so it will be interesting to see how the Champions get used to life without Stephen. There are a number of teams who have made some noteworthy additions during the off-season with the likes of Chris Forrester and Mikey Drennan at St. Patrick's Athletic, Aaron Drinan at Waterford, Jack Byrne at Shamrock Rovers and the return to Kevin O'Connor to Cork City. I truly believe that this will be one of the most exciting seasons in recent memory in both the Premier and First Division. Shelbourne have made some fantastic signings with Ciaran Kilduff returning to the domestic game and Paul Keegan has made the step down to the First Division with Bray Wanderers. The beauty of the First Division is that anyone of the teams could challenge like Wexford Youths did in 2015, and to see Danny Furlong back at Ferrycarrig Park should excite us all.
