BERT JOHNSON **DRAFT** COMMITTEE MEETING MINUTES March 8, 2017 A meeting of the Senate Committee on Regulatory Reform was scheduled for Wednesday, March 8, 2017, at 1:00 p.m., in the 1100 Room of the Binsfeld Building. The agenda summary is as follows: 1. Reported SB 126 (Sen. Kowall) with recommendation and immediate effect. 2. Reported SB 158 (Sen. Jones) with recommendation and immediate effect. 3. Reported SB 203 (Sen. Kowall) with recommendation and immediate effect. 4. Reported SB 204 (Sen. Kowall) with recommendation and immediate effect. 5. Reported SB 205 (Sen. Hune) with recommendation and immediate effect. The Chairman called the meeting to order at 1:00 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chairman Rocca, Sen.(s) Jones, Knollenberg, Kowall, MacGregor, Hune, Warren, and Hertel, a quorum was present. The Chairman entertained a motion by Sen. Jones to adopt the meeting minutes from February 1, 2017. Without objection, the minutes were adopted. The Chairman made a motion to excuse absent members from the meeting. Without objection, Sen. Johnson was excused from the meeting. The Chairman invited Sen. Kowall to summarize SB 126. The Chairman invited the following individuals to present testimony regarding SB 126: Brian Westrin, Michigan Realtors – Support Bill Rasmussen, Citizen – Oppose The Chairman read the cards of those individuals not wishing to testify before the committee regarding SB 126: Frank Waters, Michigan Department of Licensing and Regulatory Affairs – Support Page 1 of 1 The Chairman entertained a motion by Sen. Jones to report SB 126 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Rocca, Sen.(s) Jones, Knollenberg, Kowall, MacGregor, Hune, Warren, and Hertel Nays: None The motion prevailed and the bill was reported. The Chairman made a motion to recommend immediate effect for SB 126 .Without objection, immediate effect was recommended. The Chairman invited Sen. Jones to summarize SB 158. The Chairman invited the following individuals to present testimony regarding SB 158: Sarah Howes and Rhonda Oyer, Michigan Department of Environmental Quality – Support The Chairman entertained a motion by Sen. Jones to report SB 158 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Rocca, Sen.(s) Jones, Knollenberg, Kowall, MacGregor, Hune, Warren, and Hertel Nays: None The motion prevailed and the bill was reported. The Chairman made a motion to recommend immediate effect for SB 158. Without objection, immediate effect was recommended. The Chairman invited Sen. Kowall to summarize SB 203 – SB 205. MacGregor The motion prevailed and the bill was reported. The Chairman made a motion to recommend immediate effect for SB 205. Without objection, immediate effect was recommended.
