GREELEYVILLE ELEMENTARY SCHOOL NAMED AS A RECIPIENT OF A LIBRARY GRANT FROM THE LAURA BUSH FOUNDATION FOR AMERICA’S LIBRARIES Tuesday, May 18, 2021 Greeleyville Elementary School was one of 205 schools from 43 states across the country to receive a $5,000.00 grant through the Laura Bush Foundation for America’s Libraries. Mrs. Laura Bush joined Kelly Clarkson on “The Kelly Clarkson Show” to announce that the Laura Bush Foundation for America’s Libraries awarded more than $1 million in library grants this year. Inspired by the Laura Bush Foundation, H-E-B surprised 15 Texas-based Laura Bush Foundation for America’s Libraries grant recipients with an additional gift totaling $100,000. Scholastic Books also provided the 34 teachers and educators in the virtual audience with money to purchase books for their schools and students. The grant recipients’ library collections are outdated, averaging approximately 20 years old. Many of the libraries will use the funds to update their collection, offer more dual language titles, and provide books focused on diversity and inclusivity. “There are many students who don’t have books at home, so having access to a library at school is essential,” Mrs. Bush said. “With the grants, school libraries across the nation can restock and update their collections providing opportunities for students for years to come.” “I was very excited when we received the notification of the Laura Bush Grant award because it will afford us the opportunity to expand our fiction collection and provide additional diverse books to reflect our student population and student interest.” Berlinda N. -

WHEN THE TRUTH AND THE STORY COLLIDE: WHAT LEGAL WRITERS CAN LEARN FROM THE EXPERIENCE OF NON-FICTION WRITERS ABOUT THE LIMITS OF LEGAL STORYTELLING Jeanne M. Kaiser• In Chechovian drama, chest pains are followed by heart at tacks, coughs by consumption, life insurance policies by murders, telephone rings by dramatic messages. In real life, most chest pains are indigestion, coughs are colds, insurance policies are followed by years of premium payments, and tel ephone calls are from marketing services. 1 With these words, the never-reticent Alan Dershowitz throws cold water on the legal storytelling movement. According to Der showitz, "life is not a dramatic narrative."2 Indeed, such was the title of his article criticizing legal storytelling.3 And the problem with lawyers, he thinks, is not that they do not make a sufficient effort to tell a legal story. -

My name is Jeffrey Toobin. I am a staff writer at the New Yorker magazine and the chief legal analyst at CNN. My views today are my own. I graduated from law school in 1986. After a judicial clerkship, I had the honor of being a federal prosecutor for six years – first with the Office of Independent Counsel and then as an Assistant United States Attorney in the Eastern District of New York. There is no greater privilege for a lawyer than to appear in a courtroom representing the United States. I joined the New Yorker in 1993 and CNN in 2002. I am working on my eighth book, about the Mueller investigation. Two of my books – The Nine and The Oath – have been about the United States Supreme Court, which I have covered as a journalist for more than twenty years. I’ve also had the opportunity to cover many high-profile trials – including those of O.J. Simpson, Timothy McVeigh, Martha Stewart, and Michael Skakel. Some were televised. Some were not. I should note that in the course of my work in the federal courts, I have had occasion to try to rely on the PACER system many times. Frankly, PACER is a disaster, and I’d like to express my appreciation in particular to Congressman Collins, who has been such a leader in the effort to improve PACER. -

Degenshein If you’re looking for a book that discloses dirty little secrets, this isn’t it. I doubt, by the way, that such a book without the baggage of a Trump hater or lover will come along anyway. “True Crimes and Misdemeanors: The Investigation of Donald Trump,” Jeffrey Toobin, Doubleday, 2020, 456 pages ooking back, as outsiders, both the criminal investigation and impeachment proceedings against President Donald Trump were foreordained and doomed from the start, weren’t L they? Think about it. Still, what about the principals? What and when did they know? Didn’t Special Counsel Robert Mueller know the minute his “law man”—former deputy solicitor general Michael Dreeben— told him, early in the game, that official Justice Department policy unambiguously forbade the Justice Department (Mueller was indeed “employed” by the Justice Department) from indicting a sitting president? Wasn’t Mueller, after all, all but fastidious in following the department’s rules of engagement? And didn’t the adroit politico that Speaker Nancy Pelosi is know right away that a McConnell- led Senate would never, especially with the strong economy going for him at the time, convict a president who was then the very lifeblood of the Republican Party—a figure, consistent with his own braggadocio, who could “stand in the middle of 5th Avenue and shoot somebody and not lose voters”? After all, wasn’t just about everything that Trump had done been done in plain sight? And if it wasn’t, he seemed almost delighted to admit what he did to the world. -

ªSome Means of Compulsion are Essential to Obtain What is Neededº: Reviving Congress's Oversight Authority of the Executive Branch by Imposing Fines for Non-Compliance with Congressional Subpoenas MAX G. LESSER* INTRODUCTION Congressional oversight has played a critical role in uncovering wrongdoing in the executive branch, from the historic corruption of the Teapot Dome Scandal to the presidential abuses of power in Watergate. Underpinning these investigations has been the Supreme Court's long-standing recognition of the broad oversight authority possessed by Congress, which empowers the body to compel testimony and documentation.1 Possessing investigative power allows Congress to ful®ll several critical responsibilities. First, Congress can oversee whether the laws it passes are being faithfully executed, in terms of how ªeffectively, ef®ciently, and frugally the executive branch is carrying out congressional mandates.º2 Second, Congress can identify any executive misconduct, such as ªpoor administration, arbitrary and capricious behavior, abuse, waste, dishonesty, and fraud.º3 Third, Congress can utilize the information gained from investigative oversight to address issues through appropriate legislation, the body's core constitutional function. For these reasons, the Supreme Court has described congressional over- sight as ªessentialº4 for the Article I branch of our government. INTRODUCTION The Supreme Court litigation over the Patient Protection and Affordable Care Act (“PPACA”) came to a conclusion in the first half of 2012, characterized by a series of surprises. The first surprise occurred when the Court scheduled the case for six hours of oral argument, spread over three days. Such an expanded argument was unprecedented in modern times, leading to much speculation that the issues would be more troublesome for the Court than many observers had previously assumed. Still, even veteran court watchers were further shocked by the combative tone of the oral argument itself, when Justices Scalia, Alito, Kennedy, and Roberts seemed to gang up on Solicitor General Donald Verrilli, who defended the PPACA on behalf of the government. -

The Library’s holdings include more than 70 million pages of textual materials from the Bush (43) presidency, from staff files to National Security Council documents to special commission files. The Library also is the repository for condolence mail received by the State Department after the September 11, 2001 terrorist attacks. It additionally houses the George W. Bush gubernatorial records and other donated collections. The Library website includes biographies of President George W. Bush, First Lady Laura Bush, and the Bush Family dogs, Barney and Miss Beazley. Frequently Asked Questions are included with each biography. The main website also includes links to descriptions of Presidential Places: the White House, Air Force One, Camp David, and Marine One. Links to general Presidential and First Lady trivia are provided as well. The George W. Neil Eggleston Counsel to the President The White House Washington, D.C. 20502 Dear Mr. Eggleston: In accordance with the requirements of the Presidential Records Act (PRA), as amended, 44 U.S.C. §§2201-2209, this letter constitutes a formal notice from the National Archives and Records Administration (NARA) to the incumbent President of our intent to open George W. Bush Presidential records in response to the Freedom of Information Act (FOIA) requests listed in Attachment A. This material, consisting of 8,072 pages, 3,159 assets, and 1 video clip, has been reviewed for the six PRA Presidential restrictive categories, including confidential communications requesting or submitting advice (P5) and material related to appointments to federal office (P2), as they were eased by President George W. Bush on November 15, 2010. These records were also reviewed for all applicable FOIA exemptions. As a result of this review, 4,086 pages and 1,470 assets in whole and 582 pages and 186 assets in part have been restricted. Therefore, NARA is proposing to open the remaining 3,404 pages, 1,503 assets, and 1 video clip in whole and 582 pages and 186 assets in part that do not require closure under 44 U.S.C. § 2204. A copy of any records proposed for release under this notice will be provided to you upon your request. We are also concurrently informing former President George W.
