Dear Friends and Neighbors, from the Selectmens’ office: It is again my pleasure, on behalf of the Board of Selectmen and Town, to re- port on municipal activities and accomplishments for the year ending June 30, 2018. First off, I would like to extend the Board’s thanks to our staff, employ- ees, committee members and volunteers who continue to serve the municipal- ity and make the Town run.

This past year brought us the first ever referendum ballot budget vote which moved us away from the annual town meeting and provided the opportunity for over 1,200 voters to approve the FY2019 municipal budget. In comparison, more people voted on this budget than all of the voters combined that attend- ed the past ten town meetings. Very encouraging that 1,200 voters took part in this process verses the 60 or 70 that typically attended June town meetings.

We continue to work towards implementing the vision of the Comprehensive Plan adopted in June of 2015. The Planning Board has accomplished much with still a lot on their plate and the Select Board has appointed a multi-interest committee to look at a future community center which was one of the long term recommendations from the 20/20 Comprehensive Plan Committee. This is a journey that the Town has embarked on that will impact what our community looks and feels like for many years to come.

As always, the Board continues to work with the Town Administrator to im- prove municipal service with an eye towards developing more efficient ways of utilizing our limited resources. With many of the mandates and reduction in funding coming down from state government, this will always be a challenge. The Board’s priorities continue to focus on developing solutions that will meet and address each new challenge as it surfaces. We are committed to increas- ing the transparency of town government and will continue to take steps to improve communications with the public, our employees, departments and committee’s throughout the future.

Town Administrator Report for July 1, 2017 through June 30, 2018

Fiscal year 17/18 was my fifth year as your Town Administrator. The year started on a somber business note when a fast moving fire destroyed Plummer’s Hardware, Asian Taste restaurant and our Family Dollar store on July 16, 2017. We were fortunate no one was hurt but the building was a total loss. After the fire, town staff and Selectmen started a discussion with our water district on possible locations for a new second water storage tower to improve our firefighting capabilities. In August our Public Works Director was changed to a full time position. Applications were col- lected, interviews were held and Dave Benton was the unanimous choice to replace Doug Foglio who wanted more time for his family business. I want to thank Doug for all the advice and help he gave me and the town during the many years he and his family have helped keep Waterboro’s roads safe for winter drivers. His generosity with his time, talents and more is greatly appreciated. Fall 2017 brought considerable discussion to the forefront about a new southern Maine casino. That ballot question however was soundly defeated at the November polls. We advertised for a new recreation director, collected nearly two dozen resumes and interviewed several candidates. Our in- terim director Todd Smith was the unanimous choice as our next director. Our librarian Ruth Blake had retired after over two decades of service to Waterboro patrons. We advertised, interviewed sev- eral candidates and gladly appointed Julie Hoyle of Alfred as our next librarian. In February 2018 we said goodbye to two lifelong Waterboro residents. Long time firefighter Nathan McCoy passed away after a long struggle with illness. His love of Waterboro was obvious and we are grateful for his decades-long commitment to our fire department. We also mourned the loss of Andrew “Bimi” Woodsome. His community service and leadership are a testament to his family’s many generations helping to settle Waterboro and make it a better place to live and raise a family. After years of discussion about a possible community center, Selectmen decided to appoint a Community Center Steering Committee in March. This is a nine member advisory committee charged with investigating whether or not Waterboro citizens want a community center. Members represent our library, recreation department and selectmen. They will assess our needs and perhaps in a couple years make recommendations on what a Waterboro Community Center could consist of. Please remember to thank the full time and volunteer members of our fire department as well as our board and committee volunteers. If you are interested in serving on a particular committee or have any other questions, please call me or stop by town hall.

Dear Citizens of Maine:

For the past eight years as your Governor, my priority has been to make Maine prosperous. I am proud to say that my administration has had some success, but there is more that can be done.

Mainers experienced strong, record-setting economic growth in 2018, setting so many new records: a record-high number of employers; a record-high number of private-sector jobs; record-high revenues for the state; record-low unemployment; and the fastest net-earnings growth in New England. Our poverty rate declined to the lowest since 2005 with the fewest number of children in poverty in 17 years. Maine’s future is the brightest it has been in decades: there’s more new businesses, more money in your paycheck, and better opportunities for our children. And that’s what it’s all about: the future of our state.

We have brought stability to state finances and implemented pro-business, pro-growth policies across state government. The incoming administration is taking on a state government that is vastly improved—both structurally and financially—from the one I inherited. Therefore, I have suggested to the new administration that now is the time to cut taxes by an additional 20 percent.

My administration lowered taxes by 20 percent for more than half-a-million Mainers. Cutting taxes for our families has proven to be an excellent policy decision. Despite this cut, we are seeing higher revenue in almost every tax category—sales and use tax, individual income tax, and corporate income tax. We must always remember that the revenue we receive in taxes is due to the hard work of Maine’s people. Democrats stated they want to use surplus money to fully fund revenue sharing at 5 percent, rather than the 2 percent the towns have received for the past 6 years. However, there is no guarantee your local government will cut your property taxes by one penny—never mind dollar-for-dollar—if revenue sharing is increased.

The people of Maine and the municipal balance sheets would be better off if the state cut income taxes and allowed municipalities to collect property taxes or service fees from non-profits to supplement the local property taxes. Everyone should contribute to the operation of local community governments.

I encourage you to pay attention to what happens in your municipality and in Augusta. So many good people have worked much too hard to achieve our current prosperity. We must avoid letting politicians drive Maine’s finances and its economy back into the ground. I promise you that I will be watching.

Dear Friends, It is an honor to represent Maine in the United States Senate. I am grateful for thefrom trust thethe people Selectmens’ of our state have placedoffice: in me and welcome this opportunity to share some key accomplishments from this past year. As Chairman of the Senate Aging Committee, I worked to help ensure the well-being of our seniors. The Senior$afe Act I authored became law last year and is empowering banks, credit unions, and other financial institutions to better protect seniors from financial fraud.

Following extensive committee investigations of prescription drug pricing, additional legislation I crafted became law, ending the egregious practice of pharmacy “gag clauses” that prevented pharmacists from informing patients on how to pay the lowest possible price.

This year, I was also successful in securing an extra $425 million for Alzheimer’s research—the largest funding increase ever—bringing the total to $2.34 billion. Additionally, the bipartisan BOLD Act I authored will create public health infrastructure to combat Alzheimer’s by promoting education, early diagnosis, and improved care management.

More than 40 million Americans—including 178,000 Mainers—are caregivers for parents, spouses, children, and other loved ones with disabilities or illnesses, such as Alzheimer’s. The RAISE Family Caregivers Act I authored was signed into law last year, giving caregivers more resources and training to better balance the full-time job of caregiving. Another law I wrote will help grandparents who are raising grandchildren, largely due to the opioid addiction crisis.

In addition to helping seniors, a major accomplishment over the past year is the increased federal investment in biomedical research that is leading to progress in the fight against numerous devastating diseases. Congress has boosted funding for the National Institutes of Health by $7 billion in just the last three years, bringing total funding to more than $39 billion.

One of my highest priorities as Chairman of the Transportation Appropriations Subcommittee is to improve our nation’s crumbling infrastructure and ensure that Maine’s needs are addressed. Since the Better Utilizing Investments to Leverage Development (BUILD) Transportation Grants program, formerly known as TIGER, was established in 2009, I have secured $160 million for vital transportation projects throughout Maine.

Congress also delivered a Farm Bill last year, which includes many important provisions that will help the agriculture industry in Maine and across the country. Specifically, I secured provisions that will strengthen support for young farmers, improve local farm-to-market efforts, and increase funding for organic research.

Congress took decisive action to address the opioid addiction epidemic. In addition to appropriating $8.5 billion in federal funding last year, Congress enacted the SUPPORT for Patients and Communities Act, a comprehensive package that embraces the multipronged approach I have long advocated for this epidemic: prevention, treatment, recovery, and enforcement to stop drug trafficking.

Maine plays a key role in ensuring a strong national defense. In 2018, Congress provided funding for five ships to be built at Bath Iron Works, which will help to keep our nation safe and provide our skilled shipbuilders a steady job. I also secured more than $162 million for infrastructure projects at Portsmouth Naval Shipyard to support their important work to overhaul Navy submarines.

A Maine value that always guides me is our unsurpassed work ethic. In December 2018, I cast my 6,834th consecutive vote, continuing my record of never missing a roll-call vote since my Senate service began in 1997. This year, I was proud to be appointed to the House Armed Services and Small Business Committees. On Armed Services, I’m using my experience serving in Iraq and Afghanistan to make sure our servicemembers have the resources and training they need to succeed and keep us safe. Within Armed Services, I was assigned to the Seapower Subcommittee, where I am fighting for our shipyard jobs and making sure our military can count on Bath-built ships for generations to come. Beyond Bath, I will advocate for the entire network of good Maine jobs that support our troops, equipping them to carry out their duties reliably and safely.

Maine would just not be the same without our small, family-owned businesses. On the Small Business Committee, I am working to ensure our small businesses have the tools to grow, look out for their workers, and provide more good jobs to people all over Maine. Within the Small Business Committee, I was honored to be appointed Chairman of the Subcommittee on Contracting and Infrastructure. With this position, I am highlighting the need for infrastructure investment and fighting to level the playing field when small businesses compete for federal contracts.

One thing I love about Maine is that we help each other out. Whether it’s ensuring a job well done or lending a hand to a neighbor, I know you are strengthening our communities every day. I am proud to serve alongside you and look forward to all that we will accomplish together.

Dear Friends and Neighbors:

Let me begin by thanking you for allowing me the honor of serving you in the Maine Senate. I am humbled that you have put your trust in me for a third term and can assure you I will continue to work tirelessly on your behalf.

Though we have accomplished a great deal in the four years I have served, there is still much more to be done. Restoring revenue sharing, providing adequate funding to our schools, and increasing vocational opportunities for our students will be a few of my priorities. I hope that everyone sent to Augusta by their constituents is as ready as I am to get to work.

Restoring revenue sharing to 5% is very important. Towns across Maine depend on that funding to complete vital projects. I will do all I can to see that our towns have the resources they need to flourish.

Ensuring that our schools have the funds necessary to educate our students was a top priority during the last Legislature and will continue to be in the 129th Legislature. We need to put an end to cutting programs and having teachers buy supplies for students. The state must pick up 55% of the cost of education, which has been the law for many years now.

Finally, I am a strong advocate for more vocational technical and life skills classes being taught in our local schools. Maine currently has a skilled workforce shortage. Employers are having too difficult a time finding employees with the skills they need. Vocational education will help to fill this gap and address the current shortage of skilled workers at higher paying jobs.

Again, thank you for electing me to serve you in the State Senate. I have a reputation as a bridge builder and a promoter of commonsense solutions. The 129th Legislature certainly has a great deal of work to do; but I believe that if we come together, there is nothing we can’t do. This Committee's responsibilities include: Property and Auto Insurance, Pharmacy Drug Pricing, Banking Regulations, Credit Card Charges and Debt Collectors.

We have created laws that:

• Brought UBER to Maine • Stopped auto insurance companies from charging seniors more money due to age • Prevented elder financial abuse • Allowed consumers to shop for less expensive health care services • Added Chiropractor services for in network policies • Controlled prescription drug cost • Protected consumers against unexpected medical bills • Required lien holders to remove liens once satisfied • Prevented abusive debt collection practices • Required notification of cancellation of life insurance policies

Report of York County Accomplishments from Commissioner Michael J. Cote, District 4- Alfred, Sanford, Shapleigh, Lyman and Waterboro County of York Commissioners Office

Thanks to sound management, the county continues to provide excellent services to the cities, towns and citizens of York County. I wish to thank you all for your continued support. The County is committed to recognizing community service in York County towns and cities and held the third Spirit of America awards ceremony in November. Twenty nine citizens and/or organizations were recognized for their commitment to their communities and volunteerism. If in your town you have someone to nominate please contact Bruce Flaherty at [email protected] York County continues to be a partner in the Food Pantry and the Child Advocacy Center of York County including providing space for each entity. The county commissioners approved the funding to support the Layman Way Recovery Center. After two years of collaborative planning it opened in May of 2018. There have been graduates from the program who will now receive after care treatment and who have obtained employment.

YC EMA hosted their annual Emergency Management Open House in September 2018. The Life Flight helicopter made a visit and there were many educational booths illustrating the various resources available in York County.

York County EMA started a UAS (Unmanned Aerial System) / Drone program to assist Towns and Local Responders with Search and Rescue and other response needs during emergencies in the spring of 2017 and to date have provided Local Communities with 27 live assistance missions.

And just recently, the county commissioners approved a plan to start offering medical recovery to inmates at the York County Jail through ENSO Recovery.

YORK COUNTY SHERIFF'S OFFICE

Dear Waterboro Neighbors,

Thank you for being a great community partner to the York County Sheriff’s Office. The members of the York County Sheriff’s Office take pride in delivering contemporary policing services to your community and we appreciate the support and collaboration we receive from the town administration, select board and the town's first responders. Our outstanding working relationship translates to effective and economical policing services to the town of Waterboro taxpayers.

The town has funded two contract deputies to enhance its policing services. Deputy Duane Fay and Kevin Collins are your "subject matter experts" and dedicate their policing efforts to Waterboro. Anecdotal evidence from Waterboro and other contract towns has shown us that a contract deputy discourages crime in the area. While we don't have any hard statistics of how many crimes have been stopped, it is clear that having a contract deputy with the knowledge of the town contributes to the solvability of offenses. Here are a few statistics from 2018: • Almost 2500 traffic stops were made in the town of Waterboro. • Over 1000 businesses were checked when closed. • Over 350 community policing contacts were made with community members. • Community members called the sheriff’s office 115 times because of suspicious activity. On another 110 occasions, deputies noticed something suspicious (without being summoned) and investigated. • Over 200 "directed patrols" were conducted to address specific situations in the town. • Over 200 follow up investigations were conducted. • Eighty-eight warrants were served and many more bail checks to ensure violators were abiding by their conditions of release.

The benefits of dedicated service cannot be overstated and Deputies Duane Fay and Kevin Collins take pride and ownership in the Town of Waterboro. Working closely with town officials and community members, deputies are able to co-produce a community that Waterboro residents are proud to call home. I am pleased to report to your community the state of our schools. The information provided is for the current 2018-2019 school year and is inclusive of all schools and will include specific Curriculum and Instruction:information pertaining to your community.

The primary purpose of any public school district is educating all students to be ready for a future of living productively in a democratic society. Students must be able to examine and apply their learning in various learning situations; many of those situations will be novel and will require them to apply critical thinking, reasoned decision-making, and collaborative communication skills in order to be successful.

We are committed to providing more learning experiences that are authentic in nature, allowing students to connect with their interests and to help them discover new interests and talents that will guide them into new opportunities. This commitment has led to the implementation of programming that will allow our high school students to achieve experiences through a pathway experience unique to them.

In order to ensure our commitment to the development of all students, there has been an extensive review and revision to the curriculum and our response to learning practices. The revisions to the curriculum will ensure that required assessments are more aligned and the data we use to address student needs are more reliable.

The District has implemented a new learning management system (Synergy), which we find to be more user-friendly. It provides the information parents seek for supporting their child’s academic Finance progress. We hope that this change has and Budget: addressed the needs expressed to us by our constituents.

The Board begins their budget development for the FY20 school year in January. The budget is developed annually based on district goals, needs as expressed by state and federal requirements, staff assessment of necessities to implement the desired outcomes, facility plans, and consideration to local conditions. The Finance Committee will meet weekly over the next few months to prepare a budget for Board consideration. Historical budgets adopted by the Board Facilitand approved by the RSU #57 community haies and Maintenance: ve consistently proven reliable and on target.

The Board and Finance Committee continue to review and update their annual and five year maintenance plans to ensure that the District’s aging buildings are both properly and proactively maintained. Our staff makes sure we utilize our maintenance budget as efficiently as possible and keep unexpected repair costs to a minimum. ensure that the buildings are well maintained through a structured approach to upgrades on roofing, leach fields, air and water quality, heating and ventilation systems and windows. During the past year the District has begun work on an energy conservation project to improve energy efficiency as it relates primarily to heating, ventilation, windows and lighting. In addition, the Finance Committee has developed a strategic plan to address improvements to the District’s campus roadways and parking lots. The vast majority of these projects are performed through the annual school budget and the capital reserve fund. The district per pupil expenditure continues to be one of the lowest in the state, while the instructional programs and services continue to meet the needs of the students.

Educating our children is a cooperative effort between school and community. We welcome your participation in this process. School Board meetings are held on the second and fourth Wednesday of the month at 7:00 p.m. and a schedule of meetings can be found on our website or you can contact RSU #57’s Central Office and we can provide this information. By the authority of M.S.R.A. Title 36, Section 706 and the Assessors of the Town of Waterboro hereby give notice to all persons liable to taxation in said Town, that their agent will be in session at the Assessors’ office in the Town Hall in said Town, on the 4th day of April from 9:00 a.m. to 5:00 p.m. for the purpose of receiving lists of all real and personal property not exempt that they owned or purchased, including any land division, deed transfers or agreements made from April 1, 2017 through March 31, 2018.

All persons hereby notified to make and bring to said Assessors’ or their agent, a true and perfect list of all their estates real and personal, which they were in possession of, or which they held as administrator, executor, guardian, lessee/lessor, trustee, or any owner, on April 1st, 2017, and be prepared to make oath to the truth of the same. Failure to file such list by April 30, 2017 may bar any appeal of taxes levied for FY2018.

When estates of persons deceased have been divided during the past year or have changed ownership from any cause, the administrator, executor, or other persons interested, and hereby warned to give notice of such change, and in default of such notice will be liable under state law to pay the taxes assessed even though the estate is divided. Property Tax Exemptions for Veterans and their families

eterans, their surviving spouses, minor children and widowed parent of a veteran may qualify for a tax exemption if the veteran Vwas in active service in the armed forces of the United States during a federally recognized war or campaign period (listed below) and was honorably discharged. Estates of veterans or their survivors, including real and personal property are exempt up to $6,000 ($7,000 for veterans who served prior to World War II ) of just valuation in the town where the person filing is a resident. These following criteria must be met:

1) Applicant must be a resident of the State of Maine. 2) A one time application must be filed along with proof of entitlement with the Assessor in the town where the applicant is a resident on or before April 1. 3) Veteran must be at least 62 years old (see #4 exception) on April 1 of the year in which the application is made. If deceased, Veteran must have been born 62 years prior to filing of application by survivor, OR 4) Veteran must be receiving a pension or compensation from the United States Government for total disability, either service or non-service connected, as a Veteran. 5) Parents of a deceased veteran who was qualified to receive an exemption.

2018 Department Report

Waterboro Fire Department continuously strives to provide the highest level of service delivery with the utmost efficiency, professionalism and quick response time in emergencies and assist when possible during non-emergent situations.

Our Emergency Medical Staff continues to stay current with updated healthcare protocols, practices and training to provide the highest level of patient care. Our medical providers continue to update and gain additional skills and knowledge through continuing education and maintaining current professional licensure required by the State of Maine.

In September 2017 we acquired two new Zoll Cardiac Monitors to replace the 2006 models on our ambulances. This diagnostic and life-saving heart monitoring equipment must be updated periodically to meet current technology. This equipment greatly assists our Emergency Medical Technicians with patient care.

Our dedicated staff continues to serve our residents and visitors 24/7/365. Since implementing scheduling of shift Captains on a 24/7 rotation we’ve been able to offset the previous gaps in supervisory coverage, especially during the evening, overnight, weekend and holiday shifts of which 30 Per Diem EMT-FF and Call Force members currently fulfill.

In June 2018 we received approval to move forward with much needed repairs to our central fire station roof that when complete should help considerably with insulation issues as well as snow and ice buildup that have long been problems for the current structure.

Ross Corner Fire Company responded to 47 calls in fiscal year 2017 up 9% from 2016.

This past year our members devoted many hours to training within our Company and neighboring towns. Two members attended the York County Chief’s Association, Basic Pump Training and another two members attended a six-week Officer Training class to ensure a legacy of leadership within the Company.

Although our equipment is in excellent condition, we have some which is in need of updating We are in the process of drafting grant requests to update our SCBA and Communications. Fortunately, there are a numerous private foundations as well as State and Federal programs designed to aid in public safety and we are directing our efforts in their direction.

As we end the year with 11 active members, we are always looking for a few good people interested in serving their communities. Although you will never get wealthy, the benefits of camaraderie and job satisfaction are enormous. If you or someone you know is interested, please contact us through our Facebook account or we are at the Station most Monday evenings.

Violations of Waterboro Ordinances, which include, but are not limited to, construction without a building permit, shore land regulations, structure set-backs—all together generated over$10,000.00 in fines. There are two cases still pending a court decision.

The Code Enforcement Office hosted a 2015 IRC class for contractors with twenty local contractors in attendance. This class cut down drastically on the inspection violations. The Department of Environmental Protection allowed us to host the Erosion Control Class for original and recertification for shoreland earth movers with 53 contractors/municipal participants.
