SUMMARY An accomplished Public Servant with expertise in international negotiations having been head of international division for over 15 years in the office of the Attorney General. Past experience include extensive work in various aspects of Public International Law including Regional Integration and participating in International, Multilateral and Bilateral conferences and negotiations. Possesses excellent organization skills with proven ability in interpretation and application of International Law. Has been Advisor to the Government on the interpretation and application of various conventions including the Convention on the Law of the Sea.

PROFESSIONAL EXPERIENCE

Played a key role in Bilateral and Multilateral negotiations on behalf of the Government. Some of the outstanding negotiations that I participated in include:  Task Force responsible for negotiating the Treaty for the Establishment of the East African Community which led to the Establishment of the East African Community in 1999.  Task Force responsible for negotiating the Customs Union and Common Market Protocols which has now created a single market for over 133 million people and a combined GDP of about 79.2 billion dollars.  Task Force responsible for negotiating the Monetary Union Protocol which is in the process of creating a single currency within the East African Community.  Special Task Force responsible for negotiating the Admission of Rwanda, Burundi and Southern Sudan into the East African Community. Rwanda and Burundi have

since joined the Community while South Sudan is going through the process of admission

Participated in over 40 Bilateral Air Services negotiations with various countries in Asia, Africa, , Europe and South America steadily supporting the expansion of Kenya Airways Route network through these agreements.

Participated in various United Nations Conferences including the following: Montreal Canada 1999 Part of the team that negotiated the Montreal Convention on Air Transport which laid a foundation for a new regime governing air transport. Cape Town SA 2004 Part of a team that negotiated the International Convention on Rights in Mobile equipment which was aimed at improving the legal regime on leasing of aircraft internationally. February 1993 Part of the team that negotiated and drafted the Agreements establishing and setting up the Secretariat for the East African Cooperation which later progressed into the East African Community. 2014 Selected as a Member of the Kenya Delegation that prepared and presented Kenya’s submission on the Continental Shelf to the 35th Session of the Commission on the Limits of the Continental Shelf in New York. 2014 Invited to participate in a workshop on the role of the International Tribunal for the Law of the Sea in the settlement of Disputes relating to the Law of the Sea in Eastern and Southern Africa. The workshop provided an opportunity to exchange views on the experiences had in the field of Law of the Sea and the difficulties encountered in practice.

I have also negotiated for funding with key institutions namely:  World Bank  African Development Bank  European Investment Bank

 Exim Bank China,  JICA Some of the outstanding key projects include:  The 3rd Nairobi Water Supply  Jogoo and Langata roads dual carriage ways  Athi River Namanga Road  The Mombasa Nairobi pipeline rehabilitation project with EIB  Ministry of Health Project for the National Aids Programme.

EXPERIENCES IN STATE CORPORATIONS

I was part of the team that advised and participated in the formation and restructuring of the following State Corporations:  Kenya Civil Aviation Authority  Kenya Medical Supplies Authority  Kenya Maritime Authority I have also represented the Hon, Attorney General in the following State Corporations boards:  Kenya Civil Aviation Authority  Kenya Pipeline Corporation  Kenya Revenue Authority  Kenya Tourist Development Corporation  Kenya Maritime Authority  Nzoia Sugar Company.

DUTIES AND RESPONSIBILITIES

2008 – 2015 Deputy General  Head of International Law Department and overall supervisor.  Negotiating drafting and vetting local and international agreements and Treaties for and on behalf of the Government.  Assisting the Solicitor General in the Performance of his duties including organizing, coordinating and managing the administrative and legal functions of the Office of the Attorney General and Department of Justice.  Formulating and ensuring implementation of development strategies for Government Legal Services  Providing legal guidance to a team of lawyers in the Department 2000 – 2008 Chief State Counsel  Head of International Law Department  Negotiating drafting and vetting International Agreements, , undertaking research and addressing the Government thereon.  Supervising a team of lawyers charged with providing legal guidance on international and regional matters. 1980 Joined the Public Service 1984 Joined the Attorney Generals Chambers as State Counsel and was promoted through the ranks to senior State Counsel, principal State Counsel, Senior State Counsel Chief State Counsel and Deputy Solicitor General.
