CONFIRMATION OF MINUTES To APPROVE as a correct record the Minutes of the Meeting of the Parish Council held on 30th June 2014 (Attached at Page 7), and to discuss any matters arising from these minutes, and agree any outstanding actions. To NOTE the draft minutes and decisions of the Planning Committee meeting held on 6th August 2014 (Attached at Page 13). 4. DECLARATIONS OF INTEREST To RECEIVE any Declarations of Interest by Members. A Member with a personal interest in a matter must consider whether it is a Disclosable Pecuniary, Non Pecuniary or Other Pecuniary Interest, and declare it accordingly. A Member who is unsure as to how to declare their interest should seek independent advice. 5. PARISHIONERS FORUM To RECEIVE questions from members of the public. In accordance with an agreed procedure, the time allocated for public questions shall be limited to 10 minutes or such other period determined by the Chairman of the Meeting. 6. NEIGHBOURHOOD PLANNING Councillors will recall from the June Council meeting that EFDC had agreed to submit a copy of the Draft Neighbourhood Plan to an inspector for an informal opinion on its soundness. This has now been completed, and the inspectors comments have been reviewed and assessed by the NP working group. An update will be given at the meeting. 7. REPORTS To RECEIVE any questions emanating from any reports from Councillors who wish to give a report and/or who are representatives on Committees, Working Groups, Outside Bodies and other meetings that Councillors or the Clerk have attended and which, if available, will be reproduced if they have been submitted by Councillors for inclusion - (Councillors are reminded that in order to ensure smooth and prompt running of the meeting it would be prudent to provide the Clerk with a written copy of their report in order that this can be circulated to all Members with the Agenda) a) BOBBINGWORTH NATURE RESERVE - Report will be sent by Email MORETON, BOBBINGWORTH AND THE LAVERS PARISH COUNCIL - 2 - Meeting: PARISH COUNCIL Date 8th September 2014 b) DISTRICT COUNCILLOR REPORTS - EFDC Chief Executive, Glen Chipp, will be visiting the District on 22nd September. Cllr Boyce has asked if the Parish Council would like for him to arrange a specific visit to the Parish, and if so what issues you would like to discuss. c) PARISH COUNCILLOR REPORTS - Cllr Devereux - Possible Defibrillator in the Parish. 8. HIGHWAYS a) Updates Councillors are asked to NOTE the update on Parish Council reported Highway issues as attached to the agenda (Page 16). b) Action Required Downgrading of Byways Following the NP consultation, three byways were specifically mentioned as being unable to be used by the walking public due to heavy ruts and dips. These are: PRoW 197_1 - Magdalen Laver PRoW 197_11 - Pole Lane PRoW 199_3 - North Lane The Clerk had approached ECC Highways regarding the procedure for downgrading these Byways to Restricted Byways, the resultant response being that the landowner would need to make an application on the basis that the vehicular rights are no longer needed by the public, which would be followed by a period of consultation (likely to produce objections by various 4 wheel-drive organisations), and the outcome would likely be determined by the Secretary of State. The definition of a Restricted Byway is a highway over which the public have a right to travel on foot or horseback or leading a horse, or by any vehicle (eg bicycles, horse drawn carriages) except mechanically propelled vehicles (motorbikes or cars). Attached to the agenda (Page 18) are 3 location maps, showing the specific byways referred to above, as well as details of the known landowners in the vicinity of the Byway (in some cases more than one). Council are asked to CONSIDER if they would like the Clerk to start the process of attempting to downgrade these Byways to Restricted Byways, by consulting with the landowners in question. Councillors are asked to NOTE the comment regarding the Byway at North Lane on the item below. c) Local Highways Panel To NOTE the Local Highways Panel scheme list detailed below Little Laver Road, Moreton - Kerbing to control/divert excess water - It was reported at the 30th June meeting that these works had been completed. In fact it was only the feasibility study that had been completed. These works are currently waiting to be programmed. VAS o/s Moreton School - Cllr McEwen stated at the June meeting that this issue was with the Portfolio holder for a decision. Update awaited. Feasibility study for village gateway speed/signage at Bobbingworth Mill - Cllr McEwen stated with portfolio holder for a decision, expected completion date stated as 31/12/14. Update awaited. PRoW Byway 1 North Lane - Surface/drainage improvements over 1000m approved - awaiting programming. d) Capital Maintenance Works Programme To NOTE the newly published Capital Maintenance Works Programme for 2014/15 at the bottom of Page 17. 9. CLERKS COMMUNICATIONS AND CORRESPONDENCE REPORT To RECEIVE the oral report of the Clerk on matters which may be of current interest to Members and which require a formal update, and to RECEIVE such correspondence and communication as the Clerk may place before the Council. Items under this agenda item are for NOTING only. Document attached Decision required MORETON, BOBBINGWORTH AND THE LAVERS PARISH COUNCIL - 3 - Meeting: PARISH COUNCIL Date 8th September 2014 The Clerk has written to the owner of the land over which Footpath 18 lies, so that the owner of this land can be informed of the 'unofficial footpath' and the implications of it being a 'Permissive Footpath'. The owner has contacted the Clerk - and update will be given at the meeting. EALC have their AGM on 18th September 2014 - The Clerk will be attending, however Councillors are also welcome to attend. Received a letter from EF Countrycare regarding Local Wildlife sites within the Parish, in which they are trying to identify owners of the land. Request a meeting As part of the EALC Membership, Parish Councils are now able to obtain official HR advice, by contacting EALC if they have a personnel issue or problem related to the Clerk, and get a response from VINE HR – via Joy Darby. There is also a facility for Parish and Town Councils to ‘sign up’ for Annual Membership to VINE HR for a low annual fee if required. Copy of the ECC Final adopted Minerals Local Plan EFDC have been asked to consider matched funding of an additional amount to supply superfast broadband to 95% of the District (as opposed to 93% of this District) - an amount of £84,000. Clerk has confirmed the Parish Council will take part in the 2014/2015 Winter Salt Bag Scheme. Clerk is liaising with Tom Carne, ECC, regarding the delivery of the Forrester Magazine. Plans are in place for the Epping Forest Branch of the EALC to notify the Clerk of the date of the next delivery of the Forrester. Deliveries are also electronically tracked. Next one due November some time. Recommendation going to Cabinet 8th September to approve the figure of 112 additional Gypsy and Traveller permanent pitches in the district between 2013 and 2033, plus an additional 2 yards for travelling show people.     COMMUNITY GOVERNANCE – MORETON, BOBBINGWORTH AND THE LAVERS PARISH COUNCIL (MBL) SECOND STAGE CONSULTATION APPENDIX 2 Background 1. All households in the Parish Wards of High Laver, Magdalen Laver and Little Laver were consulted last year regarding the proposal to combine the three Lavers parish wards into one new parish ward within MBL. 2. Residents were asked to indicate whether they supported this change which would: (a) align the electorate/Councillor ratios in the Lavers wards more closely with the other wards in MBL and thereby achieve better equality of representation; and (b) reduce election costs as the three parish wards elections would be cheaper than the present five. Results of Consultation 3. Of 285 Households (166 High Laver, 32 Little Laver 87 Magdalen Laver) 102 residents responded to the Council’s Consultation. Of those responses, 86 supported the reduction in the number of wards and 16 did not. 4. The District Council has reviewed this result and considers that there is substantial support for the change and will now take this forward as a firm proposal. A map … showing the new wards is attached as Appendix 1. 5. Some residents As part of this consultation 20 of the Householders of in the Matching Green part of MBL Parish raised the boundary between MBL Parish and the neighbouring Parish Council of Matching in their responses. They drew attention to the way in which the boundary divides the village in two and sought a change whereby the whole of the village could be included in Matching Parish Council. 6. Aside from the boundary itself, those residents raised the following issues in support of changing the boundary: (a) there is an obvious community of interest between Matching Green residents on both sides of the boundary; (b) that Matching Green is at the edge of MBL Parish and therefore have limited community of interest with the rest of that Parish.

    EVIDENCE BASE ANALYSIS MORETON, BOBBINGWORTH AND THE LAVERS NEIGHBOURHOOD DEVELOPMENT PLAN EVIDENCE BASE GUIDANCE NOTE AND DATA CAPTURE PRO FORMA 1. Purpose of the Evidence Base Our final NDP will be, essentially, an analysis of our parish and a set of policies informing its future development. We know that NDPs are based on a firm principle of being in ‘general conformity’ with a wider set of policy documents existing or, in the case of the Epping Forest Local Plan, under development. It is therefore essential that we understand what policy makers and implementers of that policy are saying and doing in relation to our parish. This will enable us to set our policies within the context of this wider policy environment and enable us to “proof” any proposed policies for Moreton, Bobbingworth and the Lavers against these other policies and ensure we are working in a complementary (and legal!) fashion. 2. What information we need to collect We need to know what government policy is and how it applies to the parish. This will often be a case of working down from a high level strategy through to operational programmes. We need to record general policies, area based policies where they apply to our parish, any specific sites, locations that can be identified as the outcome of, or covered by, the policy. Any maps that are included in policy, programmes that may be used to clarify the policy should be included if possible. 3. How will it be used The evidence collected will need to be cross referenced with our own policies as they develop to ensure conformity, particularly with any land use planning policy, heritage and conservation policy or human rights legislation.

    Epping Forest District Questionnaire for Essex County Council Local Bus Network Review Consultation August 2016 Background In 2015 Essex County Council (ECC) began a thorough review of its financial support for those local bus services that it pays for across the County. This consultation is the start of the second part of the review and looks at 70 services across Essex where the current contract ends in 2017. We have grouped together services by geographical area of the County so it is easy to see whether your service is part of the review. Most bus services in Essex are run by commercial operators. The County Council’s role is to decide, where the commercial operators do not provide a service, whether one is needed and if it determines that one is, then to provide it. To help make this decision ECC looks at many factors including what alternatives are available, how many people use them and whether they offer value for money. The Council will not normally continue to support a service where it pays the operator £5.00 or more per passenger carried after all revenue (from fares of all types including the concessionary bus pass scheme) has been taken into account. This is the Cost Per Passenger Journey (CPPJ). A number of the services in this review were last tendered in 2009/10 and the prices agreed then are therefore relatively low compared to prices today. In addition ECC has not increased many of its fares since 2009. As a result a number of bus services in this review are currently close to or exceeding the £5.00 CPPJ upper support limit and are very likely to exceed it after tender.

PARLIAMENTARY CONSTITUENCY REVIEWS Recommendations: (1) That the proposed formal response to the Boundary Commission for England in respect of the review of Parliamentary Constituencies be approved as set out in the Appendix to this report; (2) That a copy of the Council’s views be sent to the three local members of Parliament; (3) That the relevant Government Minister be advised ( with copies to the local MPs) about the Council’s concerns about the Constituency boundary at Matching Green; and (4) That the action taken by the Committee in authorising the Assistant to the Chief Executive (accompanied by Councillor R.Morgan, the local District member for the Matching area) to attend the Commission’s hearing about the review on 31 October 2011 in Colchester and present these views in person be confirmed. _________________________________________________ 1. The Boundary Commission for England is currently conducting a review of Parliamentary Constituencies in England. This review arises from recent Government legislation which required the Commission to allocate a precise number of constituencies in England. This number is based on a fixed total of 600 for the whole of the UK, representing a reduction from 650 constituencies at the present time. 2. The Commission must ensure that every constituency has an electorate that is within 5% (plus or minus) of the UK electoral quota of 76,641 electors. The review can take account of a number of other factors but only if the electoral quota and tolerances are not compromised.

    The Hundred Parishes Circular Walks – number 116 Matching – 5.7 miles (9 kms) This anticlockwise, countryside walk is fairly flat, passing through the three main settlements within the parish of Matching. The route follows a mixture of quiet lanes and footpaths, including two cross-field paths towards the end. The route passes two pubs, midway at Matching Tye and near the end at Matching Green, and there are also several seats along the way. There is one stile. Start & Finish: It is suggested that you park on the straight road (Downhall Road) on the East side of Matching Green, near the pond (the opposite side of the green to the Chequers pub). The route description starts from there. Grid Reference: TL537111 – Postcode CM17 0QE. The route can be followed on Ordnance Survey Explorer Map 183. A di f h i id d h d f h d i i Walk north towards the crossroads, passing the pond and cricket pavilion on the left. Immediately after 18th-century The Limes on the right, turn right at the crossroads towards Matching Airfield and White Roding. Soon, pass the entrance on the right to Stock Hall, a former manor house that is out of sight down the long drive. After a quarter mile, approaching a junction, cross with care to the left side of the road and turn left along a quiet lane, Potash Road. This lane is not signposted other than as National Cycle Network route 50. The land to the right was part of RAF Matching, an airfield used from 1944 to 1946 by the Royal Air Force and the United States Army Air Forces, primarily as a bomber base.
