To the Rt Hon Roy Jenkins, HP Secretary of State for the Home Department PROPOSALS FOR REVISED ELECTORAL ARRANGEMENTS TOR THE WEST LANCASHIRE DISTRICT OF LANCASHIRE 1. We, the Local Government Boundary Commission for England, having carried ' out our initial review of the electoral arrangements for the West Lancashire District in accordance with the requirements of section 63 of, and Schedule 9 to, the Local Government Act 1972, present our proposals for the future electoral arrangements for that District. 2. In accordance with the procedure laid down in section 60(l) and (2) of the 1972 Act, notice was given on 20 February 1974 that we were to undertake this review. This was incorporated in a consultation letter addressed to the West Lancashire District Council, copies of which were circulated to the Lancashire County Council, Parish Councils in the district, the Members of Parliament for the constituencies concerned and the headquarters of the main political parties. Copies were also sent to the editors of local newspapers circulating in the area and to the local government press. Notices inserted in the local press announced the start of the review and invited comments from members of the public and from any interested bodies. 3. West Lancashire District Council were invited to prepare a draft scheme of representation for our consideration. In doing so, they were asked to observe the rules laid down in Schedule 11 to the Local Government Act 1972 and the guide- lines which we set out in our Report No 6 about the proposed size of the council and the proposed number of councillors for each ward. They were asked also to take into account any views expressed to them following their consultation with local interests. We therefore asked that they should publish details of their provisional proposals about a month before they submitted their draft scheme to us, thus allowing an opportunity for local comment. 4. In accordance with section 7(4) of the Local Government Act 1972 the Council had exercised an option for K"system of elections by thirds. 5. In due course the District Council presented their draft scheme of representation. The Council proposed to divide the area into 25 wards each returning 1, 2 or 3 members to form a council of 55, the same as at present. They envisaged, however, that the proposed Birch Green ward, in the Skelmersdale •¥?• New Town area, which they expected to grow rapidly over the next few years, would in due course be represented by more than the one councillor to which, on its 1974 electorate, it was entitled. 6. The Council sent us copies of representations which they had received during the period when their scheme was being prepared„' They had been able to meet most of the suggestions in settling their draft scheme, but they had not felt able to accept either the proposals made by a local association for a new ward based on the Hewburgh area and affecting the Parbold and neighbouring wards, or the proposals made by the Parbold Parish Council who considered that the parish should form a ward on its owno The Parish Council also made representations direct to us and to their Member of Parliament. 7. We considered the draft scheme and the suggested modifications. We concluded that we could not accept the proposal that the parish of Parbold should form a ward on its own. We decided, however, to adopt the suggestion by the local association for a new ward based on the area-of Newburgho The proposal involved the redrawing of the proposed Parbold, Derby, Lathom and Wrightington wards to form five new wards which we decided to call Parbold, Newburgh, Derby, Lathom and Wrightington. i - ' ' ^ 8. We considered several possibilities for adapting the Council's draft scheme in other areas so as to secure a more even standard of representation. We decided to reduce the number of councillors representing the proposed Digmoor and Moorside wards from three councillors to two0 In relation to the proposed Birch Green ward, where extensive development was expected, we decided, having studied forecasts of its electorate-in five years time,* that representation by three councillors would be appropriate* 9« After consulting the Ordnance Survey we made a small number of minor ' adjustments to the alignment of some of the boundaries in order to secure boundary lines which were more readily identifiable on the ground. 10. Subject to the changes referred to in paragraphs 7, 8 and 9 above we decided that the District Council's draft scheme provided a reasonable basis for the future electoral arrangements of the district in compliance with the rules in Schedule 11 to the 1972 Act and our guidelines and we formulated•our draft proposals accordingly. 11. On 31 July 1975 we issued our draft proposals and these were sent to all who had received our consultation letter or had commented on the Council's draft scheme. The Council were asked to make these draft proposals and the accompanying maps, which defined the proposed ward boundaries, available for inspection at their main offices* Representations on our draft proposals were invited from those to whom they were circulated and, by public notices, from other members of the public and interested bodies. We asked that any comments should reach us by 3 October 1975. 12. VJest Lancashire District Council, Lancashire County Council, three parish councils in the district and a local political association all registered a their approval of our draft proposals. We received no other comments. Accordingly we decided to confirm the draft proposals as our final proposals • t without modification 13» Details of these final proposals are set out in Schedules 1 and 2 to this report and on the attached maps. Schedule 1 gives the names of the wards and the number of councillors to be returned by each. Schedule 2 shows our proposals for the order of retirement of councillors. The boundaries of the new wards are defined on the maps. PUBLICATION 14. In accordance with Section 60(5)(b) of the Local Government Act 1972, a copy of this report and a copy of the maps are being sent to West Lancashire District Council and will be available for public inspection at the Council's main offices. Copies of this report are also being sent to those who received the consultation letter and to those who made comments. A detailed description, of the boundaries of the proposed wards, as defined on the mapsj is set out in Schedule 3 to this report. L.S.
