20 February 2020 Post Brexit Opportunities for the UK in the Middle East Alistair Burt was Minister of State for the Middle East at the Foreign and Commonwealth Office and Minister of State at the Department for International Development from June 2017 to March 2019, and previously Parliamentary Under Secretary of State for the Middle East from May 2010 - October 2013. Alistair also served as Minister of State for Community and Social Care at the Department of Health from May 2015 until July 2016. He entered Parliament for the first time in 1983, served successively as Parliamentary Under Secretary of State then Minister of State at the Department of Social Security 1992-97, and was Conservative MP for North East Bedfordshire 2001-2019. *************** As UK Government settles down, relationships in the Middle East and North Africa will remain key. As a recently released Parliamentarian, I have taken a keen interest in the fortunes of the new UK Government since its definitive victory in December’s General Election. Unexpectedly decisive, the election puts the UK on track for a period of domestic political stability, even if the challenges which it faces will be daunting. The consolidation of power at the heart of the Prime Minister’s office, as demonstrated through the recent Government shuffle of ministers, is evidence of a determination to deliver on the priorities set out by the Conservative Government to its voters. It is particularly keen to meet the aspirations of those it characterises as ‘new’, whose ‘lending’ of their votes to Boris Johnson won the larger than expected majority, particularly in the North and Midlands. -

With its strong majority, the Government has the power to enact the policies supportive of the sector in the Conservatives 2019 Manifesto. All in all, this indicates a positive outlook for life sciences during this Government’s tenure. Making a Hasty Brexit? Ministerial Turnover and Its Implications Jessica R. Adolino, Ph. D. By almost any measure, since the immediate aftermath of the June 16, 2016 Brexit referendum, the British government has been in a state of chaos. The turmoil began with then- Prime Minister David Cameron’s resignation on June 17 and succession by Theresa May within days of the vote. Subsequently, May’s decision to call a snap election in 2017 and the resulting loss of the Conservatives’ parliamentary majority cast doubt on her leadership and further stirred up dissension in her party’s ranks. Perhaps more telling, and the subject of this paper, is the unprecedented number of ministers1—from both senior and junior ranks—that quit the May government over Brexit-related policy disagreements2. Between June 12, 2017 and April 3, 2019, the government witnessed 45 resignations, with high-profile secretaries of state and departmental ministers stepping down to return to the backbenches. Of these, 34 members of her government, including 9 serving in the Cabinet, departed over issues with some aspect of Brexit, ranging from dissatisfaction with the Prime Minister’s Withdrawal Agreement, to disagreements about the proper role of Parliament, to questions about the legitimacy of the entire Brexit process. All told, Theresa May lost more ministers, and at a more rapid pace, than any other prime minister in modern times. -

This article first appeared in December 2005’s edition of Professional Social Work magazine A Question of Principles What makes a Social Worker a Social Worker? There’s never been a more opportune moment to be writing this article on the essence of social work. The profession is at a critical point, in new potentially contradictory contexts. This discussion focuses mainly on developments in England but is relevant to emerging developments in the rest of the UK. With the introduction of the new social work degree from 2003, registration and protection of title of ‘social worker’ from April 2005, new financial investment in the form of bursaries for social work students and a new post-qualifications framework (by 2007), the future for social work looks rosy. Politically these changes have been owned and promoted: Stephen Ladyman described them as playing “an important part in raising standards in social work practice(1).” At the same time there have been changes, leading to ambiguity about the territory and importance of social work in its own right. ‘Social Care’ is now the predominant term used since the mid-‘90s rather than ‘social services’ and indeed ‘social work’, evidenced in the titles of the UK Care Councils. The question is, is it now an inclusive term relating to a wide range of care, of which social work is a highly qualified part, or does it represent a dilution of the special nature of social work into a more generic alternative to health care, mopping up all the areas of community based service as health services are more carefully redefined by cost and capacity? Thomas & Pierson (2001) define social care as “assistance given to people to maintain themselves physically and socially…in residential and day care centres and…at home,…distinguished from health care” and care given by a family member (2) – neatly avoiding all the contested areas that social work can include. -

Debates about reform often focus on older people and the risk of them having to sell their homes to pay for social care. • What often gets missed are the issues facing younger adults needing social care – people aged 18–64 with learning disabilities, mental health problems and other social needs – and the care they need to support their independence and wellbeing. This publication presents analysis of publicly available data to understand the needs of younger adults in the social care system, how they differ from those of older people, and how these needs are changing. -

Library Briefing Social care provision in the UK and the role of carers Debate on 24 June 2021 Author: Thomas Brown Date published: 17 June 2021 On 24 June 2021, the House of Lords is due to debate a motion moved by Baroness Jolly (Liberal Democrat) that “this House takes note of social care provision in the United Kingdom, and the role of carers in that provision”. The term ‘social care’ covers a wide range of support provided to children, young people, and working age and older adults, as well as their carers. This support can be provided formally, either by local authorities, private companies, charities, or other bodies; informally, by family members, friends, or neighbours; or through a combination of these. Although in practice it can include support for both children and adults, the term is often used as shorthand for adult social care in debates on the subject. Social care is a devolved matter and provision differs across the UK: • In England, local authorities hold both responsibility for children’s social care and a formal role in assessing the need for and commissioning adult social care. Differences in budgets, costs and local authorities having discretion to provide adult care services to individuals outside of eligibility thresholds have led to variations across the country. The adult social care system has been the focus of longstanding calls for reform. The UK Government has said it will bring forward proposals to “fix” adult social care in England later this year. • In Scotland, where an entitlement to free personal social care has been in place since 2002, the Scottish Government has pledged to create a National Care Service. -
