    “Merthyr Express” 3 January 1942 Parish Church Services were held on Christmas Day. The preacher and celebrant was the Rev. J. L. White (vicar) and the organists were Mr. W. P. Lawrence (Mus. Bac.) and Mrs. Norman Palmer. Musical Success Brynmor Jones, son of Mr. T. H. Jones, 3, Upper-row, Pantywaun, was successful in passing the Advanced Intermediate Examination in pianoforte playing at the recent examination of the London College of Music held at Cardiff. Singing Festival The united Christmas singing festival of Nazareth and Noddfa Baptist Churches was held at Noddfa Chapel on Christmas Day and a high standard of singing was attained. The conductor was Mr. D. J. Thomas, and the organists were Mrs. Katie D. Walters and Mr. D. J. Davies. Mr. Trevor Lawrence presided in the morning session which was given over to the children, and the devotional part was taken by Moira Ballard and Margaret Davies. The afternoon president was Mr. W. H. Jones, with the devotional part taken by Jas. A. Price. The evening president was Mr. T. J. Jones. The devotional part was taken by Miss Edna Evans Jones. Carmel Chapel On Christmas Day the usual cymanfa ganu was held when the conductor was Mr. T. Walters, A.L.C.M. with Mrs. Annie Davies the organist. The singing was of a high standard the choir responding well to the conductor. The morning was devoted to the children and was introduced by Mr. S. Lewis. The devotional part was taken by Nan Jones and Amy Thomas; solos were rendered by Eleanor Davies and Huw B.

In September 2013, the Local Government (Democracy) (Wales) Act 2013 (the Act) came into force. This was the first piece of legislation affecting the Commission for over 40 years and reformed and revamped the Commission, as well as changing the name of the Commission to the Local Democracy and Boundary Commission for Wales. The Commission published its Council Size Policy for Wales’ 22 Principal Councils, its first review programme and a new Electoral Reviews: Policy and Practice document reflecting the changes made in the Act. A glossary of terms used in this report can be found at Appendix 1, with the rules and procedures at Appendix 4. This review of the Caerphilly County Borough Council is the eighteenth of the programme of reviews conducted under the new Act and Commission’s policy and practice.

PURPOSE OF REPORT 1.1 To seek Cabinet endorsement for the introduction of a Public Space Protection Order to restrict vehicle access on to Cefn Brithdir for a period of 3 years; and the restrictions be included in a draft Order and the statutory process including formal consultation is commenced with the outcome reported back to Cabinet for consideration or if there are no objections, the decision to make the Order be delegated to the relevant Head of Service. 2. SUMMARY 2.1 The Anti-Social Behaviour, Crime and Policing Act 2014 brought in a new power for local authorities to deal with anti-social behaviour problems in a geographical area by imposing conditions on the use of an area. The aim is to ensure that the law-abiding majority can use and enjoy public spaces, safe from anti-social behaviour. 2.2 PSPO’s replace a number of existing legal provisions including Designated Public Place Orders, Gating Orders and Dog Control Orders. It is no longer possible to make Orders under these various forms of legislation and any new orders made to control such activities should be made as PSPOs. 2.3 PSPOs can prohibit a wider range of behaviours than previous legislation and can be used to control a number of anti-social activities within the same order. PSPO’s are subject to a consultation and notification process with stakeholders and must satisfy the required legal test before a Local Authority makes an Order and may be appealed in the High Court within 6 weeks of an order being made.

Mrs. Morris was 72 years old. Welfare Association Councillor Payne presided at the meeting on Friday. A reports was given by the treasurer and caretaker. Revised charges for the use of the hall were agreed. Boy’s Funeral The funeral of Percival G. Iles, the 15 year-old son of Mr. & Mrs. Percy Iles, Martin-street, took place at Pentwyn Churchyard on Thursday. Pastor David Thomas officiated, assisted by Rev. E. Adams Evans. Chief mourners were: Percy Iles (father); Geo. Morgan, Geo. Jones, Howell Davies (uncles); Bryn Davies, A. Powell, A. Alcott (cousins). Mourners at the house were: Mrs. B. Iles (mother); Pamela, Phyllis Ann (sisters); Mesdames James, Freedey, Powell, Davies, J. Morgan (aunts); Misses Phyllis & Dilys James, A. & Vera Freedey (cousins). New Ambulance Cadets An examination in preliminary first aid for boy cadets from 10 to 14 was recently held. Thirteen cadets sat the examination that was conducted by Divisional Surgeon Dr. W. Monnelly. All candidates satisfied the examiner and gained their preliminary certificate in first aid, and become members of the Fochirw Ambulance Division. The successful candidates were: John Morgan, Brian Pearce, Islwyn Shankland, Leonard Evans, James Davies (Fochriw); G. Powell, Edwin Ivor Davies, D.R. Jones, Horace Davies (Pentwyn); Ivor & Idwal Bradley, Haydn Dyer, Kenneth Sawday (Pantywaun). The boys had been instructed by Cadet Supt. Ivor Morgan, and Div. Supt.
