Audited Statement of Accounts and Auditor’s Report for the year 2017-2018 Director’s Report I am delighted to present before you the Annual Report 2017-18 of the Indian Statistical Institute. This Institute was established by P.C. Mahalanobis in 1931 in Kolkata. It has now grown into a unique institution of higher learning, and is spread over several cities of the country. As in the past, the Institute continues its glorious tradition of disseminating knowledge in Statistics, Mathematics, Computer Science, Quantitative Economics and related subjects. The year 2017-18 saw the Institute continue to flourish under the able leadership and guidance of the ISI President Dr. Vijay Kelkar and the Chairman of the ISI Council, Professor Goverdhan Mehta. The Institute conducted its 52nd Convocation in January 2018. The Institute was happy to have Nobel Laureate Professor David J. Gross, Chancellor’s Chair Professor of Theoretical Physics, University of California, Santa Barbara, USA as the Chief Guest and Professor S.R.S. Varadhan, Padma Bhushan and winner of the Abel Prize, Courant Institute of Mathematical Sciences, New York University, USA as the Special Guest. The year 2017-2018 marked the 125th birth anniversary year of P.C. Mahalanobis and was celebrated in a befitting manner through a series of academic programs in Kolkata and the different Centres. The year-long celebrations was inaugurated by the then Hon’ble President of India, Shri Pranab Mukherjee, on June 29, 2017. A few special issues of journals have been envisaged, including those of Sankhya, the journal of Statistics started by Mahalanobis. The Institute hosted a number of distinguished visitors who delivered public talks and seminars. Professor Ada Yonath, Nobel Laureate in Chemistry, visited the Institute on November 29, 2017 and delivered a public lecture titled “From Basic Science to Next Generation Medicine”. The other visitors include Prof. Vijay Raghavan, Secretary, Department of Biotechnology and now the Principal Scientific Advisor to the Government of India, Prof. M.S. Raghunathan, Padma Bhushan awardee, IIT Bombay, Dr. R.B. Barman, Chairman, National Statistical Commission, Prof. Robert Faff, University of Queensland,

A perusal of the list of publications of the members of the Institute shows that this year has been an academically productive year. The Institute hosted an international conference and five workshops this year. These include the Indo UK Conference on Number Theory, ISEA Course on Security, Meeting on Modeling Infectious Diseases, ATM Workshop on Al- gebraic Topology, Annual Foundation School in Mathematics and the first K. S. Krishnan Discussion Meeting on Frontiers in Quantum Science. Further the Institute organized the Albert Einstein Annus Mirabilis Centennial Public Lectures, featuring talks by Nobel Laure- ates Professor Anthony Leggett and Professor Zhores I. Alferov, and the eminent theoretical physicist, Professor E. C. George Sudarshan. I am also happy to note that the faculty members of the Institute have served as members in the sectional committees of the academies, in award committees and in the board of studies in Mathematics and Physics of HBNI. The Subashis Nag Memorial lecture is an annual event where a course of lectures are given by an eminent personality on a subject related to the work of (Late) Professor Subashis Nag.     GROUP MEASURE SPACE CONSTRUCTION, ERGODICITY AND W ∗-RIGIDITY FOR STABLE RANDOM FIELDS PARTHANIL ROY Dedicated to the memory of Professor Jayanta Kumar Ghosh ABSTRACT. This work discovers a new link between probability theory (of stable random fields) and von Neumann algebras. It is established that the group measure space construction corresponding to a minimal representation is an invariant of a stationary symmetric a-stable (SaS) random field d indexed by any countable group G. When G = Z , we characterize ergodicity (and also absolute non- ergodicity) of stationary SaS fields in terms of the central decomposition of this crossed product von Neumann algebra coming from any (not necessarily minimal) Rosinski´ representation. This shows that ergodicity (or the complete absence of it) is a W ∗-rigid property (in a suitable sense) for this class of fields.
