Connecting to Next Gen 9-1-1 Chesapeake G Hosted by MACo’s Emergency Management & IT Directors Affiliates Sponsored by SecuLore Solutions As 20th century technologies phase out, counties must reinvent their emergency call systems. One key issue that must be addressed is how to fill the void of legacy systems that are no longer supported—through building costly and complicated fiber optic and wireless services to replace them. While the technology to implement Next Generation 9-1-1 is available now, there are many issues that local governments must work through relating to technology standards, the process of transition, governance, and funding. 12:45 PM - 1:45 PM SPECIAL TRAINING Schooner AB "Stayin' Alive" with Hands Only CPR Training About 40 people each hour have a cardiac arrest while not in a hospital, and just over nine out of 10 do not survive, according to American Heart Association statistics. People who live in African-American, Hispanic, and lower-income neighborhoods are more likely than others to die from a cardiac arrest—they are also 30% less likely to have someone stop and perform CPR. Bystander CPR can double or triple a cardiac arrest victim’s chances of survival. Get certified today—and find out how the classic disco song “Stayin’ Alive” can actually help you keep someone alive. Cannabis in the Workplace: Clearing the Haze Chesapeake C Hosted by MACo's Human Resources Affiliate After years of working to establish drug-free workplaces, employers now face the possibility of legal drug users within their organizations. Other employers may decide to modify their current policies based on changes in state law. With the numerous legal and policy considerations swirling around medical cannabis, employers and workers alike are seeking clarification. In this session, representatives from the public and private sectors will discuss the many liability and logistical issues due to the changing landscape of state medical cannabis laws, including the potential for accommodation requests and wrongful termination claims. Attend this session to hear more about what to expect in the near future and the best practices to protect your workplace and employees. Speakers:  William C. 34 THURSDAY, DECEMBER 8, 2016 The New Wild, Wild West? Energy and Open Space Chesapeake G Hosted by MACo’s Planners Affiliate For decades, Maryland has preempted local land use and environmental requirements for the siting of large baseline powerplants. These facilities are critical to the energy grid and were somewhat limited in their locations due to infrastructure and siting requirements. However, a new generation of energy facilities (such as solar, wind, gasification, or small incinerators) can be placed almost anywhere—with little or no additional infrastructure. Out of concern for the impact of these new types of facilities on agriculture and open space, MACo has proposed removing the preemption for these kinds of “dispersed” facilities as part of its 2017 Legislative Initiatives. Panelists will provide an overview of the issue, county concerns, and stakeholder perspectives. Speakers:  Adam W. Stratton, MREM, Project Origination Manager, Algonquin Power  Andrew Gohn, Eastern Region Director, American Wind Energy Association  Amy G. Moredock, Director, Planning, Housing, & Zoning, Kent County  Susan T. Gray, Deputy Director, Power Plant Assessment Divison, MD Department of Natural Resources Moderator: The Honorable Carl Anderton, Maryland House of Delegates (invited)

Budgeting for Bust or Boom Chesapeake F Hosted by MACo’s Budget & Finance Officers Affiliate As our counties bounce back from the Great Recession more resilient than ever, it becomes especially important to plan and save now to protect against whatever may come next. With furloughs and freezes behind us for the time being, our present reality of stagnant property tax revenues and sluggish income growth leaves us in a different position than we were in ten years ago—and prudence warrants budgeting accordingly. Learn about how some of our counties’ financial experts are incorporating sound financial management practices to shore up reserves, budget conservatively, and prep for whatever rain tomorrow may bring. Speakers:  Ted Zaleski, Director, Department of Management & Budget, Carroll County  Mira Green, Budget Management Analyst, City of Baltimore Moderator: The Honorable Mike McKay, Maryland House of Delegates (invited)

Bell), legislation was introduced during the 2016 Session (HB 243/SB 166) that would have altered who could legally challenge comprehensive zoning decisions made by a county or municipality. While the bills did not move, the House Environment & Transportation Committee is convening a workgroup to further examine the issue in anticipation of revised legislation for the 2017 Session. Panelists will provide an overview of the “standing” issue, the Bell holding, and key stakeholder perspectives. Speakers:  Elaine Lutz, Maryland Attorney, Chesapeake Bay Foundation  Gregory J.
