Chapter 14 of the Environmental Statement (ES) reports the noise assessment for the scheme (PINS reference APP-345). The assessment is supported by detailed quantitative information in Appendix 14.06 (PINS reference APP-710) that reports residual operational noise for the scheme and Appendix 14.04 (PINS reference APP- 708) that reports residual construction noise for the scheme taking account of additional mitigation as identified in the main noise chapter. During the course of the Development Consent Order (DCO) process various aspects of the scheme have changed since the original submission. The updated Chapter 14 noise tables presented at Annex A were submitted at deadline 10 (PINS reference REP10-039) in September and amended at deadline 11 (PINS reference REP11-012) in October and are an update to the original ES Appendix 14.06. Changes to construction are reflected within this document, however those changes have no effect on residual construction noise and therefore Appendix 14.04 has not been updated. 1.1.2. This update provides noise findings which have been refined to most accurately reflect the current scheme, current guidance and methodology and up to date agreements on mitigation. This document also includes clarifications / corrections that have occurred during the examination period where they are relevant to the assessment of operational and construction noise from the scheme. 2 Purpose 2.1.1 The purpose of this update is to provide: detailed information in support of the noise conclusions that have already been reported to the Examining Authority (ExA); and a revised ‘envelope’ in terms of reported operational noise effects (both adverse and beneficial) that is relevant to the discharge of Requirement 111 in the draft DCO commented on by Highways England at deadline 12 (Applicant reference EX/185, PINS reference REP12-007). 3 Form of presentation 3.1.1 For ease of reference this update is presented as: a summary of changes since the ES and the earlier updated noise tables published; an updated inventory of adopted mitigation; updated impact assessment outcomes; and updated versions of the impact assessment tables originally presented in ES Appendix 14.06 “Operational, noise and vibration assumptions and assessment outputs for the mitigated scheme” (PINS reference APP-710). 1 Requirement 11 (2) “The written details ..must either reflect the mitigation measures included in the environmental statement…” HE/A14/EX/197 Page 6 of 92 October 2015 A14 Cambridge to Huntingdon Environmental Statement Chapter 14 – Noise and Vibration improvement scheme Updated Noise Tables 4 Changes identified during the examination that inform this updated information 4.1 Introduction 4.1.1 This update takes account of the following changes that have arisen during the examination process: Refinements to traffic models; Review of the retrospective application of IAN185/15; Clarifications and corrections to Assessment Location2 information3; The adoption of further noise mitigation into the scheme; and Updated construction activity assessment. 4.1.2 The following sub-sections of this report provide further detail of the matters considered under each of the five categories noted above. 4.2 Refinements to traffic models 4.2.1 During the course of the examination, the noise assessment has been reviewed with regard to updates in the underlying traffic models, these being: The overarching update from traffic model CHARM2 to CHARM3A (PINS reference REP2-018) The Local Impact Traffic (LIT) report (PINS reference REP6-002); and Sensitivity Test 2 (PINS reference REP7-027). 4.2.2 As reported to the ExA, these refinements to the traffic model have not resulted in any material change to the assessment of noise effects as reported in the ES4. The forecast noise levels (dB values) using CHARM3A traffic data on a road-link by road- link basis are reported in the updated ES Appendix 14.6 as annexed to this note. 4.3 Review of retrospective application of IAN185/15. 4.3.1 Highways England’s response to ExA’s First Written Question 1.10.4 (PINS reference REP2-011) considered the likelihood that retrospectively applying the methodology in IAN185/15 to the noise assessment presented in the Environmental Statement (ES) would change the outcomes of that assessment. The risk assessment identified that there was a moderate risk that the application of IAN185/15 could result in worsened effects for the section of the Cambridge Northern Bypass between Histon/Impington and Milton, and that a detailed review 2 Assessment Locations (AL) are the locations where quantitative assessment of operational noise has been undertaken and reported and that are used as clarified in Highways England’s response to ExA question 1.10.1 (PINS reference REP2‐011) to inform the assessment of noise effects at all receptors within the study area. 3 For example the name given to the assessment location or the number of dwellings it represents. 4 The Local Impact Traffic (LIT) report (PINS reference REP6‐002) confirms that the traffic impact model does not resulted in any material change to the assessment of noise effects as reported in the ES. The Sensitivity Test 2 report (PINS reference REP7‐027) considers sensitivity to local traffic to A14 speed profiles and also does not result in material changes to the assessment of noise effects as reported in the ES. HE/A14/EX/197 Page 7 of 92 October 2015 A14 Cambridge to Huntingdon Environmental Statement Chapter 14 – Noise and Vibration improvement scheme Updated Noise Tables of the implications of IAN 185/15 with regard to the noise assessment for this section should be undertaken. The response to the written question also noted that the detailed review would consider the potential need to provide further noise mitigation in line with sustainability criteria set out in the ES, should such review identify any new likely significant adverse effects. 4.3.2 At examination deadline 8, Highways England’s submitted a detailed review of the application of IAN 185/15 to the section of the Cambridge Northern Bypass between Histon/Impington and Milton (PINS reference REP8-020). 4.3.3 The results of the detailed review showed that with the incorporation of the IAN185/15 methodology, the predicted long term noise increases at dwellings at Orchard Park close to the Cambridge Northern Bypass would have been up to +4dB in the long term, compared to a maximum increase of +1 dB in the ES. Taking account of IAN185/15, the higher changes would have been at dwellings on Engledow Drive and Flack End. 4.3.4 As detailed in the Highways England response to ExA’s Second Written Question 2.10.5 (PINS reference REP7-023), the Position Statement on Further Noise Mitigation (PINS reference REP8-023), Highways England has committed to installing very Low Noise Surface (vLNS) road surfacing as part of the scheme mitigation along the Cambridge Northern Bypass between the Girton Interchange and the junction at Milton. This surfacing has a performance approximately 3dB better in the long term than the surfacing assumed in the ES. 4.3.5 As a result of the application of the IAN185/15 assessment methodology and the incorporation of vLNS, the noise level changes at Orchard Park due to the scheme would vary between -2dB and +1dB in the long term. These changes would be classified as negligible impacts and no adverse likely significant effects would be identified. 4.3.6 At Blackwell’s Caravan site, with the incorporation of the IAN185/15 methodology, the predicted long term noise changes would have been just under -3dB in the long term, compared to -4.5dB in the ES. Taking into account the inclusion of vLNS and IAN185/15, the equivalent noise change would be -6dB in the long term. 4.3.7 The detailed review therefore confirmed the risk assessment presented in Highways England’s response to Q1.10.4 (PINS reference REP2-011) where, having considered the whole scheme, only the section of Cambridge Northern Bypass between Histon and Milton interchanges was identified as of moderate risk of worsening of noise impact as a result of the retrospective application of IAN185/15.
