June 29, 2020 The Honorable Mitch McConnell The Honorable Chuck Schumer Majority Leader, United States Senate Minority Leader, United States Senate U.S. Capitol Building, Room S-230 U.S. Capitol Building, Room S-224 Washington, DC 20510 Washington, DC 20510 Dear Majority Leader McConnell and Minority Leader Schumer: We write today to advocate on behalf of states, territories, counties, cities and towns, all of which are experiencing historic budget shortfalls as they continue to respond to the pandemic. In less than two days, the budget years for 45 states and thousands of local governments will begin. Unlike the federal government, these state and local governments must begin their fiscal years on time and with a balanced budget. If the Senate fails to act immediately to support state and local governments, our nation’s recovery from the pandemic-induced recession will suffer and millions of Americans will needlessly be harmed. Previous federal bills responding to COVID-19 provided important support, many through well-established grant programs, yet none allow for the replacement of billions of lost revenue due to COVID-19. More robust and direct stimulus is needed for state and local governments to both rebuild the economy and maintain essential services in education, health care, emergency operations, public safety and more. As we move closer to the end of the budget year, furloughs and job cuts are on the table for many states and localities. These jobs losses not only affect the provision of government services, but also add to state unemployment. The damage will get far worse without federal assistance, forcing drastic cuts that will further delay and cancel infrastructure projects, as at least 26 states have announced construction delays for transportation projects. -

MANCHESTER TOWNSHIP HISTORY Founded by William Torrey for its namesake, a British manufacturing city, Manchester Township was formed through an Act of Congress on April 5, 1865. Manchester was the seventh municipality formed in Ocean County. The other municipalities were Little Egg Harbor Township in 1740, Stafford Township in 1750, Toms River formerly Dover Township in 1768, Jackson Township in 1844, Union Township in 1846 and Brick Township in 1850. After receiving 640 acres of land in what is now present-day Lakehurst Borough, Mr. Torrey and his wife Adelaide moved to Manchester in 1841. A real estate promoter and developer, Mr. Torrey spent the years 1841 to 1865 engaged in the sale of properties he owned in Manchester Village. He dreamed of establishing Manchester as an important rail and industrial center and thought it would be better served as an independent political entity. In furthering his vision, Mr. Torrey is responsible for constructing the railroad in downtown Lakehurst that became operational in 1863 as part of the Raritan and Delaware Bay Railroad, allowing for connections with other lines to the Jersey Shore and Philadelphia. The Whiting section of Manchester was named in 1861 by Nathan C. Whiting. He came from New Haven Connecticut and erected a sawmill. The first post office was built in 1841 as well as a Presbyterian Church. Since its incorporation, Manchester Township’s boundaries have remained the same except for the secession of the Borough of Lakehurst in 1921. At the time of incorporation the population was 1,054. As of the 2010 census Manchester’s population was 43,070. -

Welcome to the 102 nd Annual League Conference President’s Welcome November 14, 2017 Dear Conference Delegate: It is my honor and my privilege to welcome you to your New Jersey State League of Municipalities’ 102nd Annual Conference. “Realizing Tomorrow’s Potential” is the theme of this year’s gathering. But for those of us who serve our fellow citizens on the local level, it is a goal that we all strive for every day. A sage once said, “Yesterday is history. Tomorrow’s a mystery. But today is a gift. And that’s why they call it the present.” If we are to realize tomorrow’s potential, we need to make the best of that present. And there is no better place to do that, than right here at the League’s Conference. Your thoughtful attendance is proof positive of how much you care. Indeed, we come to the Conference because we care. We care about New Jersey. We care about our colleagues in the public’s service. But, most of all, we care about our fellow citizens–our neighbors, their families, our friends. We care enough to set aside three days each year to listen and to learn. To talk and to teach. From the seminars and workshops, to the exhibit floor, to our personal conversations with friends and colleagues facing similar challenges, we increase our understanding of the work we do at home. We strive to grasp every opportunity to improve our towns by sharing our insights, On behalf of the League’s officers, executive board, and staff, I thank you for participating in this important event.
