    Political System of France The Fifth Republic • The fifth republic was established in 1958, and was largely the work of General de Gaulle - its first president, and Michel Debré his prime minister. It has been amended 17 times.     BRUSSELS OFFICE IDEOLOGICAL DIVISIONS IN THE ‘YELLOW VEST’ MOVEMENT The ongoing mobilisation of yellow vest adherents is arguably the most enduring and significant social movement in France since May 1968. It will have profound political consequences, though it is still too early to gauge their extent. Today, one of the most pressing questions for understanding what these long-term consequences might be is the political direction taken by the movement. This article highlights the atypical, even paradoxical political profile of this movement, which is caught in a dilemma between unifying its demands, and the strength in numbers this gives it, and the deep ideological differences that continue to divide it. We will begin by reviewing the mainly material factors underpinning the yellow vests’ need for unity. Next, we will examine the ideological fault lines running through the movement, in particular its penetration by the far right. Finally, we will outline some thoughts on how this influence could be countered and challenged. These thoughts will be based mainly on the results of a survey conducted by our research group Quantité Critique (Critical Mass) among groups of yellow vests organising actions via social media on Facebook. The survey was carried out in the first two weeks of December and involved six Facebook groups spanning the entire country. A digital copy of the questionnaire was distributed among these groups. Participation in the survey was voluntary. In all, 572 responses were collected, providing extensive information about the yellow vests, their life circumstances (family and economic situation, socio-demographic data, etc.) and political opinions (commitments to political parties, trade unions or associations, voting habits, political views and values).

It looks at the two main populist actors i.e. the Front National (FN) and La France Insoumise (LFI). The FN exemplifies the typical radical right populist organiZation, primarily mobiliZing grievances over immigration, while LFI shows a left-wing egalitarian and socially inclusive profile. Electoral support for populism in France is fuelled by economic instability and voter distrust of mainstream politics and of the EU.

    Jean-Luc Mélenchon and France Insoumise: the manufacturing of populism Philippe Marlière ‘Jean-Luc Mélenchon and France Insoumise: The Manufacturing of Populism’, in Giorgos Katsambekis, Alexandros Kioupkiolis (eds), The Populist Radical Left in Europe, London, Routledge, 2018. ******** Abstract In the run-up to the 2017 presidential election in France, Jean-Luc Mélenchon who, so far, had been associated with the radical left, formed a new movement called France Insoumise (Unbowed France - FI). Mélenchon’s populist strategy in launching FI was blatant. This was an attempt to organise the masses along the lines of an agonistic cleavage between ‘the people’ and ‘the elite’, and this was also a radical break with the collective forms of leadership and action on the French left. The gamble paid off as Mélenchon received significant support from segments of left-wing voters in the first round of the presidential election. In true populist fashion, the FI leader wants to federate ‘the people’, and not simply left-wing voters. He has ceased to use the notion of left altogether. What defines FI’s populism is the role and the centrality of the leader. One may wonder whether populism is the best strategy to broaden the left’s electorate as left-wing and right-wing populisms do not tap in the same culture and do not express the same feelings. On the left, the anger is directed at free market economics. On the far right, the hatred of foreigners and immigrants is the main motivation. Both 1 feelings and mindsets are incompatible: the former has a positive mindset whereas the latter is based on resentment.

Yet the country has struggled to effectively address the challenges associated with Europeanization and globalization. The helplessness of the previous conservative and socialist governments faced with the deep economic crisis has contributed to the rise of radical populist parties on the left (La France Insoumise) and the right (National Rally), and a deep distrust between large segments of the population and the political class. The 2017 presidential election failed to remedy this situation, as the upsurge of the Yellow Vest movement (Gilets jaunes) showed particularly between November 2018 and June 2019. The social tensions are still acute and ready to unfold. Politically, aside from the unexpected landslide victory of a candidate who had no party support, one of the most striking consequences of the 2017 election has been the dramatic fragmentation of the traditional parties of government. The Socialist party of former President François Hollande is in pieces, lacking either a viable program or viable leadership. In October 2018, the left wing seceded, and the leaders of each the various factions have either been defeated or have retired. After the collapse of their candidate in the presidential election, the Conservatives (Les Républicains) chose a young new leader (Laurent Wauquiez) who was later forced to resign in June 2019 after the failure of his strategy at the European elections.

Emmanuel Macron, the youngest presi- dent of France in over 150 years can now set about reforming France after his recently created party La République en Marche won a majority of seats in the legislative elections. The 351 deputies of En Marche include a higher proportion of women and professionals who have never stood in an election than ever before. The level of abstention, above 50% is the highest since 1958. Much of it comes from the extremes of the political spectrum, some of whose leaders, Marine Le Pen for the Front National and Jean Luc Mélenchon for La France Insoumise, which has (with the Communist Party) 27 deputies in the new assembly, have tried to argue that fewer voters means less legitimacy for the new head of state and his government. Such arguments feed, in Mélenchon’s mind the hope that opposition to the reforms, in particular of the labour laws will be opposed in the streets. He may have overlooked that, for the first time since its creation a century ago, the CFDT supplanted the more hardline CGT as France’s biggest union by winning the largest share of worker representatives in the private sector, last winter.
