    A HISTORY OF THE PARISH OF TALISAY CITY (NEG. OCC.) FROM 1850 TO THE 1990S Emmanuel Luis A. ROMANILLOS On 20 June 1848, the whole island of Negros was entrusted to the Augustini- an Recollects.1 This was in the wake of the ocular inspection tour of the vast island of Negros by the governor of the Visayas in mid-1847 and his advice to the Do- minican Bishop Romualdo Jimeno (1808-1872) of Cebu to increase the parishes. The governor deplored the state of the parishes in the hands of the diocesan priests. A few weeks after, Bishop Jimeno saw for himself the lamentable condition — both spiritual and material— of Negros Island and he then urged the transfer of the parishes to a religious order. The governor-general in Manila acceded to the bishop’s request in a letter dated April 1848 and in May he informed the provincial superiors of the religious orders in Manila about the deplorable plight of Negros. On 29 May 1948, the Augustinian Recollect prior provincial accepted the parish- es of Negros and the governor general entrusted the spiritual administration of the huge but largely undeveloped province in a royal decree of 20 June 1848. The first two Rec- ollects arrived at Amlan and Siaton [in present-day Negros Oriental] in August 1848. On 26 October 1848, two Augustinian Recollect missionaries arrived in Negros. Father Tomás Mezquita (1817-1860) took possession of Himamaylan and, two days later, on 28 October Father Andrés Cobos (1816-1877) that of Kabankalan. The spir- itual abandonment of the Christian population of the four towns was the chief reason for the priority of curate assignment given them by the Dominican prelate of Cebu.

The Negros Wetlands and Waterbird Summit: Negros Wetlands and Waterbirds Conservation Their Future is Our Future, convened in Negros Occidental Provincial Capitol Social Hall, Negros Occidental, Philippines 17 May 2017, brought together 50 participants form the representatives from local government units, research, civil society and non-government organizations during the celebration of the World Migratory Bird Day 2017. The Summit was hosted by the Department of Environment and Natural Resources Negros Island Region (DENR NIR), the Philippines Biodiversity Conservation Foundation, Inc. (PBCFI), the Provincial Management Office (PEMO), and the Negros Occidental Tourism Division (NOTD) in collaboration with Biodiversity Management Bureau (BMB) with funds support from the East Asian-Australasian Flyway Partnership. The Summit sought to lay the foundations for new and continued wetland stakeholder dialogue, transitions toward sustainable tourism products and investments, and further research to support evidence-based policy making, all directed toward achieving reasonable conservation and more sustainable management of wetlands in the newest Ramsar site in Negros. The summit concluded that: To achieve reasonable and sustainable conservation of Negros Occidental Coastal Wetlands Conservation Area, all stakeholder must work together to achieve conservation goals. Harmonization’s of plans and programs within different government organizations and to be incorporated to the Negros Occidental Coastal Wetlands Conservation Area management plan.

Almost everyone did not expect COVID-19 will reach our country this fast, thinking the virus will remain at bay- much like how people did not believe Noah that a flood is coming. COVID-19 is highly contagious, it does not choose gender, economic status, it knows no age, it will definitely penetrate your system through close contact, whether you are healthy or not. As numbers are rising, Western Visayas is not spared, from this mare’s nest, because of this, Local Government Units have implemented Enhanced Community Quarantines (ECQ) to their respective territories. Citizens were advised to stay home, work were suspended and mass gatherings were cancelled. Non-essential businesses are currently on temporary closure and only banks, hospitals, grocery stores or establishments which offers essential commodities and services will remain open. Under this circumstance, everyone is affected and the underprivileged communities are most seriously impinged. The Local Government Units are now mobilizing its budget for social welfare. Cooperative Development Authority, thru Chairman Orlando R. Ravanera, released a memorandum encouraging Cooperatives, to utilize its Community Development Fund, and Optional Fund if needed, to extend help and assistance in any forms. The Cooperative Sector did not waste time, in Iloilo City for example, The Iloilo City Government Employees Credit Cooperative donated twenty (20) sacks of rice, the local government in Iloilo City has been putting-up community kitchens and giving out relief packs since the ECQ started.

Target groups: Local governments, municipalities or communities of the Philippines (mayors, planning officials, etc) involved in the area of urban environmental management. ______________________________________________________________________________ Background United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) has been implementing the Kitakyushu Initiative for a Clean Environment (KI), adopted at the Fourth Ministerial Conference on Environment and Development in Asia and the Pacific (MCED 2000) held in Kitakyushu, Japan in September 2000. The Kitakyushu Initiative for a Clean Environment (KI) is a mechanism for implementation of the priority areas of the Regional Action Programme for Environmentally Sound and Sustainable Development in Asia and the Pacific with specific focus on environmental quality and human health in urban areas. The Initiative involves a three pronged approach of: a) implementing pilot activities that will identify and review different approaches to urban environmental management in selected cities in the region; b) undertaking of study tours and other capacity building events aimed at encouraging the transfer of successful practices and promoting intercity environmental cooperation in country-specific contexts; and c) establishing network for information dissemination and exchange.
