Dear President,

According to the rules which apply to former European Commissioners

I wish to advise you that I took over two non-paid positions for which I hope

you will have no objection.

The first is that I became a member of the Board of Trustees of 'Friends of

Europe' and I will try to also establish a 'Friends of Europe-Cyprus'. I am sure

you would agree that my involvement with the Friends of Europe can only

promote the interests of Europe.

The second position is of an exclusively Cyprus interest. The sole medical

centre for the treatment of cancer patients has been established some 20

years ago, jointly by the Cyprus Government and the and is called the 'Bank of Cyprus Oncology Centre'. The Centre is managed by a

Board of Trustees made of 3 persons appointed by the Government and 3

persons appointed by the Bank of Cyprus. The Chair of the Board of Trustees

is jointly decided and appointed by the two co- founders. In the past I served in this position for a period of 6 years and I resigned upon my appointment as

Commissioner back in 2008. The Centre changed two Chairs since I left and the position has been vacant for the last 3 months. President Anastassiades invited me to take over once again the position of the Chair because of my past experience with the Centre and the Bank of Cyprus welcomed his choice.

The appointment has now been officially confirmed and I intend to start my mandate as from this month. It goes without say that it is an honorary position from which I will have no personal benefit but the moral satisfaction that I will be helping the thousands cancer patients of my country.

I do hope, Mr President, that you will have no objection in my taking over the above two positions.

I take this opportunity, Mr President in wishing you and Your Commission health, happiness and great success in your ambitious work programme, for the benefit of our Union.

ι MEMORANDUM FROM THE PRESIDENT TO THE COMMISSION

According to Article 245(2) of the Treaty on the Functioning of the , the members of the Commission give a solemn undertaking that, both during and after their term of office, they will respect the obligations arising therefrom and, in particular, their duty to behave with integrity and discretion as regards the acceptance, after they have ceased to hold office, of certain appointments or benefits.

Further to this Treaty provision, the Code of Conduct for Commissioners (C (2011) 2904 final) establishes a specific procedure for the assessment of planned occupations which former Commissioners intend to take up during the eighteen months after they have ceased to hold office. The Commission shall examine the nature of the planned occupation and, if the activity is related to the content of the Commissioner's portfolio, it shall seek the opinion of the Ad hoc Ethical Committee.

On 21 January 2015, former Commissioner Androula Vassiliou informed the Commission about her intention to accept two non-remunerated positions, one as member of the Board of Trustees of "Friends of Europe" and the other as chair of the Board of Trustees of the "Bank of Cyprus Oncology Centre".

As for her envisaged activity with "Friends of Europe", Ms Vassiliou stated her intention to try to establish "Friends of Europe-Cyprus" and underlined her view that her involvement with "Friends of Europe" can only promote the interests of Europe.

The Services of the Commission considered the nature of the above referred entity, which is a well-known "think-tank", and of the non-remunerated character of Ms Vassiliou's envisaged activity. They also considered the position taken by the Commission in its previous decisions adopted on similar post-mandate activities. The Ad hoc Ethical Committee's opinion on this activity was therefore not requested.

As concerns Ms Vassiliou's envisaged activity with the "Bank of Cyprus Oncology Centre", she explained that, upon the invitation offered to her by Cypriot President Anastassiades, she envisages to resume the position she had held within this body for 6 years, before she was appointed member of the Commission, in 2008.

Ms Vassiliou further explained that the "Bank of Cyprus Oncology Centre" is the sole medical centre for the treatment of cancer patients and was established some 20 years ago, jointly by the Cyprus Government and the Bank of Cyprus. The Centre is managed by a Board of Trustees made of 3 persons appointed by the Government and 3 persons appointed by the Bank of Cyprus. (2) to decide that Ms Vassiliou's envisaged activity as Chair of the Board of Trustees of the "Bank of Cyprus Oncology Centre" is compatible with Article 245(2) of the TFEU;

(2) to decide that Ms Vassiliou's envisaged activity as Chair of the Board of Trustees of the "Bank of Cyprus Oncology Centre" is compatible with Article 245(2) of the TFEU;

(3) to instruct the Secretary General to inform Ms Vassiliou about the present decision, yet drawing her attention to the condition contained therein as concerns her activity with "Friends of Europe".
