Item I. Purpose ● The purpose of this bill is to transfer $3,500.00 from Line #### to assist with funding meals and lodging (vs Materials) for the Fall 2018 Innovation Challenge hosted at View Arts in Old Forge.

Item II. Justification ● The budget amendment will provide funding support for the Innovation Challenge New York: Reimagining Greater Old Forge. This event will be held in the View Arts Center in Old Forge from October 11th to 13th. Currently, over 100 students are enrolled for ICNY, 86 of them being from SUNY Poly. Initially, we estimated for 60 students to attend the event. ● ICNY Expenses: ○ Meals: $5,700.00 (Based on 100 students from catering estimates) ○ Loding - $1,800 ○ Materials - $1,130 (approx.) ○ Bussing and Transportation - $700 Estimated Total Cost: $9,330 (approx.)

Item III. Methods ● This bill will be considered a law by majority vote of the senate.

Item IV. Scope ● This bill will impact the several academic majors within the SUNY Poly student body, by providing an academic event to enhance the educational experience outside of the classroom. The theme to this year’s Innovation Challenge is, “Developing sustainable economic vitality and the community potential of Old Forge along with the Central Adirondack Region.”

InnovationChallenge New York: Reimagining Greater Old Forge (ICNY RGOF)

ICNY RGOF is for students from diverse disciplines and levels who want to learn about sustainable economic development practices in organizations and communities. Through immersive field expeditions and discussions with experts, participating students will learn frameworks for understanding a broad range of community building and vitality-making issues. Then these students, working in teams and using structured design approaches, will generate novel project ideas that tap into the innovative economic potential of community resources that contribute to the resiliency of any place in which stakeholders live, work, and play.

InnovationChallenge New York is an annual student competition that generates novel ideas with the potential for enhanced quality of life in New York State. In particular, we are most concerned about the economic and social well-being of our greater Mohawk Valley and neighboring regions. The challenge topic for 2018 is “Reimagining Greater Old Forge” and addresses life within the “Blue Line” boundary of the Adirondack Park. As with many northern and Adirondack vacation communities during the past fifty years, Old Forge in the Town of Webb has suffered from waning economic vitality, declining population, and expatriation of young adults. However, there is renewed public interest in reimagining and revitalizing the greater community including the Fulton Chain Lakes situated in the larger Central Adirondack Region (CAR). Although the Old Forge area has many assets and potential benefits, it is challenged by economic and social complexities arising from its past and location. Historically, Old Forge has served as the preeminent western gateway to the Adirondack Park and the commercial and social hub for the southwestern low peaks region. As the Historical Association’s web page (Town of Webb Historical Association, n.d.) explains,

The youngest town in the county was named for Dr. William Seward Webb builder of the Mohawk and Malone Railroad through the region in 1892. The impact of the railroad upon the region was immediate. Thousands of people poured into the mountains to

ICNY :: Student Guide for ICNY RGOF 2018 Page 4 of 16 enjoy recreational and health-generating opportunities. Steamboats and Guideboats brought them to new hotels and guest houses along the lakes. Logging camps and mills provided plenty of work but claimed a fair share of the surrounding forests. Two decades of prosperity followed along with a great building boom. The jubilant citizens of the new township were unaware of the perils looming ahead in the new century ...

Currently, Old Forge’s sought after location, nestled in pristine lush mountains among crystal blue lakes, and proximity to major northeastern cities attracts not only tourists, but middle class and affluent property buyers. Distant families and urban dwellers purchase homes often for limited seasonal or getaway use. This desirability-driven demand combined with a highly limited buildable area constrained by the Adirondack Park Agency’s rules to maintain the park setting (Adirondack Park Agency, n.d.), drives up the cost of housing while depleting supply. Even though the Town of Webb boasts an area of nearly 466 square miles, making it the largest township in New York State, only 28 square miles are buildable (Town of Webb, Master Plan Advisory Committee, 2002). While this phenomenon generates adequate property taxes due to the higher cost of real estate and ensures a strong community-centered educational system, it reduces both the availability and affordability of housing. Concurrently, new property rental technologies such as Airbnb may have further exacerbated this housing crisis by encouraging even more distant investors to purchase properties for use as income generating vacation rentals (Barron, Kung, & Proserpio, 2018). Given the current economic emphasis on tourism, most readily available jobs are seasonal and pay minimum wages which are not necessarily sufficient alone for purchasing or renting local homes. For example, the median annual earnings for full-time, year-round workers is approximately $25,000 (U.S. Census Bureau, 2016c). In turn, younger college-bound community members often leave the area and thus create a local “brain drain”. The percentage of year-round residents age 20 to 34, has fluctuated from 10.2% (U.S. Census Bureau, 2010) in 2010 to 16.3% in 2016 (U.S. Census Bureau, 2016c). The comparable US national and New York State percentages are 21% and 23% respectively (Kaiser Family Foundation, 2011, 2017). As the average resident age has climbed, currently at over 58 years old (U.S. Census Bureau, 2016a), and a limited numbers of professionals immigrate, the year-round Town of Webb population and school enrollment have declined. The population has gone from 1,912 in 2000 (U.S. Census Bureau, 2000) to 1,807 in 2010 (U.S. Census Bureau, 2010) and an estimated 1,534 in 2016 (U.S. Census Bureau, 2016a). This represents an overall 19.8% decline. Comparable period school enrollments have dropped from 414 to 241, an astonishing 42% decline (The State Education Department, 2000, 2016). Within the Town of Webb, the Old Forge hamlet had in 2010 a year-round population of 756 living on an area of less than 2 square miles (U.S. Census Bureau 2010). By 2016, the population was estimated to be 585, a 22.6% decline (U.S. Census Bureau, 2016c). Old Forge has a high cost of living index score of 119 when

ICNY :: Student Guide for ICNY RGOF 2018 Page 5 of 16 compared to the US national score of 100 (“Cost of Living: Old Forge,” n.d.) and Utica NY score of 85 (“Cost of Living: Utica,” n.d.). The median home price is especially high at $284,300 (“Median Home Price, Old Forge,” n.d.) when compared, for example, to $84,700 for Utica NY (“Median Home Price, Utica,” n.d.). No less important, these declines and housing shortages combined with immense tourism population swells, reaching upwards of 35,000 during high tourist seasons (ICNY RGOF Steering Committee, personal communication, March 14, 2018), generate worker shortages which constrains economic expansion. As a consequence, the area lacks adequate infrastructure such as health care facilities, reliable internet, robust public transit, digital news media, and both sufficient child and elder care systems. All of this has stimulated collective concern and may have strained social ties, cooperation, and trust.

However, Old Forge with its historic main street and surrounding greater CAR areas have significant community assets. Currently, most store fronts are populated especially during heavy tourism seasons. There are diverse dining options, a major community arts center, art galleries, taverns, various retailers including those for outdoor equipment rental, a renown hardware store, a craft brewery, a water park, and an olive oil store among others. The Town of Webb hosts a scenic railway which runs from its hamlet of Thendara to the city of Utica and various resorts. In addition, it offers potent outdoor activities such as snowmobiling on numerous trails, skiing on McCauley Mountain, hiking on Bald and other majestic mountains, swimming in lakes, and flying via a small private grass-field airport. Even more impressively, there are several town government offices as well as non-profit organizations including View Arts Center, Central Adirondack Partnership for the 21st Century (CAP21), Central Adirondack Association (CAA), Kiwanis Club, Central Library and churches with community service offerings among others.

This year’s InnovationChallenge New York engages students in a creative vitality-making project that seeks to enhance Old Forge and the surrounding CAR as a lively, beautiful, and resilient place. The focus of Reimagining Greater Old Forge is to create an intentional future vision that reflects both individual and communal preferences while nurturing a public spiritedness to sustain the place across generations. The goal of this topic is to challenge participants to explore and propose ways that tap into the potential of Old Forge, in all its diversity, to develop innovative ideas and solutions that can help foster greater community, economic, and cultural vitality. Participants should contemplate the following questions:

 What are greater Old Forge’s physical, cultural, and economic assets? How might these assets and their interrelatedness be reimagined to make Old Forge more vital, lively and attractive for investment?

ICNY :: Student Guide for ICNY RGOF 2018 Page 6 of 16  What political, social, and cultural changes will be needed for greater Old Forge to reimagine its place and achieve transformation, especially a diversification of economic activity that builds on and moves beyond tourism? How might Old Forge leverage tourism for this transformation?

 What are the local impediments to economic and social transformation? What are the critical drivers or enablers of change? Who are the local stakeholders or allies that will assist with change?

 What are regional and local exemplars of effective economic and social transformation? What lessons can we glean from their leadership?

 Are there lessons about transformation to be gleaned from aspirant communities such as Breckenridge, CO and Stowe, VT as well as more similar common peers such as Clayton and Ellicottville, NY among others? What are those lessons and how might they apply to Old Forge?

 How might the region gain jobs, economic vitality, and greater reputational assets?

 Which existing regional and local organizations and businesses might benefit from embracing transformation? In which ways might they benefit?

 What sort of new ventures might be formed to further the aims of economic and social transformation? Which products and services might these new ventures offer? Reimagining Greater Old Forge has the potential to invigorate community dialogue by changing what locals do and how they do it in fundamental ways. While many interdependent factors contribute to the sustainability of every community, at its core, economic redevelopment reflects people’s renewed interest in creating solutions to meet individual and collective needs.

Underlying the physical boundaries of Old Forge, the Town of Webb, the Fulton Chain Lakes and larger CAR are support systems from other resources that contribute to the resiliency of any place in which stakeholders live, work, and play. Small businesses and entrepreneurship; workforce development and opportunities; ties to other communities; varied institutions and leadership; environmental sustainability, livability and attractiveness. These are some of the elements needed to support, retain, and recruit residents and visitors to a community. Buy-local, farm-to-table, the arts, alternative energy sources, diversity, and connectedness are often expressed across a wide range of activities and interests. Community building and vitality-making are about creating environments that energize and satisfy human desires for jobs, recreation, homes, social interaction, and access to the natural world. Healthy and prosperous communities nurture trust, cooperation, and a public spiritedness that can sustain a place across generations.

Students from diverse backgrounds and schools can participate in three easy steps as follows:  Step One, Complete Pre-InnovationChallenge Preparation  Step Two, Attend ICNY RGOF 2018 on Thursday 11 (evening), Friday 12, and Saturday 13 October 2018  Step Three, Complete Post-InnovationChallenge Followup

See the following sections for additional detail and explanations for each step. All student expenses such as transportation, housing, and food are paid by a generous gift from NYSTEC.

1. STEP ONE Complete Pre-InnovationChallenge Preparation: a) Complete the required online participant registration form by no later than 5:00pm on Sunday 9 September 2018. Register using the following link: https://goo.gl/forms/LM5XndCNNhLehFzj1 b) Complete the required pre-challenge survey by no later than 5:00pm on Sunday 16 September 2018. After registering, the ICNY leaders will email students invitations and instructions for completing the survey. c) Read required background literature no later than 5:00pm on Sunday 7 October 2018. After registering, the ICNY leaders will email students with instructions for accessing the ICNY Blackboard site and all the required readings.

2. STEP TWO Attend ICNY RGOF 2018: a) Depart from SUNY Poly for Old Forge and attend the mandatory evening immersion session at Enchanted Forest Water Safari (EFWS) on Thursday 11 October 2018 as follows:  6:00 pm Buses depart from SUNY Poly parking lot. ICNY leaders will issue specific meeting point information closer to the departure date. Students should bring clothing and other necessary personal items for the journey and two day stay in Old Forge.  7:30-8:30 pm Buses arrive at Enchanted Forest Water Safari. Students check into dorm rooms.  8:30-9:45 pm EFWS owners and staff host required immersion session and ice cream social.

b) Attend the required first full day of the InnovationChallenge at VIEW ARTS on Friday 12 October 2018. The focus will be on Phenomenon Immersion as follows:  8:30 am Students Check-In at VIEW ARTS (see map below).  9:00 am-12:00 pm Kickoff with Expert Panel Discussions. Students meet with subject experts to learn about various aspects of the InnovationChallenge topic. This is an essential and required information session about the InnovationChallenge that provides participants with access to stakeholders and information experts. Students will learn about resources available and the qualities and characteristics that define the InovationChallenge process and proposals. Students should dress comfortably since the immersion site tours will require walking and meeting with diverse community constituents.

ICNY :: Student Guide for ICNY RGOF 2018 Page 9 of 16 o Introduction to the competition process o Presentation of the InnovationChallenge topic brief o Expectations for research (field expedition tours) o Overview of tours o Overview of resources & distribution of immersion site guide o Speed dating with experts o Lunch  1:00-6:00 pm Phenomenon Immersion Expeditions. Students participate in tours for "phenomenon immersion" and collect ethnographic data. These excursions are informal bus tours led by experts, residents and community members or others with knowledge about the area and the local economic and urban challenges. This is an opportunity to experience and observe different areas of the region firsthand with other participants. o The goal is to take notes, photos and videos to share with your team the next day. o All participants must bring the immersion site guide, smart phones, tablets, etc. to photograph and video document their immersion experiences. o All guided bus tours will depart promptly at 1:00pm from View Art’s parking lot.  6:00-7:30 pm Students meet with the ICNY Steering committee over dinner (Old Forge location to be determined).  7:30-8:45 pm Ethnographic Studies. At locations of their choice, students should individually summarize ethnographic findings using the immersion site guide.

c) Attend the required second full day of the InnovationChallenge at VIEW ARTS on Saturday 13 October 2018. The focus will be on Ideation as follows:  8:30 am-5:00 pm Parts One and Two of the Official ICNY Core Process. Students are placed onto highly diverse teams. Arrive in the morning fresh with ideas then we place you in a diverse team, lead you through a structured work process and at the end of the day you present your BIG IDEAS to the group. It is an exciting day of organized chaos, frenetic energy, and intense cognitive exercise as many people work together to create meaningful and satisfying change for our greater region. Arrive at 8:30 am for onsite check-in and team formation. The actual competition begins promptly at 9:00 am and runs till 5:00 pm. Be sure to bring the following: o Your completed immersion site guide, pictures and videos, and other notes from research o Laptops, tablets, and phones (photographs and videos) and any cords or accessories needed to connect or download files (such as additional pictures and videos, etc.) We provide the rest–all materials, work spaces, food and drinks. Dress comfortably–it’s an active, hectic, and exciting workday! Here are a few other useful notes: o Teams are formed to distribute participants by various diversification factors o This is a daylong charrette-from opportunity identification to idea generation and concept proposal o Each team will create and deliver a presentation of their proposed concept o Each proposed concept will be judged—top teams will receive awards  5:00-6:00 pm Closing Reception. 3. STEP THREE Complete Post-InnovationChallenge Followup: a) Complete the required post-challenge survey by no later than 5:00pm on Wednesday 17 October 2018. ICNY leaders will email participating students with instructions for completing the survey. b) Craft and submit brief descriptions of teams’ presented concepts by no later than 5:00pm on Friday 19 October 2018. Each team (one per team) must submit a half to one page (2 pages maximum) description of their concept via the drop box on the ICNY Blackboard site.

ICNY :: Student Guide for ICNY RGOF 2018 Page 11 of 16 Who are the organizers of ICNY? Dr. Robert Edgell, Associate Professor and ICNY Director

Dr. Edgell is currently an Associate Professor of Technology Management, Co-Director of the Joint Center for Creativity, Design, and Venturing, and had volunteered for one year to be the Interim Dean of the College of Business Management at SUNY Polytechnic Institute. He has been a Visiting Professor at the Swiss Business School in Zurich and has delivered research papers and lectures at Stanford University’s Law School, the University of California San Francisco’s School of Dentistry, the California College of the Arts, and the University of St. Gallen in Switzerland. Previously, he was an Assistant Professor at American University’s Kogod School of Business where he was named Outstanding Faculty. Also, he has taught at San Francisco State University’s College of Business. Dr. Edgell’s scholarship agenda expands upon his deep commitment to creativity, design, innovation, governance, and diversity. He is currently researching institutional change micro- processes, design culture, collective ideation, and entrepreneurial capacity development. He has collaborated with scholars from Temple University, Stanford University, and other institutions. He has published several scholarly research articles and presented multiple conference papers. Seven research projects have been featured on National Public Radio’s Academic Minute. Recently he was a co-PI recipient of a prestigious $100,000 National Endowment for the Humanities, Humanities Connections grant for Reimagining Entrepreneurship: An Integrated Pathway for Creative and Ethical Venturing. In addition, NYSTEC recently donated $25,000 for supporting his entrepreneurial Initiatives and related research at the College of Business Management. Shortly after arriving at SUNY Poly, he launched a community- based experiential learning, research, and service program that brings InnovationChallenge New York (ICNY) events to the

ICNY :: Student Guide for ICNY RGOF 2018 Page 12 of 16 region. Since then, he has organized a total of five ICNY iterations with varied topics, students, and locations. In October of 2017, he presented his co-authored empirical quantitative research paper, Reimagining entrepreneurship: Design culture exposure as a positive mediator for entrepreneurial capacity, at the International Atlantic Economics Society’s Montreal Conference. He was awarded “Campus Connector” designation by Upstate Venture Ecosystems Awards in 2016. Dr. Edgell received his PhD in international multicultural management (magna cum laude) from the University of St. Gallen in Switzerland. He holds an MBA from Business School in the City of New York and a five- year Bachelor of Architecture from Kent State University, College of Architecture and Environmental Design. Through Columbia's Chazen Institute of International Business, he studied at Erasmus University, Rotterdam School of Management in The Netherlands. He is a registered Architect and has studied at Harvard University, Graduate School of Design.

Elias Zeina, MBA Student and ICNY Project Manager

Elias Zeina graduated Summa Cum Laude from SUNY Poly in ’17 with a Business Administration degree. He is currently pursuing his MBA Technology Management at Poly. He works on several research related projects as graduate assistant to Dr. Robert Edgell. Those include managing the development of a new conference set to release in spring 2019 called Visioneers and Venturers. Elias also works with a team of senior and junior researchers on a scholarly paper that investigates the interconnectedness between ‘transfer of training’ and design culture. Outside of academics, Elias works part-time as a Marketing Director at Lewiston Properties and also helps out at his family business – Zeina’s Café.

David Peterson II, BSBA Student and ICNY Student Leader

In May of 2018, David received his Bachelor of Science in Business Administration with a Concentration in Finance from SUNY Polytechnic Institute. Currently, he plans on furthering his education at SUNY Polytechnic Institute by pursuing a Master’s in Business Administration in Technology Management, starting summer 2018. Throughout his entire post-secondary career, he has been very involved and active with the campus. For example, he pursued an independent study, which entailed proposing and creating a LinkedIn University page for the College of Business Management, assisting with project management for the Mohawk Valley Mini Maker Faire, planning for the Innovation Challenge of New York, and aiding with research regarding the Enhancement of Transfer of Training. In addition, he has been an active member of several clubs and organizations including the College Council Representative and former Senator for the Student Government at Utica, founding Treasurer of the Stock Market Analysis Club, President for two years of the student club Duel Academy. As a high school student, he earned the class rank of Valedictorian and served as Class President for three years. He achieved the rank of Eagle Scout through Boy Scouts of America and later earned the Bronze, Silver, and Gold Palms. In both personal and professional arenas, he seeks to improve himself and achieve great success.
