We recommend strengthening the objectives as follows: Objective 1: We recommend that ‘healthy streets and liveable neighbourhoods’ are defined ​ more clearly. The text should specify low levels of traffic on minor roads, segregated cycling facilities on major roads, and safe, convenient pedestrian crossings. Replace the word ‘encourage’ with ‘enable’.
