Various BOARD OF RECREATION AND PARK COMMISSIONERS SUBJECT: GOLF DIVISION - DESIGNATION OF GOLF COURSES (INCLUDING COURSE PARKING LOTS AND TURF MANAGEMENT LOTS) AS SPECIAL USE FACILITIES FOR FILMING AP Diaz V. Designate all twelve (12) City of Los Angeles golf courses (including course parking lots and turf management lots) as Special Use Facilities For Filming, as outlined in the Summary of this Report; 2. Approve the proposed changes to the Schedule of Rates and Fees for Film Permit Fees and Golf Film Permit Fees (Attachment A and Attachment B) as outlined in the Summary of this Report, effective March 1, 2019; and 3. Authorize staff to amend the Schedule of Rates and Fees to incorporate the aforementioned changes. SUMMARY: The Department of Recreation and Parks (RAP) Golf Division maintains and operates seven (7) 18-hole golf courses, three (3) 9-hole golf courses, two (2) 9-hole pitch and putt golf courses and a junior golf academy. City employees perform all maintenance, starter, and electric cart fleet management on each golf facility. The Golf Division also self-operates all five (5) of its driving ranges. All salary expenses, indirect costs, utilities, supplies, contract services, and capital improvements are funded through revenue generated by the golf facilities. In addition to covering operational expenses, it is essential that the Golf Division generate additional revenue to maintain and improve the City's golf assets. -

PUT YOUR NAME ON A PIECE OF LOS ANGELES GOLF HISTORY AND MAKE AN INVESTMENT IN CHARACTER DEVELOPMENT PROGRAMS FOR YOUTH Arnold Palmer Plaque/Rancho Park Golf Course Donor Campaign runs from November 2019 – March 2020 INDIVIDUAL DONORS: $500 (75 spots available) CORPORATIONS/FOUNDATIONS/ORGANIZATIONS: $1000 (25 spots available) Per our agreement with the City, your name will remain on the plaque for a duration of three years HISTORY OF THE ARNOLD PALMER PLAQUE In 1961, during the Los Angeles Open, Arnold Palmer, “The King”, famously took a 12 on the 9th hole of the Rancho Park Golf Course. Mr. Palmer considers this event the 21st most memorable moment of his life. In 1963, The Los Angeles Junior Chamber of Commerce (the parent organization of The First Tee of Los Angeles) commemorated this un-Palmer-like score with a stunning 2-plate bronze plaque. In 2017, First Tee of Los Angeles, along with the City of Los Angeles Department of Recreation and Parks, replaced the stone plaque with a replica of the 1963 original and added a third plaque recognizing 100 donors who are committed to the sustainability of junior golf programs for underserved youth of Los Angeles County. THE FIRST TEE OF LOS ANGELES For more than 30 years, TFTLA has been providing youth development sports programs to underserved youth, ages 6 to 18, that build character, instill life-enhancing values, and promote healthy choices. TFTLA is not a typical junior golf program. While those exist and focus on helping youth become great golfers, we stand out because our goal is very different. -
