Storrington, Sullington and Washington Neighbourhood Plan Storrington, Sullington and Washington WASHINGTON Neighbourhood Plan PARISH COUNCIL Dear Resident Storrington & Sullington and Washington Neighbourhood Plan – Community Survey By now you may be aware that Storrington & Sullington and Washington Parish Councils have joined together to produce a Neighbourhood Plan. A large number of volunteers from the community have joined us in this process and we are now asking for your help. A Neighbourhood Plan is a way for local people to influence the area in which they live and work and the finished document will be a statutory planning guide to what type of development is acceptable in our parishes. The Neighbourhood Plan will work alongside Horsham District Council’s Planning Development Framework and whilst it is inevitable that some new housing will be built in the future, the Neighbourhood Plan will ensure that this housing is suitable and meets the needs of the area. The Neighbourhood Plan will help us to make sure that the necessary facilities and services are in place to meet the demands any new housing will make upon our community. Please see the map overleaf for the area that our Neighbourhood Plan will cover. Please complete this survey to let us know what you think and return it by Monday 14 th April. It is crucial that we gather the views and opinions of our community to make sure that that we are all working towards the same goal. Your responses really do matter as it is only with a positive result from a public vote that the Neighbourhood Plan will become a statutory document that developers must take notice of. Please answer as many of the questions as you can and return your completed questionnaire to one of the local drop off points listed below. If any other members of your household would like to complete a separate questionnaire, further copies of this survey can be collected from the Parish Office or from our Parish Councils’ websites. Horsham District Council has set out in its draft local plan to allocate 11,500 new houses for the whole of the Horsham district from 2014 to 2029. From this allocation, approximately 500 – 1,000 will be expected to be within the outlying parishes. Recent Housing needs surveys undertaken in our parishes have identified 84 (in Storrington & Sullington) and 13 (in Washington) households with a local connection in need of housing.     Storrington, Sullington and Washington WASHINGTON PARISH COUNCIL Neighbourhood Plan Dear Sirs Storrington, Sullington & Washington Neighbourhood Plan: Sustainability Appraisal/Strategic Environmental Assessment Scoping Letter I set out below for your attention the proposed scope of the Sustainability Appraisal/Strategic Environmental Assessment (SA/SEA) to accompany the forthcoming Storrington, Sullington & Washington Neighbourhood Plan (SSWNP). This letter and its appendices should be regarded as the Scoping Report of the SSWNP in accordance with Stage A of the provisions of the Environmental Assessment of Plans & Programmes Regulations 2004 (which implement EU Directive 2001/42). As a statutory consultee in the Regulations you are invited to comment on this report and I would be grateful for your comment by 26th September 2014. Background The SSWNP is being prepared by the Storrington & Sullington Parish Council and Washington Parish Council as qualifying bodies under the 2012 Neighbourhood Planning (General) Regulations. In accordance with the 2004 Regulations 2004, the local planning authority, Horsham District Council, issued its formal screening opinion on 20 May 2014, concluding that an SEA is required and that it would prefer this is undertaken as part of a wider Sustainability Appraisal (SA/SEA). In its decision, the District Council has not made its reasons explicit for reaching this conclusion, but it is understood that the likely intention of the SSWNP to contain policies allocating land for development is the primary reason. A third of the designated area lies within the South Downs National Park and there are no European sites within the area, although the area does lie within the 15km buffer zone of the Arundel Valley SAC/SPA/Ramsar site.
