B.1262 Land Drainage Act 1991 Board Membership – Fenland District Council Miss Ablett reported that Fenland District Council had re-appointed Councillors J F Clark and M Cornwell and appointed Councillors C Marks, D Divine, M Purser and F Yeulett to be Members of the Board under the provisions of the Land Drainage Act 1991. Miss Ablett also reported that Councillors Mrs M Davis, S Court and A Pugh were not re- appointed. -

Collectively, this research helps inform the assumption setting process for the residential and commercial appraisals stage and underpins the assessment by building a picture of values patterns and levels in Fenland District. This also provides the Council with a guide as to the type of information that may be monitored and reviewed in order to inform future updated views where appropriate for keeping an eye on market trends – including for future CIL or related viability considerations. -

This will include a vision, options for growth, an infrastructure delivery plan and an action plan for Fenland and its partners to take forward. This Stage 1 report develops an economic, social and environmental vision, which will feed into spatial analysis and options for growth in Stage 2. Fenland is a place where quality of life and opportunities for its residents are lower compared to its neighbours and to other similar rural districts. As part of the London‐ Stansted‐Cambridge‐Peterborough Growth Area, the district has an opportunity to use growth as a catalyst for change, improving life chances by effecting a step change in the economic, social and environmental opportunities. -

APPENDIX F – Infrastructure Supply Infrastructure Supply and Constraints 1.1 INTRODUCTION 1.1.1 The purpose of this paper is to provide an outline of the infrastructure related supply side of future growth in Cambridgeshire. This paper covers the following areas, including transport, flood risk, water resources, environment and other infrastructure. It is based on available evidence set out in the Cambridgeshire Development Study Tender Documents1. 1.2 PROCESS AND FINDINGS 1.2.1 The process in determining the findings is based on an assessment of the evidence base and the paper therefore identifies infrastructure related supply issues, constraints and planned interventions that would have an impact on growth. Fenland Annual demographic and socio-economic report April 2011 Executive summary This report presents the latest available information on the demographic and socio-economic make-up of Fenland. It investigates Fenland’s population structure and composition; presents information on housing and the economic background; and discusses crime, health, education, and environment information pertaining to the area. Links are provided to other relevant reports and data sources. Data used in this report has been collected from local and national level sources, and therefore presented at ward, district or county level for comparative purposes where relevant. Main highlights of the report are: • The Cambridgeshire County Council Research Group (CCCRG) mid-2009 population estimate for Fenland is 93,300. The population has increased by 12% since 2001 and it is forecast to increase by a further 21% by 2031. • In 2009 the largest population age band is people aged 40-64, which constitutes 34% of Fenland’s population. By 2031 it is forecast to decline to 29% of total population, with significant growth in the 65-74 and 75+ age groups. • CCCRG estimates the number of households in 2009 as 39,900. This represents 13% growth since 2001. Households are forecast to increase by a further 28% by 2031. • In Jun-Nov 2010 the average house price in Fenland was £160,510, the lowest in the county. Between Jun-Nov 2002 and Jun-Nov 2010 house prices increased by 49%. • 77% of Fenland’s working age population is economically active. In December 2010 the Jobseekers’ Allowance claimant count unemployment rate was slightly lower than the national level of 3.5%.
